Cryptocurrency-related legislation in the U.S. could be delayed and regulatory pressure could increase if Democrats win control of both chambers in the U.S. midterm elections, Cryptopotato reported.
In an interview with Decrypt, crypto analyst Tyler D said a Democratic victory could slow the pace of bringing the crypto industry into the regulatory fold over the next two years, while potentially creating a more favorable environment for privacy coins. Tyler D added the crypto industry has already grown too large for its expansion to be easily halted by political change alone.
By contrast, crypto market analyst VirtualBacon said crypto legislation has bipartisan support in the U.S. Congress, so the election outcome is likely to have a greater effect on short-term investor sentiment than on the long-term direction of regulation.

Groupe Amaury, the organizer of the Ballon d'Or, is preparing a lawsuit over suspected insider-information betting on decentralized prediction market Polymarket, Bitcoin.com reported, citing French outlet Upside.
According to the report, 12 Polymarket accounts opened ahead of the Oct. 26 awards ceremony bet a combined $264,000 and correctly predicted the exact rankings of the top five Ballon d'Or candidates, generating about $200,000 in profit. Some of the accounts placed bets immediately after being created, and around $374,000 was withdrawn within three hours after the results were announced. The organizer is investigating whether the awards results may have leaked in advance, although it has not been confirmed whether actual insider information was used.

The estimated unrealized loss for Bitcoin short-term holders that last moved their BTC one to three months ago stands at about $452 million, which may signal the market is nearing a bottom, according to an analysis by crypto analyst Darkfost.
Darkfost said the cohort broadly falls into the trader category, and rising unrealized losses among those holders have historically suggested the market is approaching a bottom. From a short-term perspective, the market is now in a transition phase and overall conditions are improving, Darkfost said, while adding the trend could still reverse but upward momentum appears intact so far.

Thailand’s cyber police said they had secured transaction data tied to the funds from three cryptocurrency exchanges and planned an enforcement crackdown.
Shuffle, a company registered in Curacao, a Dutch Caribbean territory, operates by having users convert cryptocurrency into the platform’s own token for gambling. Earlier, Thailand’s House committee on law, justice and human rights disclosed that Gulf Binance, the operator of Binance TH, had identified two crypto wallets linked to Shuffle. Authorities said the two wallets were tied to 44 people and had handled more than 400 transactions with Shuffle, exchanging about $113,000 worth of cryptocurrency.

Binance has used about half of the BTC held in its Secure Asset Fund for Users, or SAFU, and has not disclosed when it will replenish the reserves, CoinDesk reported.
According to blockchain explorer mempool.space, SAFU wallet holdings fell to about 7,500 BTC, worth $580 million, as of Nov. 3 from 15,000 BTC in February after four transactions on Oct. 31. Binance said part of the $6.34 billion set aside to compensate users for hack-related losses would be covered by the SAFU fund, and it plans to restore the fund to around $1 billion. However, Binance’s existing policy of topping up the fund to $1 billion when its value falls below $800 million due to a decline in Bitcoin prices does not apply when the fund is used, as in this case.

Arbitrum’s security council recovered 8,425 ETH and more than 74 million ARB from addresses linked to the Binance hacker without signatures from the attacker’s private key, CoinDesk reported.
The recovered crypto was worth about $30 million. Using its emergency upgrade authority, which requires approval from at least nine of its 12 members, the council temporarily changed the code of Inbox, a core contract, moved the funds to a separate address, and then restored the original code. The recovered assets can be moved again only through an Arbitrum DAO governance vote.
CoinDesk said the move had the clear purpose of recovering hacked funds, but it could also fuel debate over decentralization and user control of assets because it showed the Arbitrum community could forcibly move funds from specific addresses without a private-key signature.
CoinNess previously reported that Arbitrum’s security council had frozen about $30.5 million in cryptocurrency stolen in the Binance hack.

Lee Chan-jin, governor of South Korea’s Financial Supervisory Service, has ordered a full inspection of external access points across the financial sector, including the virtual asset industry, in response to recent hacking incidents in the sector, Digital Asset reported.
According to the report, the Financial Supervisory Service said on Nov. 3 that Lee reviewed each sector’s response status to the recent hacking incidents at an executive meeting and discussed ways to strengthen security. The watchdog said external access points connected to systems handling customer and financial company assets, where an attack could cause financial losses, should be checked first, and outside access should in principle be blocked until vulnerabilities are resolved. It also said security readiness needs to be stepped up further at virtual asset service providers and online investment-linked finance firms, where actual financial losses have occurred.

The Ethereum Foundation has launched a website introducing how governments, international organizations and NGOs can use Ethereum as digital public infrastructure, according to its official blog.
The site includes an overview of Ethereum, real-world adoption cases and practical materials. The foundation said Ethereum, as a shared infrastructure not controlled by any single institution, can help public bodies maintain independence, verify records on their own and cooperate with one another.
As one example, the foundation pointed to Bhutan’s national digital identity system, in which individuals store digital credentials in their own wallets and selectively disclose only the necessary information, while service providers can verify the authenticity of those credentials without exposing personal data on-chain. It added that it also developed an Ethereum-based proof of concept that tested how aid groups could coordinate support efforts without sharing sensitive personal information with one another.
