Hong Kong strives for crypto hub status through ‘ASPIRe’

The Hong Kong Securities and Futures Commission (SFC) has unveiled a new roadmap for digital asset regulation titled “ASPIRe.”

 

The authorities in the Chinese autonomous territory have been working towards crypto hub status in recent years. This latest ASPIRe roadmap initiative has been formulated in an effort to future-proof Hong Kong’s status as a location that has been optimized for crypto businesses to form and develop.

 

The ASPIRe roadmap was announced by the SFC on Feb. 19 with comprehensive details on the plan published to the regulator’s website.

Five pillars

A-S-P-I-Re details five pillars that the regulator is focusing on in order to address challenges to strengthen Hong Kong’s crypto hub status going forward.

 

The “A” pillar refers to “access,” with a focus on fostering an ecosystem that’s aligned with a regulatory regime that enables global participation. The regulator wants to attract “qualified participants,” while enhancing investor choice and integrating Hong Kong’s digital assets sector with global liquidity.

 

The “S” pillar stands for “safeguards” with the objective of adopting risk-proportionate oversight, promoting regulatory clarity and aligning compliance requirements such that a balance is struck between core regulatory objectives and providing flexibility for the adoption of new technology.

 

“Products” forms another pillar, with a focus on expanding the range of digital asset products and services offered by regulated service providers in Hong Kong.

 

“Infrastructure” is another aspect that the plan homes in on. The focus in this regard is on modernizing reporting, surveillance and cross-agency collaboration through infrastructure building and the use of new technology. 

 

The final pillar, “relationships” (Re), focuses on the empowerment of both investors and the industry in general through education, engagement and transparency.

 

Influencing modern finance

The Hong Kong regulator is putting forward this plan with the understanding that the global virtual asset market was valued at $3 trillion in 2024. It suggests that the sector “has significantly influenced modern finance.”

 

At Consensus Hong Kong 2025 this week, a crypto conference held in the Chinese autonomous territory, SFC CEO Julia Leung suggested that this plan will put Hong Kong in a strong position to secure its role as a crypto industry hub going forward.

 

Hong Kong Financial Secretary Paul Chan Mo-po also delivered a keynote speech at the conference. He said that Hong Kong would “remain a stable, open and vibrant market for digital assets,” adding that Hong Kong is “investing heavily in the related infrastructure and talent development.”

 

Mo-po went on to assert that Hong Kong’s Cyberport Web3 network and the Hong Kong Science and Technology Park are “vibrant hubs for Web3 innovation and fintech.” He also claimed that industry partnerships and the city’s universities are bringing through blockchain expertise. 

 

The Financial Secretary understands the importance of appropriate regulation. He stated:

 

“The key to success lies in maintaining an open, fair, balanced and forward-looking regulatory approach that is conducive to the sustainable and responsible development of financial innovation, including Web3.”

Hong Kong advances tokenization as institutions continue building amid market pullback

Hong Kong last week entered the pilot phase of Project Ensemble, an initiative focused on developing infrastructure for a tokenized market and creating a sandbox where institutions can test blockchain systems in real business environments. Set to run through 2026, the pilot involves the Hong Kong Monetary Authority (HKMA), several banks, and other industry participants. Its early work will examine how tokenized deposits can be used in money market fund transactions and how these tools might support real-time liquidity and treasury management. Interoperability key to tokenizationCommenting on the development, Hong Kong Securities and Futures Commission (SFC) CEO Julia Leung said, “To scale tokenisation of investment products, interoperability is key.” She added that the measure announced on Nov. 13 by the HKMA “will gradually allow interbank settlement of tokenised deposits in real time 24/7.”Photo by Ibrahim Rifath on UnsplashFollowing the HKMA’s announcement, Ant International, the global arm of Ant Group, revealed that it is joining Project Ensemble’s Architecture Community. As part of this digital finance effort, Ant International will help design and advance the tokenization ecosystem in the special administrative region, contribute to defining industry standards, and support broader industry adoption. Corporate initiatives in digital financeSeparately, Ant International also signed a memorandum of understanding with Swiss bank UBS to explore new opportunities in tokenized deposits, leveraging Ant’s blockchain platform Whale. Under this partnership, UBS Digital Cash, a blockchain-based payment solution developed by UBS, will be used to support Ant International’s global treasury operations. Young Jin Yee, Co-Head UBS Global Wealth Management Asia Pacific and Country Head UBS Singapore, said the collaboration with Ant aims to achieve “a real-time, multi-currency payment solution that sets standards for transparency and efficiency.” Hong Kong has been seeing a noticeable pickup in crypto-related activity more broadly. According to a post on X by Unfolded, AMINA, a Swiss-regulated institution, is now the first international banking group to roll out full crypto trading and custody services in Hong Kong. Adding to this momentum, companies are stepping up their Bitcoin accumulation. In its third-quarter results announcement, Boyaa International, a Hong Kong–listed firm specializing in online card and board games, reported a quarter-over-quarter increase of 738 Bitcoin. As of Sept. 30, its total holdings stood at 4,091 Bitcoin at an average cost of about $68,114 per coin. Adoption trends and market contractionThis push into the crypto sector aligns with broader digital asset adoption across Asia. A recent survey by CoinDesk and Protocol Theory of 4,020 individuals aged 18 to 64 in 10 Asian countries found potential crypto ownership of around 25% among respondents with internet access. The survey also noted that roughly half of adults familiar with crypto plan to use it within the next year or so. Despite the uptick in activity and interest, the market itself is currently in a downturn, with Bitcoin falling below the $90,000 mark on Nov. 18 for the first time since April 22. Analyzing the move, CoinDesk’s Omkar Godbole said Bitcoin looks oversold, as the 14-day relative strength index (RSI) has slipped under 30, indicating the drop may be steep enough to trigger a pause or a possible rebound. Godbole drew a parallel with price action earlier in the year, noting that February was the last time the RSI fell below 30, when Bitcoin was trading under $80,000. After that decline, the market bottomed out at around $75,000 in April, a pattern that traders may be watching closely as they assess the current pullback. At the time of publication, Bitcoin was trading around $90,400 against USDT on Binance.

Nano Labs lines up $500M to fund BNB treasury

Nano Labs, a Web3-focused semiconductor design company listed on the Nasdaq (NA) and headquartered in Hangzhou, China, has arranged $500 million in financing to fund a BNB treasury. In a press release published on the company’s behalf by GlobeNewswire on June 24, Nano Labs outlined that it has entered into a convertible notes purchase agreement with a number of investors. Convertible promissory notes to the value of $500 million will be issued. Holders of the notes, which mature in 360 days, have the option to convert them to Class A ordinary shares at an initial conversion price of $20 per share. Unconverted notes will not accrue interest, but will be repaid in line with the initial principal amount at maturity. 5%-10% of BNB’s total supplyNano Labs asserted that the agreement “marks an important step in the company’s strategic growth.” It stated that as part of the initiative it plans to conduct an in-depth assessment of the BNB token, the native token of the BNB Chain ecosystem. The token enables transactions on the BNB Chain and access to various services and decentralized applications (DApps) that run on the blockchain network. In the initial phase of the initiative, Nano Labs plans to acquire $1 billion worth of BNB through convertible notes and private placements. In the long term, the firm plans to build up a holding equal to 5% to 10% of BNB’s total circulating supply. On X, @Whdysseus, the pseudonymous founder of Asian Web3 and crypto financial media project BroadChain Finance, commented on Nano Labs' BNB reserve initiative, considering it to be a BNB version of the Bitcoin treasury strategy pioneered by American firm Strategy (formerly MicroStrategy).Photo by Vadim Artyukhin on UnsplashShare price surgeChangpeng Zhao (CZ), the co-founder and former CEO of Binance, who has been heavily involved in the development and overall vision of BNB Chain, outlined on X that Nano Labs’ share price “went through the roof” following the announcement. He added that none of his affiliated entities participated in the funding that Nano Labs has put in place. At the time of writing, Nano Labs stock (NA) was trading at $14.85, up 36.36% over the course of 24 hours. Nano Labs isn’t the only corporate entity to declare an interest in holding BNB. According to a report published by Bloomberg on June 23, former executives at Coral Capital, a Japanese venture capital firm, are understood to be in the process of raising $100 million through a newly formed entity called Build & Build Corporation, in order to launch a crypto treasury that will invest in BNB. In another positive development, on-chain analytics firm Nansen highlighted last month that the BNB Chain had seen active addresses double to two million.  Earlier in May, Geoff Kendrick, head of digital asset research at Standard Chartered, outlined in a research report that the BNB token could reach a unit price of $2,775 by 2028. Kendrick maintained that the deflationary nature of the token, together with its ties to the Binance exchange platform, are factors that support its long-term value.
