South Korea’s ruling Democratic Party plans to discuss a further delay to taxation on virtual assets, which is scheduled to take effect in January next year, saying it will closely review tax fairness, predictability and actual implementation conditions, Newsis reported.
Floor leader Han Byung-do said at a National Assembly strategy meeting for the parliamentary audit today that concerns have been raised over whether authorities have secured enough trading data from overseas exchanges to enforce taxation on virtual asset income from January and whether the burden could fall disproportionately on users of South Korean exchanges. Han said the Democratic Party is well aware of those concerns and a range of opinions.
Han added that the party has listened closely to public opinion and plans to hold a general meeting of lawmakers today to gather final internal views before delivering the results to the government. The party will discuss necessary supplementary measures, including a possible delay to the implementation timeline, and will also accelerate legislation of a digital asset framework act to clarify the legal status of virtual assets and establish the backbone of industry regulation for fair taxation.

The spot CVD chart is an order-book analysis of the BTC/USDT spot trading pair. The upper panel shows the volume heatmap, while the lower panel represents cumulative volume delta, or CVD.
- The upper volume heatmap tracks trading volume by price zone. The background becomes brighter when the price stays in a specific range for an extended period or makes a large move. Brighter areas may act as support or resistance.
- The lower CVD indicator reflects buy and sell orders by fund size. As buy orders increase, the line for the corresponding color rises. The yellow line represents orders ranging from $100 to $1,000, while the brown line is based on large orders ranging from $1 million to $10 million.

The number of wallet addresses holding a Bitcoin balance has fallen by about 30,000 over the past 10 days, which could signal a market bottom, according to a Santiment analysis cited by Bitcoin.com. In a recent report, Santiment said periods of declining wallet addresses can be interpreted as capitulation selling by small holders in reverse. Santiment added that after roughly 70,000 addresses holding under 10 BTC disappeared in July and August, BTC later rebounded to $85,000. The platform said the first support zone is $80,000, and a rebound may be possible if BTC holds that level and recovers $82,000 during the decline in wallet addresses. It added that if BTC falls below $79,000, the bottoming thesis would weaken.

Moody’s Analytics has identified a cryptocurrency market crash as one of the key economic shocks that could emerge over the next 12-18 months, BeInCrypto reported. While Moody’s assessed the likelihood of such a crash as relatively high, it said the damage to the broader economy would likely be comparatively limited. It did not provide a specific probability or price outlook.
Moody’s said four risks could have a larger economic impact than a crypto crash: a sharp sell-off in AI stocks, an escalation of war in Iran, turmoil in the bond market and a policy mistake by the Federal Reserve. With inflation still elevated, further tightening by the Fed could increase pressure on markets, Moody’s said, adding it expects the central bank not to raise rates this week and believes it should refrain from doing so.

New York’s Gaming Commission has begun legal proceedings to compel prediction market platform Kalshi to turn over investigation records tied to sports event contracts, TradingKey reported.
The commission filed a petition with the New York County Supreme Court against Kalshi and its subsidiary KalshiEX LLC, saying the company either failed to respond to a subpoena issued on July 31 or answered some requests inadequately. The requested materials cover four areas:
- records related to sports event contracts
- services provided to New York residents under age 21
- advertising that described the products as gambling or betting
- the company’s ownership structure and governance
The commission plans to use the materials to decide whether to impose penalties on Kalshi and, if so, how large they should be. The petition also alleges Kalshi operated a sports betting business in New York without a license for at least 18 months.
Kalshi has maintained that its event contracts are financial products regulated by the Commodity Futures Trading Commission, putting them outside the scope of state gambling laws.

Wallets holding at least 10 million XRP now control a combined 46.87 billion XRP, or about 68.5% of total supply, marking the group’s highest share of supply since November 2022, according to Santiment.
A CoinNess analysis indicates those whales have continued to add to holdings while XRP has remained sluggish around $1.29. From a technical perspective, $1.30 is seen as a near-term pivot point, while a recovery to $1.50 could offer a stronger signal supporting a bullish reversal. Holding above $1.20 while whale wallet balances stay elevated is seen as a key gauge of whether accumulation remains intact.

Altcoin speculative activity has cooled, according to Glassnode lead analyst AntiFragile. AntiFragile said total spot trading volume has returned to around three times Bitcoin trading volume, which is the median level since 2022. The figure was close to four times in late September. For investors considering altcoin purchases, AntiFragile added the current market offers a better entry point than a month ago, when conditions were more overheated.

Ethereum co-founder Vitalik Buterin backed an AI model approach that intentionally excludes advanced cyberattack capabilities from training data, according to CryptoPotato.
Buterin said Kimi 3.1’s limits on advanced cyberattack functions were a tolerable trade-off because they give defenders more time to prepare. He also warned that if early responses to AI risks fail, access to AI models could become excessively restricted through measures such as mandatory KYC for all users and broad surveillance. Buterin added that he was also concerned about a society in which access to AI is differentiated by eligibility requirements and nationality.

Glassnode said recent Bitcoin buyers have moved out of a zone associated with heavy selling pressure. At the end of September, nearly all Bitcoin held by short-term holders was in profit, but that share has now fallen to around 70%, suggesting unrealized gains among short-term holders have narrowed from a month ago. For investors who expect the uptrend to continue, the current market may offer a relatively better entry point than the overheated conditions seen in late September.

France’s Finance Ministry, the Autorité des Marchés Financiers, the Bank of France and the Autorité de Contrôle Prudentiel et de Résolution said EU stablecoin rewards should be allowed under certain conditions as part of revisions to the Markets in Crypto-Assets regulation, Bitcoin.com reported.
In a joint opinion, the French authorities argued third-party rewards paid to stablecoin holders by crypto exchanges and other intermediaries should be regulated rather than banned outright, according to Bitcoin.com. The authorities said such rewards could emerge naturally in the market even if a full ban were imposed, making a transparency- and investor-protection-based framework the more reasonable approach. They added the rewards could lower holding costs for e-money tokens, or EMTs, support round-the-clock financial services, and weaken the competitiveness of euro stablecoins if related rules were stricter than those in major rival markets such as the U.S.
The French authorities proposed four conditions for allowing such rewards: platforms paying the rewards should clearly disclose relevant information to users; they should not promise guaranteed returns; they should not market the rewards as deposit or savings products; and regulators should monitor the impact on bank deposits. The authorities also said stablecoin issuers should continue to be barred from paying interest solely for holding tokens.

The U.S. Commodity Futures Trading Commission is starting discussions on how to respond to the spread of AI trading, Crypto in America reported. The CFTC’s innovation task force plans to hold its first Frontier Forum on Super Intelligence on Wednesday, local time, to discuss the impact of advanced AI on U.S. financial markets and regulatory challenges in overseeing autonomous AI trading.
CFTC Chairman Michael Selig will open the forum, with representatives from Tempo, Hedera and Chainlink set to attend from the crypto industry. The discussions come as autonomous payments by AI agents using blockchain and stablecoins emerge as a new use case.
Meanwhile, the crypto industry is asking the U.S. SEC to clarify crypto-related rules as the CLARITY Act has made no legislative progress in Congress. In comment letters on the SEC’s proposed "Regulation Crypto Assets," industry participants requested clear standards on when a token ceases to be linked to an investment contract, how secondary-market trading should be treated, and whether network upgrades and token buybacks trigger securities-law obligations.
Coinbase called for higher fundraising limits through token issuance and clearer rules on airdrops and network rewards. Law firm Cahill Gordon & Reindel argued the current proposal alone makes it difficult for secondary-market participants to determine whether regulations apply and said an additional safe harbor is needed.

Canada has released a draft regulatory framework for stablecoin issuers that would bar interest payments on holdings and require full reserves and redemption rights, Decrypt reported. The measures are targeted for implementation in fall 2027.
Under the draft, issuers would be required to maintain reserves equal in value to stablecoins in circulation. Eligible reserves would be limited to cash, government debt including Treasury bills with maturities of three months or less, and money market funds that hold only those assets.
The reserves would have to be kept in segregated accounts at custodians in Canada so they would not be subject to creditor claims if an issuer goes bankrupt. Users would be entitled to redemption within three business days after making a request, and redemption fees could not exceed 1%.
Issuers would be barred from paying interest simply for holding the coins, while indirect yield payments through third parties would also be prohibited. Rewards tied to actual use of the coins, rather than passive holding, could be permitted.
The draft also would prohibit issuers from presenting stablecoins as bank deposits or claiming they are covered by deposit insurance or government guarantees. The Bank of Canada would register and supervise issuers, and violations could draw fines of as much as CAD10 million ($7.2 million), depending on the severity of the case.
