The Crypto Council for Innovation and Aave are at odds over the standard for determining whether DeFi vaults qualify as securities, Crypto in America host Eleanor Terrett reported. CCI argued a manager’s control over and discretion in a vault’s investment strategy should be a key factor in the analysis.
Aave, Veda Tech Labs and the Kamino Foundation pushed back, arguing a vault should not be classified as a security solely because a manager actively runs the investment strategy. The groups said regulators should also consider whether users retain rights to their assets and whether a legal common enterprise and an issuing entity exist.

France’s lower house has rejected two bills that would have taxed unrealized gains on cryptocurrency holdings when investors move their tax residence overseas, Cointelegraph reported.
One bill to include cryptocurrency under the existing exit tax regime was voted down 55-27. A separate bill also failed, by a 60-31 vote, that would have taxed unrealized gains when taxpayers meeting certain residency requirements relocate abroad while holding more than €800,000 ($897,000) in cryptocurrency. Discussions on crypto tax reform are continuing, however. Proposals still awaiting review would require taxpayers to report cryptocurrency held in personal wallets and other storage if the year-end value exceeds €100,000, and would exempt gains from cryptocurrency payments for goods and services of up to €1,000 a year.
