The Ethereum Foundation has launched a website introducing how governments, international organizations and NGOs can use Ethereum as digital public infrastructure, according to its official blog. The site includes an overview of Ethereum, real-world adoption cases and practical materials. The foundation said Ethereum, as a shared infrastructure not controlled by any single institution, can help public bodies maintain independence, verify records on their own and cooperate with one another. As one example, the foundation pointed to Bhutan’s national digital identity system, in which individuals store digital credentials in their own wallets and selectively disclose only the necessary information, while service providers can verify the authenticity of those credentials without exposing personal data on-chain. It added that it also developed an Ethereum-based proof of concept that tested how aid groups could coordinate support efforts without sharing sensitive personal information with one another.

U.S. CFTC Chairman Michael Selig said the Binance hack highlighted the need for U.S. oversight of offshore cryptocurrency exchanges, Wu Blockchain reported. Twelve major cryptocurrency hacks linked to or suspected of involving North Korean hacker groups from 2022 to 2026 caused about $9.74 billion in losses, BlockBeats reported. Citing statements from TRM Labs and the FBI, the outlet said the Binance hack accounted for about $6.3 billion, or 65% of the total. Other major cases included Bybit at $1.5 billion, Ronin and Axie Infinity at $620 million, Bitget at $388 million, DMM Bitcoin at $308 million, and WazirX at $235 million. The U.S. government identified the Binance, Bybit, and DMM Bitcoin hacks as the work of the North Korean hacker group TraderTraitor. Of the remaining nine cases, eight were classified as tied to the Lazarus group, while the Bitget incident has not been officially confirmed as North Korea-linked. The loss estimates were based on asset values at the time of each incident and include only key cases, meaning they do not represent North Korea’s full scale of crypto theft, according to BlockBeats.

South Korea’s Unification Ministry took a cautious stance after North Korea was identified as the actor behind a hacking attack on cryptocurrency exchange Binance that stole about 8 trillion won in virtual assets, saying it was first necessary to determine the exact situation. According to Yonhap News Agency, a ministry official told reporters at the Government Complex Seoul on Nov. 3 that no information had been shared among relevant South Korean agencies regarding the matter, when asked whether the ministry agreed with a U.S. FBI announcement that North Korea was behind the Binance hack. On whether South Korea would join additional international sanctions against North Korea, the official said it would be appropriate to review response measures with relevant ministries based on an assessment of the situation, adding there was no need to mention the issue of additional sanctions at this point.

Researchers at the Bank for International Settlements and the Deutsche Bundesbank said in a CEPR column on Nov. 2 that countries using overseas stablecoins could see a significant drop in economic output. They said the use of stablecoins issued abroad and backed by foreign assets could reduce bank deposits, curbing lending and investment, while part of the benefit from lower government interest costs driven by stronger demand for sovereign bonds would flow overseas. By contrast, if demand for U.S.-issued stablecoins came entirely from within the U.S. and all reserves were invested in short-term U.S. Treasuries, long-term U.S. output would decline by only about 0.03% even if the stablecoin market grew to $2 trillion. Separately, a BIS report published in July last year said around 99% of the stablecoin market capitalization at the time was dollar-based.

CryptoSlate said Binance’s auto-deleveraging, or ADL, system could still force-reduce profitable Bitcoin hedge positions even when its insurance fund and reserves are sufficient. According to CryptoSlate, Binance’s ADL rules allow profitable positions on the opposing side to be selected for deleveraging if the insurance fund reaches its limit for absorbing bankrupt positions or if unrealized losses on absorbed positions exceed available balances. The outlet explained ADL priority is determined by a position’s profit rate and leverage, and while meeting Binance’s delta-neutral account requirements can lower ADL priority within the same profit-and-loss tier, it does not provide a full exemption. It added the recent reallocation of the futures insurance fund alone does not support a conclusion that reserves for any individual contract are insufficient or that the likelihood of ADL has increased. CryptoSlate also noted ADL is not unique to Binance, and major cryptocurrency exchanges including OKX and Bybit operate similar risk management systems that can force-reduce profitable positions on the opposite side when insurance funds cannot absorb losses from bankrupt positions.

South Korean President Lee Jae-myung called for a review of a government-wide “cyber security czar” body to oversee security functions across the public and private sectors, saying even the world’s largest cryptocurrency exchange had suffered a cyberattack that caused massive damage, Digital Asset reported. At a Cabinet meeting on Nov. 3, Lee said hacking attacks exploiting security vulnerabilities had continued at home and abroad, adding that not long ago, even the world’s largest digital asset exchange suffered astronomical losses in a cyberattack believed to have been carried out by a hacking group. Lee also said discussions were needed on setting up a government-wide response body spanning both the public and private sectors, and asked officials to actively review the creation of a strong and effective cyber security czar body that could comprehensively coordinate currently fragmented security functions.

South Korea’s Financial Services Commission is conducting an urgent review of domestic cryptocurrency exchange security following the Binance hack and will also consider an industry request to broaden the conditions for temporary withdrawal restrictions, Maeil Business Newspaper reported. Under the current Virtual Asset User Protection Act, deposits and withdrawals can be blocked only when there is a justifiable reason defined by presidential decree. Industry participants said a hack at their own exchange would likely qualify as such a reason for user protection, but it remains unclear whether the same standard applies when a breach occurs at another exchange. They asked regulators to revise the rules so exchanges can quickly restrict withdrawals even when a hack occurs elsewhere, as in the Binance case. Authorities are said to share those concerns and plan to review the matter, according to the report.

The U.S. SEC’s Division of Corporation Finance updated a Q&A on crypto asset classification criteria on its official website, saying token holders’ participation in governance voting alone does not make them a central governing body of a network. The division said holders would not be viewed as a central actor if there is no separate coordination agreement among participants and they do not exercise control over operations, economics, or voting rights. It added, however, that the guidance reflects the views of staff at the SEC’s Division of Corporation Finance and is not legally binding. CoinNess previously reported the division had added three questions to the related Q&A.

Bitcoin needs to hold support in the low-$70,000 range to maintain its bull market trajectory, Bloomberg Intelligence analyst Jamie Coutts said on X. Coutts said crypto market breadth, or the share of advancing tokens, had collapsed sharply after posting its strongest and most sustained outperformance in more than a year before the correction. He added that the market has fallen to oversold levels, but Bitcoin’s support in the low $70,000 range must hold. Coutts also said tightening market liquidity is the result of years of accumulated growth in U.S. national debt. He said possible U.S. policy responses could include a drawdown in the Treasury General Account, Treasury buybacks, increased issuance of short-term Treasury bills and a revaluation of gold, adding that Bitcoin is likely to see significant volatility over the next three to six months.
