A ruling Democratic Party lawmaker has proposed a basic law that would require virtual asset, or digital asset, exchanges to re-evaluate all listed digital assets within one year after the law takes effect, Digital Asset reported. Rep. Jung Tae-ho of the Democratic Party introduced the bill on Oct. 29. Under the proposal, digital assets deemed to pose a significant risk to user protection or market order would have to undergo a priority review within six months of the law’s effective date. If a review finds an asset no longer meets listing maintenance requirements, exchanges would have to begin delisting procedures while ensuring users have an opportunity to dispose of or transfer the asset. The bill would also formalize the listing review system in law. Listing service providers would be required to establish a listing review committee to assess assets under objective standards, including technical stability, the appropriateness of issuance and distribution structures, investment risk, and the impact on user protection and market order.

Cardano ecosystem developer Intersect has released a proposal for the 2027 Cardano Ecosystem Budget Process, CryptoSlate reported. Under the proposal, three bodies — Intersect, PRAGMA and the Cardano Foundation — would oversee six budget categories and help set grant review criteria and budget plans. The proposal would also allow those bodies to apply directly for grants, while delegated representatives, or DReps, would retain final approval over grant payments and budget allocations. It also envisions an "Open Contributions" track through which anyone could seek support directly from DReps without a separate oversight body. Specific budget allocations and conflict-of-interest safeguards, however, have not yet been finalized. The process is scheduled for a pilot run in 2027 pending DRep approval, and Intersect tentatively plans to submit the full budget proposal on Nov. 10.

Bitcoin has fallen 10% since a major hacking incident but is still showing relative strength against the Nasdaq 100 Index and the SPDR Gold Shares ETF, Bloomberg Intelligence analyst Jamie Coutts said in a post on X. Coutts added that a similar pattern appeared at turning points in past market cycles, while worsening global liquidity conditions are weighing on Bitcoin and are tied to a five-year refinancing cycle. Coutts said it is worth noting that Bitcoin is moving out of sync with the liquidity cycle for the first time in its history.

Bitcoin-based DeFi protocol Threshold said all tBTC node operators have either applied a security patch for a critical Linux kernel vulnerability or shut down their nodes, The Defiant reported. Threshold said it found no signs of attacks on tBTC nodes exploiting the flaw or any unauthorized BTC transfers, and added that tBTC collateral remains intact. The protocol also disclosed that about 0.5 ETH was stolen from one node operator’s transaction fee payout account in a separate security incident, which it said was unrelated to the Linux vulnerability. New tBTC minting and BTC redemptions remain suspended, while restrictions also remain in place on new deposits and additional collateralized borrowing against Aave’s roughly $136.3 million in tBTC reserves.

North Korean hackers laundered about $242 million of funds stolen from Binance on the Tron network over two days, The Block reported, citing on-chain analyst SomaXBT. The hackers were able to move about $249 million, excluding 378.7 million USDT frozen by Tether, and around $194 million of that was transferred to other networks through cross-chain bridges and swap services, according to the analysis. The main routes were Relay ($48 million), THORChain ($44 million), Chainflip ($32.1 million) and Symbiosis ($16 million). The FBI identified the North Korean hacking group TraderTraitor as being behind the attack and urged the industry to block transactions involving related addresses.

On-chain analyst Darkfost pushed back against macroeconomics expert Henrik Zeberg’s bearish Bitcoin outlook, arguing the call lacks credibility. Zeberg had said BTC could rebound to $115,000, but described the move as only a temporary "Fool's Rally" during a broader bear market rather than the start of a new bull cycle, with a severe crash to follow. Darkfost said Zeberg’s view implies BTC would fall below $16,000 based on a break below a chart trendline and support on the relative strength index, or RSI. Darkfost also criticized the Elliott Wave analysis behind the forecast, saying it makes no sense to project wave C falling three times more than wave A.

Bitcoin staking protocol b14g was hit by a hack that drained around 97 million CORE worth $1.5 million, The Block reported. According to blockchain analytics firm Bitquery, the attacker sent requests setting the withdrawal amount to zero for 91 staking positions the attacker did not own. On the Core network, staking code treats a zero withdrawal amount as a full withdrawal, and losses occurred as b14g failed to block those requests. b14g said it has temporarily paused the related contracts, with about 68 million stolen CORE still on the Core network and about 9 million frozen at exchanges.
