South Korean financial authorities will draw up guidelines in November requiring virtual asset service providers to immediately notify the Financial Supervisory Service and the Financial Security Institute once they become aware of a security breach, according to Digital Asset. South Korea’s Financial Services Commission has set up a reporting system under which virtual asset service providers must notify the two bodies alongside filing a report with the Korea Internet & Security Agency, or KISA, as soon as a breach is detected. Required disclosures include when the incident was identified, details of the breach, and the expected type and scale of damage. Authorities also plan to tighten security regulations for virtual asset service providers and conduct a sector-wide security inspection across the broader financial industry.

CoinShares Head of Research James Butterfill said a Democratic victory in the U.S. midterm elections has already been largely priced into Bitcoin and could pave the way for a relief rally as election uncertainty fades, according to Bitcoin.com News. Butterfill told Bitcoin.com News the market appears to have already anticipated Democrats taking both the House and Senate, so the result will not necessarily lead to further downside. He added crypto-related legislation could be delayed, passage of the Clarity Act could become more difficult, and political momentum could be diluted by investigations into businesses tied to President Donald Trump’s family, potentially leading to a run of negative news across the industry.

CoinMarketCap’s Altcoin Season Index came in at 46, up one point from yesterday. The index compares the price performance of Bitcoin with that of the top 100 coins by market capitalization, excluding stablecoins and wrapped coins. A reading is considered altcoin season when 75% of the top 100 coins have outperformed Bitcoin over the past 90 days, while the opposite is considered Bitcoin season. The closer the index is to 100, the more it indicates altcoin season.

At that time, 257 House members and 16 senators were classified as supportive, while 115 House members and 12 senators were classified as opposed. Another 56 House members and six senators were not categorized as either supportive or opposed.

The CLARITY Act will expire on Jan. 3, 2027, if it fails to secure the 60 votes needed to overcome a filibuster in the U.S. Senate, Bitcoin.com reported, as Democrats control both the Senate and House after the U.S. midterm elections. Advancing the bill in the next Congress would require it to be reintroduced and backed by a new agreement, while Senate passage would require bipartisan support.

Spot CVD is an order-book analysis chart for the BTC/USDT spot trading pair, with the upper panel showing a volume heatmap and the lower panel showing cumulative volume delta, or CVD. - The volume heatmap in the upper panel tracks trading volume at each price level, and the background becomes brighter when the price stays in a specific range for an extended period or makes a large move. Brighter areas may act as support or resistance. - The CVD indicator in the lower panel reflects buy and sell orders by order size, and the line for each color rises as buy orders increase in that category. The yellow line represents orders from $100 to $1,000, while the brown line is based on large orders ranging from $1 million to $10 million.

An open-source framework called the Ethereum Economic Zone, or EEZ, aimed at connecting liquidity and applications fragmented across Ethereum rollups has entered the code implementation stage, Crypto Briefing reported. Jointly led by Gnosis and Zisk, EEZ is designed on Ethereum’s neutral infrastructure to let smart contracts on different rollups interact within a single transaction. Its core technology, Atomic Cross-chain Execution, is intended to allow contracts on EEZ-participating rollups or the Ethereum mainnet to call contracts on other chains through one transaction, with the goal of linking applications without cross-chain asset transfers or separate liquidity provisioning. The framework will keep ETH as its gas token and will not issue a new token. Gnosis Chain plans to migrate to an EEZ rollup in spring 2027. Other participants in the alliance include Aave, smart account infrastructure provider Safe, and real-world asset tokenization platform Centrifuge.

Democratic control of both chambers of Congress after the U.S. midterm elections may complicate President Donald Trump’s push for digital-asset legislation, but Grayscale and BlackRock expect the political shift to have little impact on the crypto industry’s long-term growth, CoinDesk reported. The firms said global demand and the entry of major financial institutions continue to support the industry’s expansion. Zach Pandl, head of research at Grayscale, estimated that about 80% to 85% of global crypto activity occurs outside the United States. Based on 14 indicators including trading volume, mining and holdings, the U.S. share of global crypto activity came to an average of 19%, with a median of 16%. Pandl said federal debt is likely to keep rising regardless of which party controls Congress, a trend that could support investment demand for alternative stores of value including crypto assets. BlackRock took a similar view, saying the election’s impact on its crypto business would be limited. At an ETF investor forum in New York before the results were announced, Robert Mitchnick, BlackRock’s head of digital assets, said in English, "Honestly, not much." Mitchnick added Bitcoin and Ethereum have already secured considerable regulatory clarity for investment-product launches and could attract bipartisan support as crypto adoption expands.

Bitcoin developers are pursuing a soft fork proposal, BIP-54, or the Great Consensus Cleanup, to fix four vulnerabilities in consensus rules that have remained since the network’s launch, Crypto Briefing reported. The first issue BIP-54 aims to address is the possibility of a Time-Warp attack in the difficulty adjustment algorithm, a vulnerability that could allow an attacker to manipulate block timestamps and artificially lower mining difficulty. The second is the so-called poison block problem tied to legacy scripts that can take an unusually long time to validate, potentially delaying block validation and opening the door to denial-of-service attacks. The other two involve vulnerabilities related to the Merkle tree and coinbase transactions. The proposal aims to block the possibility that certain 64-byte transactions could exploit a weakness in the Merkle tree structure and reduce the risk of replay attacks arising from duplicate coinbase transactions. Matt Corallo first drafted the proposal in March 2019, and co-author Antoine Poinsot has resumed work on it. Some miners have also begun preparing for the change. MARA Pool and ViaBTC have started generating coinbase transactions compatible with BIP-54 on the Bitcoin mainnet. While this does not mean the soft fork has been activated, it shows some mining operators are preparing for the change. Corallo put the odds of BIP-54 becoming Bitcoin’s next soft fork after Taproot at 80%.

The company added it sold part of its mined Bitcoin to cover operating costs while increasing its strategic Bitcoin holdings.

Democratic control of Congress after the U.S. midterm elections has clouded the legislative outlook for the crypto industry, but tokenized securities and stablecoin businesses could keep growing under existing legal frameworks, CoinDesk reported, citing industry experts. Peter Curley, global head of regulatory affairs at Ondo Finance, said stronger congressional oversight of the SEC and CFTC under Democratic control could increase scrutiny of the two agencies, but there is little reason tokenized securities businesses would be halted. Curley said relevant institutions have already made significant progress under the existing regulatory framework. Aaron Kaplan, CEO of Prometheum, also said the business is likely to move forward by using existing securities laws rather than waiting for new legislation. Brokerages are reviewing crypto product offerings through brokerage accounts, while securities issuers and overseas trading platforms are also exploring ways to tokenize U.S. stocks. By contrast, rulemaking pushed by the SEC and CFTC could take longer to be finalized amid tougher Democratic oversight. The SEC has been working on exemptions for tokenized securities trading platforms and revisions to transfer agent rules, while the CFTC has also been working on matters related to perpetual futures.

BitMart founder Sheldon Xia said the exchange is facing a severe shortage of security personnel during its restructuring process, while a possible link has been raised between the latest attack and the $46 million hack at Brazilian exchange Mercado Bitcoin. Xia said threats targeting employees and suspected retaliatory actions by former staff have made it difficult to retain technical personnel. Xia added that some key technical staff were persuaded to stay to maintain core systems, but attacks are still continuing and the security team remains severely understaffed. Xia also claimed the financial damage from the hack was not significant, though no specific figure was disclosed. Blockchain analytics firm Bitquery identified about $391,000 in suspicious fund movements across three blockchains from a wallet linked to BitMart. The funds were found to have moved to a wallet that has also been identified as being involved in the Mercado Bitcoin hack, supporting the possibility of a connection between the two incidents, though no direct link has been confirmed.

A proposal in the Polygon community calls for a hard fork of the Polygon PoS mainnet to recover about 70.49 million POL frozen at an attacker address, worth roughly $6.5 million. The proposal would burn the POL held at the blacklisted attacker address and transfer the same amount to a designated recovery address, covering about 23.86 million tokens tied to Polymarket and about 46.63 million linked to Binance, while keeping Polygon’s total POL supply unchanged. The measure is at the community proposal stage, and whether the recovery is carried out, as well as its timing, will depend on future governance discussions and technical decisions.

Nasdaq-listed Canton Strategic Holdings said it completed the first tokenized trade of its common stock. The transaction was the first issuer-sponsored tokenized U.S. stock trade conducted under the U.S. SEC’s innovation exemption framework announced in September. The trade took place on TSV, a stock-token trading platform built on the Canton Network. Existing shareholder Five North tokenized and sold its shares, while DRW Cumberland participated as the buyer. Flowdesk served as the liquidity provider, and the transaction was executed through Tradecraft’s automated market maker, or AMM, pool. The stock tokens are recorded and administered in the issuer’s name by Fairmint, the company’s SEC-registered transfer agent. Fairmint manages the official onchain shareholder registry as well as a list of approved holders and wallets, and token holders have the same shareholder rights as the company’s common stock traded on Nasdaq.

The U.S. crypto industry is expected to adjust its political fundraising strategy after Democrats won control of both chambers of Congress in the U.S. midterm elections, Cointelegraph reported. Crypto industry super PACs spent more than $176 million across about 100 races, including primaries, in this midterm cycle, up from more than $130 million in 2024. Fairshake and affiliated PACs, the main vehicles for crypto industry political spending, deployed a combined $154.5 million. But questions have emerged about the effectiveness of that spending after several key backed candidates lost. Fairshake is reported to hold more than $67 million ahead of the 2028 elections, and spokesperson Jeff Vetter said a new electoral landscape would take shape before that cycle.

Eligible users will receive the same amount at the same address on the Base network within one to 14 days after the burn is confirmed. World Mobile Chain added wallets that held larger amounts or moved tokens will be handled in later rounds, and exchange users should not withdraw tokens in an attempt to become eligible.
