Wintermute sees 30% chance of US crypto bill passing this year

April 11, 2026, 2:15 PM
Ron Hammond, head of policy at Wintermute, has estimated a roughly 30% chance that the crypto market structure bill (CLARITY) will pass this year. According to CoinDesk, Hammond noted that while the legislation is in progress, it faces significant uncertainty due to political variables and potential scheduling delays. He identified opposition from the banking sector over whether stablecoins should be allowed to bear interest as the biggest obstacle. Hammond stressed that although Congress is pushing for a swift vote, the timeline remains fluid amid difficult negotiations. He added that the bill is considered a key factor for expanding institutional investment, as it would clarify the regulatory framework, including the distinction between securities and commodities.
