Pro-crypto Republican U.S. Sen. Cynthia Lummis said the CLARITY Act could have enabled a more effective response to the Binance hack. Lummis said the bill would have classified Binance as a regulated digital asset service provider while preserving the force of existing financial and sanctions laws, which would have helped authorities respond more quickly. The CLARITY Act passed the House but remains pending after failing a procedural vote in the Senate on Sept. 15 by a 49-50 margin.

A proposal submitted in the Zcash (ZEC) community would redirect the 8% block subsidy currently allocated to the existing Zcash Community Grants (ZCG) program toward new development and a legal defense fund.
The proposal says the funds would be locked until the third halving, with specific uses to be determined later through a separate ZIP. It also calls for about 50,000 ZEC, or roughly 55% of ZCG’s holdings, to be moved to an unusable address. The proposers said ZCG’s assets are worth about $125 million after ZEC’s price rise, and annual new grant funding is more than seven times spending. The proposal remains at the draft stage, and no decision has been made on whether to adopt it.

A Binance hacker has been repeatedly carrying out complex onchain transfers to evade fund tracking, according to blockchain analytics firm Onchain Lens.
Onchain Lens said the hacker has been using automated trades to split stolen funds across multiple wallets, return part of the funds to previously used addresses, and then send them again to new addresses, making the money trail more difficult to follow. More recently, 120 million TRX, worth about $38.78 million, was transferred and then further dispersed across multiple addresses.

About $1.07 billion worth of cryptocurrency flowed into 34 casinos in Cambodia’s Sihanoukville from Jan. 1 to Sept. 7 this year, according to blockchain analytics firm TRM Labs.
Of that total, $687 million, or 64%, went to casinos linked to networks sanctioned by the U.S. Treasury Department’s Office of Foreign Assets Control, TRM Labs said. More than $320 million flowed to three casinos tied to sanctioned networks even after the sanctions were imposed. TRM Labs added that 99.9% of total inflows were USDT on the Tron network.
TRM Labs said casino inflows have declined amid a crackdown by Cambodian authorities, but cryptocurrency cash-out activity through local casinos and money changers is still continuing.

Solana-based DeFi lending platform Jupiter Lend has resumed USDC withdrawals after its liquidity shortage eased, according to an official X post. Jupiter Lend said "USDC liquidity" had been restored, bringing down a funding utilization rate that had previously surged, and normal USDC withdrawals are now available.
Jupiter Lend had earlier faced delayed USDC withdrawals amid a sharp liquidity crunch as market jitters spread in the wake of Binance’s $6.3 billion hack.

Ethereum developer nicolashw has proposed an improvement that would let wallets permanently disable EIP-7702 delegation, The Defiant reported.
EIP-7702 is a standard that allows externally owned accounts, or regular wallets, to use smart contract functionality, and the feature was said to have been abused in the recent Binance hack. The proposal would preserve wallet addresses as well as standard transfers and contract calls, while permanently blocking any future delegation of smart contract execution authority. However, it would not prevent asset theft if a private key is compromised.
The draft was submitted on Oct. 30 and has not yet been assigned a formal EIP number. Actual adoption would require an Ethereum network upgrade.

An address believed to be tied to a whale or institutional investor transferred 912,383 HYPE, worth about $82.09 million, to institutional crypto trading platform FalconX about two hours ago, onchain analyst EmberCN said. EmberCN said the holdings were likely accumulated one to two months ago through Coinbase Prime and FalconX at an average price of $81. With HYPE trading at about $90 at the time of the transfer, the position would generate an estimated profit of about $8.03 million if fully sold at that price.

Layer-1 blockchain project Iron Fish said on its official X account it will fully halt network support after an attack exploited a vulnerability in its blockchain.
Iron Fish said it recently detected abnormal activity involving the wrapped token wIRON and the ChainPort bridge. An investigation found the cause was a flaw in Merkle tree implementation code written in early 2019. The attacker used the vulnerability to repeatedly reuse the same asset and then siphon funds out through the ChainPort bridge. Iron Fish added the code had undergone both internal and external security audits, but the vulnerability was not identified.
The project said it plans to apply code fixing the vulnerability, publish an incident analysis report, archive its code repository, and end network support.

About 225 million XRP has been deposited as collateral for stablecoin loans on DeFi lending protocol Maple Finance (SYRUP), with the collateral valued at roughly $280.2 million, CryptoSlate reported. The amount accounts for a significant share of total DeFi assets deposited on the XRP Ledger (XRPL).
The principal on three loans backed by the collateral totals $151.8 million, with maturities on Dec. 4, Dec. 12 and Jan. 15, according to the report. CryptoSlate said the amount of XRP collateral could decline after the loans mature, depending on whether they are repaid and the collateral is released.

Ethena deposited 128.6 million ENA, worth about $24.33 million, to Binance over the past two hours, on-chain analyst EmberCN said. EmberCN estimated the transfer may be tied to an over-the-counter deal to help cover Binance’s ENA shortfall, noting Binance has been buying cryptocurrencies through exchange venues and OTC channels to replenish assets stolen in the hack. About 217.5 million ENA was previously known to have been stolen in the Binance hack.

DRW founder Don Wilson questioned the practical value of bringing Hyperliquid’s HYPE to the U.S. market through the New York Stock Exchange, arguing that the benefits of trading onchain perpetual futures on a regulated exchange are unclear.
In a post on X, Wilson said it was unclear what advantages onchain perpetual futures offer in a regulated venue. Wilson also questioned whether Hyperliquid’s real-time public disclosure of trades and positions, as well as a fee structure that can raise order-processing priority, aligns with core regulatory principles at the U.S. Commodity Futures Trading Commission. Wilson added that if liquidity cannot be integrated across U.S. and offshore trading venues, a traditional centralized order book could be more efficient.

Stablecoin issuer Circle said on its official blog that it will allow its Cross-Chain Transfer Protocol, or CCTP, to support ERC-20 tokens beyond USDC.
Under the change, token issuers can launch new tokens designed to be compatible with CCTP or connect existing ERC-20 tokens to enable transfers across multiple blockchains. The transfer model burns tokens on the source chain and mints the same amount on the destination chain. Circle also published guidance on how to implement the function on its Arc blockchain testnet.

Bitcoin has fallen 8.4% in October, raising the likelihood of a second consecutive monthly decline for the month, Crypto Briefing reported. BTC was trading in the $76,000-$77,000 range, and whether it holds support near $76,000 is seen as a key factor in its short-term price direction.
Crypto Briefing noted BTC also fell about 3.9% in October 2025, in contrast with a seasonal pattern since 2013 under which Bitcoin rose in 10 of 13 Octobers and posted an average gain of around 19%. The outlet identified the $76,000-$76,200 range as a key support zone, where the 100-day simple moving average overlaps with the 0.382 Fibonacci retracement level, and said a break below that area could increase downside pressure.

About $3 billion in stolen assets was frozen after the Binance hack, but actual recovery of the funds may still require legal procedures, CoinDesk reported. Tether froze more than 1.567 billion USDT, while Circle froze about 823 million USDC, and Ripple and World Liberty Financial also joined the asset freeze effort.
Legal experts said freezing assets only prevents hackers from moving funds further and does not by itself return ownership to victims. They also questioned whether the rapid response seen for a major exchange such as Binance would be applied in the same way to smaller hacking victims. The report added stablecoin issuers can block transfers of specific tokens, while Bitcoin cannot be frozen at the network level.

Restaking protocol Swell said the rswETH exchange rate is set to decline by about 4.9% starting at 7:32 a.m. UTC on Oct. 31. The protocol said msETH/rswETH loans on Morpho that use rswETH as collateral will move closer to liquidation thresholds.
To reduce risk, users can swap rswETH for msETH to repay the loans, Swell said. It added that inquiries can be directed to MetronomeDAO, the curator of the relevant market.

U.S. crypto lobbying group The Digital Chamber urged Congress to quickly advance stronger crypto exchange regulation in the wake of the Binance hack, CryptoTimes reported. In a letter to congressional leaders, The Digital Chamber emphasized that the Commodity Futures Trading Commission's oversight authority over crypto exchanges should be clarified, and that lawmakers should not wait for the CLARITY Act before prioritizing separate legislation focused on customer asset protection and cybersecurity. The group also stressed the need for real-time security monitoring and stricter incident reporting requirements.

Blockchain analytics firm Chainalysis said its internal systems were compromised in a cyberattack that used AI, exposing customer information, Bitcoin News reported. Chainalysis said hackers gained unauthorized access to its internal systems and tools through an attack method that abused AI agents, resulting in the exposure of customer names, email addresses, user IDs and organizational job titles.
The company said there was no indication that passwords, secrets related to multi-factor authentication, session tokens or sensitive investigative materials were exposed. Chainalysis added the incident was unrelated to the recent $6 billion Binance hack.
