Vietnam sets out blockchain strategy with goal of regional leadership by 2030

In a statement published to Vietnam.vn on Oct. 23, a website run by the Office of Foreign Information Service under Vietnam’s Ministry of Information and Communications, Vietnam revealed its official National Blockchain Strategy. Key objectives In announcing its National Blockchain Strategy, the Vietnamese government articulated several key objectives that it feels will lead to Vietnam eventually taking a leadership role in blockchain development within the region.  These key objectives include an emphasis on research relative to the further roll-out of blockchain innovation. The Vietnamese authorities intend to promote blockchain research, innovation and international cooperation. Another specific action area has been identified as perfecting the legal environment with respect to blockchain development.  The development of infrastructure has been cited as a key objective, with the Ministry proposing that this should incorporate the formation of a blockchain industrial ecosystem. Additionally, the statement highlighted the need to focus on developing human resources in respect of blockchain, while also pointing to an overall need to promote blockchain development generally and the application of the technology. A number of branches of the Vietnamese government have been tasked with achieving these key objectives, including the Government Cipher Committee, the Ministry of Education and Training, the Ministry of Science and Technology, as well as the Ministry of Information and Communications.Photo by Hugo Heimendinger on PexelsPositive reaction The plan has been broadly welcomed by Vietnam-based crypto stakeholders. Jenny Nguyen, Chief Operating Officer (COO) of Ho Chi Minh City-based crypto venture fund Kyros Ventures, suggested the development was bullish. She wrote: “This is the most bullish policy on blockchain from the Vietnam Government in history, which not only acknowledges the importance of blockchain, but also defines clear expectations for the development of this technology sector in the years to come.“ Nguyen also pointed out that regulations on digital assets are currently being discussed within Vietnam’s National Assembly, with legislators working towards a 2025 completion date. On the basis of these two developments, she believes that “the future for blockchain and crypto in Vietnam is looking brighter and brighter day by day.” KardiaChain, a hybrid blockchain infrastructure provider to governments in Vietnam and other Southeast Asian countries, outlined on social media that it had been a key contributor in shaping the strategy. The project believes that the strategy “will enable us as builders more opportunities to impact the country's blockchain development, and further accomplish our mission of mass adoption that we set out on day one.” Laura Nguyen, head of Vietnam at Ava Labs, said that the strategy was forward-thinking and that consequently Vietnam is “primed to become a blockchain powerhouse, pushing the boundaries of technological innovation and fostering global collaboration.” As part of the strategy, the Vietnamese government plans to bring about the development of 20 blockchain brands for platforms, products and services. Additionally, the strategy aims to put in place three testing centers located in major Vietnamese urban centers as part of an effort to create a national blockchain network.

EDX Markets plans Asian expansion enabled by additional funding

EDX Markets, a crypto-trading platform backed by Citadel Securities and Fidelity Digital Assets, is planning to establish a new crypto exchange in Singapore. EDX ClearingThe plan was revealed in a recent Bloomberg article. In tandem with the report, a press release published on Tuesday also provided further detail on its recently-launched digital asset clearinghouse, EDX Clearing. Unlike traditional exchanges, EDX operates its own clearinghouse, following a non-custodial model in collaboration with Anchorage Digital. This approach allows institutional investors to execute trades without the need for pre-funding in fiat currency or crypto, contributing to capital efficiency and risk management. Since its launch in October, EDX Clearing has cleared more than $3.1 billion of transactions. The recent approval of bitcoin exchange-traded funds has further intensified trading activity, with substantial volumes traded following their launch. EDX Markets offers a unique platform for institutional investors to directly trade major cryptocurrencies like bitcoin, ether and litecoin. EDX addresses institutional players' needs with a non-custodial model, emphasizing risk management and infrastructure that aligns with traditional market practices.Photo by Julien de Salaberry on UnsplashFresh funding infusionThe company is also introducing spot and perpetual futures trading, following a successful additional funding round led by new investor Pantera Capital and existing supporter Sequoia Capital. The recent funding infusion, the exact size of which was not disclosed, empowers EDX Markets to enhance its technology and expand its global footprint. The firm’s CEO, Jamil Nazarali, highlighted Singapore's strategic significance, citing its favorable environment for trading a diverse range of tokens and perpetual futures, along with its pool of financial talent. The platform has gained support from traditional finance heavyweights such as Charles Schwab and Miami International Holdings, alongside original backers Citadel Securities, Virtu Financial and Fidelity Investments' digital-asset arm. The recent funding round saw investors buying in at double the initial share prices from 2022. According to Paul Veradittakit, Managing Partner at Pantera Capital, EDX mirrors traditional market expectations, incorporating speed and capital efficiency while adapting to the unique features of the crypto landscape. Taking to the X social media platform, Veradittakit wrote:”We believe that EDX markets reduces counterparty risk for institutions through its non-custodial clearing model.” EDX Markets has witnessed noticeable trading volumes, with over $1.4 billion in notional volume traded in December alone. The company, headquartered in Hoboken, New Jersey, plans to build out its technology independently and transition away from its initial partnership with MEMX (Members Exchange). Singapore expansionThe expansion into Singapore involves seeking approval from the Monetary Authority of Singapore (MAS) to operate an exchange offering both spot and perpetual futures trading. In December, EDX's clients traded more than $1.4 billion in notional volume. Following the approval of spot bitcoin exchange-traded funds (ETFs), EDX customers executed trades totaling more than $100 million in a single 24-hour period this month. While many in the sector welcome the involvement of TradFi in the crypto space, some have concerns with regard to how things play out over the longer term. Community member Joe Kerr took to social media on the subject, stating:”My concern is that they’ll use the ETFs to buy from public exchanges, custody with Coinbase but when shares sell, the Bitcoin is bought through EDX and locked behind an ‘institutions only’ firewall.”

Thailand’s SEC working towards updating ICO portal regulations

Thailand’s Securities and Exchange Commission (SEC), the independent state agency responsible for oversight and development of the Southeast Asian nation’s capital markets, is seeking public commentary on the updated set of rules it has proposed to regulate initial coin offering (ICO) portals.  In a notice published on its website on July 18, the SEC outlined that it is seeking public comments in relation to the criteria it has established for investor communication and service provision by ICO portals as part of its proposed regulations.Photo by Alin Meceanu on UnsplashEasing knowledge test requirementsThe regulations had been approved in principle last month and put an onus on ICO portals to ensure that retail investors take a knowledge test and pass that test before they are permitted to participate in trading ICO tokens. The current regulations stipulate that retail investors must undertake knowledge tests on an ongoing three-monthly basis. The updated regulations propose that ICO portals conduct suitability tests that are sufficiently comprehensive such that the investor understands the risks associated with any potential ICO-related investment. The SEC stated that the objective is that the investor has “a risk tolerance level appropriate and in alignment with the product risk.” Instead of quarterly knowledge tests, the proposed regulations require suitability assessments to be carried out once every two years. In this way, the commission believes that it will reduce the administrative burden for ICO portals while reducing friction for the investor. It stated: “These proposed requirements are in line with regulatory practices applicable to both securities and digital asset business operators.” Jagdish Pandya, founder of blockchain venture builder BlockOn Ventures, told Decrypt that “Thailand has been a first mover for crypto regulations and the SEC has played a pivotal role in providing all regulated activities and licenses, much ahead of Singapore, Malaysia, Philippines, and Vietnam in South East Asia.”  Moving past previous ICO market failuresPandya added that the proposed suitability tests would protect “amateur investors” from piling into ICOs and losing their funds like in the “old ICO scam era.” ICOs first gained significant popularity in 2017 as the crypto market started to expand. Around $6.2 billion in funding was raised by a broad range of crypto projects in that year. However, a complete lack of regulation at the time meant that the ICO marketplace was laden with outright scams. ICOs were being hyped up in pump-and-dump schemes, with investors losing most, if not all, of their funds as the fraudulent ICO promoters rug-pulled them, abandoning the projects and taking off with the ICO funding. Thailand’s existing ICO portal regulations were introduced in November 2023. The regulations require project promoters to make disclosures with regard to project creditworthiness and risk for debt-like tokens with a predetermined fixed rate of return.  Those promoting infrastructure-backed tokens, which allow the token holder to earn a revenue share from infrastructure projects, are subject to rules regarding items such as due diligence, asset valuation and issuer asset management.
