Nomura Subsidiary Achieves In-Principle Approval in Abu Dhabi

The digital assets subsidiary of Japanese financial services conglomerate Nomura has been granted in-principle approval by the Abu Dhabi Global Market (ADGM) to offer broker-dealer and asset/fund management services for both digital and traditional assets.

Preliminary license to trade

The development is a shot in the arm for Laser Digital Asset Management while serving to highlight Abu Dhabi’s growing prominence as a global center for digital assets, attracting prominent players such as Binance and Kraken.

Led by CEO Jez Mohideen, Laser Digital is now on the path toward securing full financial services authorization in Abu Dhabi, subject to meeting undisclosed conditions specified in the approval. The company is enthusiastic about the ADGM’s transparent and comprehensive regulatory framework.

Speaking to that, Mohideen stated: “We are thrilled to be part of their comprehensive and clear regulatory framework, which is creating a global hub for digital assets.”

 

International free zone

The ADGM, an international financial free zone situated in Abu Dhabi, covers nearly 15 square kilometers across two islands. It hosts a registration authority, regulatory authority, and a court system functioning under common law principles. This favorable regulatory ecosystem has been instrumental in attracting digital asset firms to establish a presence in the UAE’s capital.

Laser Digital’s approval follows a series of recent cryptocurrency-related approvals in Abu Dhabi. Zodia Markets, backed by UK bank Standard Chartered, was recently granted permission to operate as a crypto broker, adding to the growing list of companies making strides in the region.

Binance, one of the world’s largest cryptocurrency exchanges, received in-principle approval from the ADGM in April 2022 and subsequently obtained full financial services permission in November of the same year. Kraken, along with firms like UAE-based M2 and Bahrain-based Rain, have also received permissions to operate within the ADGM in recent years.

 

Building on Dubai achievement

Laser Digital’s approval in Abu Dhabi comes on the heels of its earlier achievement of obtaining an operating license from Dubai’s Virtual Asset Regulatory Authority (VARA). Alongside these regulatory milestones, Laser Digital introduced an institutional Bitcoin Adoption Fund in August. Despite its relatively short existence since its establishment in September 2022, the firm has made significant strides.

Nomura’s engagement extends beyond Laser Digital, as it is also part of the Komainu joint venture alongside cryptocurrency firms CoinShares and Ledger. Komainu secured its operating license from Dubai’s VARA in August, contributing to the expanding community of crypto-focused businesses in the region.

It is worth noting the UAE’s diversified approach to cryptocurrency regulation, offering five distinct regulatory regimes for cryptocurrencies, including the ADGM and VARA. Legal experts from White & Case have recently assessed these regulatory frameworks, highlighting the UAE’s commitment to fostering a progressive and well-regulated environment for digital assets.

Nomura’s Laser Digital is well-positioned to play a pivotal role in the digital asset sector in Abu Dhabi, given that it’s leveraging the favorable regulatory environment of the ADGM and the UAE’s dedication to becoming a global digital asset hub.

Potential positive impact of monetary stimulus in China

Many commentators in the crypto space were pointing to a lowering of interest rates last week by the Federal Reserve in the United States as being a positive development for the pricing of digital assets. However, the introduction of a stimulus package to revive the Chinese economy may also have a role to play. Stimulus packageBloomberg reported on Sept. 24 that People’s Bank of China Governor Pan Gongsheng had cut a key short-term interest rate. Furthermore, the Bank of China governor plans to implement a reduction in the reserve requirements that are applied to the country’s banks. The Reserve Requirement Ration (RRR) will be cut by 50 basis points, which will mean that $142 billion will be freed up for new lending.  Additionally, a package of measures has been introduced to rejuvenate China’s beleaguered real estate market, lowering the borrowing costs related to $5.3 trillion in mortgages.Photo by Eric Prouzet on UnsplashBullish for crypto?Jamie Coutts, chief crypto analyst at financial research platform Real Vision, took to X to comment on the development. Coutts wrote: “The bottom is in for global central bank liquidity for this cycle. Sit back and watch the other CBs fall into line. In a credit-based fiat fractional reserve system, debasement is a feature, not a bug.” Coutts signed off with a “Bitcoin” hashtag, with the inference that the development will have positive implications for Bitcoin. Similarly, market analysts at Singaporean crypto-asset trading firm QCP Capital perceive the move as being bullish for crypto and risk assets more generally. QCP Capital analysts stated: "We believe more easing is coming from the People's Bank of China (PBoC), and they have communicated as much, and combined with the U.S. Federal Reserve joining the global cutting cycle, all major central banks, except Bank of Japan, are now ready to inject more liquidity into the market. The macro space continues to look more and more bullish for risk assets, including crypto."  Taking that consideration further, the QCP Capital analysts suggest that market participants in the crypto space may be caught off guard by a resultant uptick in crypto pricing, stating: "We know how explosive crypto prices can be, and with so many bullish catalysts, we think the next move higher will leave many people surprised and sidelined.” Fed rate cutsMany market commentators were similarly enthused last week following an announcement in the U.S. by Jerome Powell, Federal Reserve Chairman, of a 50 basis point rate cut, with the suggestion that further cuts may be implemented going forward. However, not all market pundits are of the same view. Some believe that small interest rate cuts occurring in an overall high rates environment won’t move the needle and that it’s only in a zero rates environment where Bitcoin and crypto skyrocket.  Arthur Hayes, co-founder of BitMEX and Chief Investment Officer (CIO) at the Maelstrom Fund, asserted in his keynote speech at TOKEN2049 in Singapore last week that he wasn’t enthusiastic about rate cuts driving crypto.  “While I think a lot of people are looking forward to a rate cut, meaning that they think the stock market and other things are going to pump up the jam, I think the markets are going to collapse a few days after the Fed’s rates,” he stated. Markets didn’t collapse subsequently although it seems that they are responding to this latest monetary stimulus introduced by China.

Worldcoin launches in Singapore post India hiatus

The product launch in the Southeast Asian city-state comes hot on the heels of Worldcoin pausing its activities in India. According to a blog post published by the project on Wednesday, Singaporeans can now avail themselves of World ID verifications at five locations through the Orb, the iris-scanning device that forms a crucial part of the project's identity verification process. Adding to its presence in Singapore, Tools for Humanity (TFH), a Berlin-headquartered project contributor and the lead developer behind Worldcoin, has become a member of two prestigious startup and tech associations in Singapore: ACCESS and the Singapore Fintech Association (SFA). Through these associations the project’s developers are seeking to further embed Worldcoin within the region's technology ecosystem. Expanding global footprintExpanding its global footprint, World ID verifications are not limited to Singapore alone. The project has also extended its services to Seville and Bilbao in Spain. Moreover, in South America, World ID verifications in Chile have expanded to Concepcion, Curico and Viña del Mar, joining Santiago. Meanwhile, Argentina achieved a notable milestone, setting a national record with over 10,000 verifications in a single day. In Japan, Fukuoka on Kyushu Island now joins new locations in Tokyo for proof of personhood verification via World ID. Earlier in December, Worldcoin introduced World ID 2.0, an upgrade that builds upon its existing "proof of personhood" protocol. This upgrade introduces "Apps, Levels, and a series of core improvements" to the protocol launched earlier in the year. The accompanying apps enable World ID integration with various services, including Reddit, Discord and Shopify. Market challengesIt's worth noting that despite these positive steps being taken to expand the Worldcoin global footprint, the company has faced challenges in certain markets also. It emerged in recent days that it has temporarily halted its services in India, France and Brazil. Despite the temporary pause, World App continues to gain popularity in India, where thousands download the app each week. The Worldcoin Foundation explained that Orb-verified proof of personhood services has been scaled back temporarily as they work on developing a safe and orderly process to meet the increasing demand for World ID in India. Sources close to Worldcoin suggest a relaunch in India is anticipated in 2024. Despite its expansion, Worldcoin has faced criticism since its launch. Reports from August indicated that German regulators had been scrutinizing the project since 2022, while French officials raised concerns about the legality of collecting biometric data. The authorities in Kenya suspended the activities of Worldcoin within the country a few months ago, pending a review by public agencies in respect of security and data protection. Earlier this month, Tiago Sada, head of product for Tools for Humanity, tried to allay privacy concerns on the basis of the product’s anonymity. Sada stated:“You can use it completely anonymously; the only thing you’re doing is proving you’re unique.”

The consortium aims to offer ratings services and indexes to facilitate retail crypto trading in the SAR. Notably, it has received support from prominent players in the industry, including Huobi, KuCoin, Bitget, and others.The introduction of VASP licenses and the subsequent investments made by Web3 companies demonstrate the evolving regulatory landscape in Hong Kong.
