Carolyn Wilkins, a member of the Bank of England’s Monetary Policy Committee, said stablecoins could reinforce U.S. dollar dominance and increase demand for U.S. Treasuries, Cointelegraph reported.
In a recent university speech, Wilkins said dollar-denominated stablecoins could facilitate global payments and expand access to dollar-denominated assets outside the United States. Wilkins also warned of risks, saying large-scale stablecoin redemptions could force issuers to sell sizable holdings of U.S. Treasuries to raise cash for customer payouts, which could destabilize markets and amplify financial-market volatility. Wilkins added the development of the stablecoin market carries important implications not only for the crypto industry but also for the international monetary system and financial markets.

Ahead of a U.S. Senate vote on the CLARITY Act, Senator Elizabeth Warren said a stronger cryptocurrency regulation bill would still be pursued even if the current draft does not pass. Warren said the bill must include provisions on public officials’ asset restrictions, blocking illicit funds and national security to win passage.
Warren, who could become chair of the Senate Banking Committee depending on the outcome of the U.S. election in November, is also pressing Republicans to accept tough ethics provisions aimed at the Trump family’s crypto holdings worth hundreds of millions of dollars, including mandatory divestment going beyond a blind trust.

Eleanor Terrett, host of the U.S. podcast "Crypto In America," said negotiators at the Capitol were still in tense last-minute talks an hour before the Senate vote on the CLARITY Act.
Terrett said Democrats were still holding to their earlier position on amendments to the bill’s ethics provisions. Further changes would likely require renewed White House approval, and those involved were clearly aware that little time remained, Terrett said. Terrett added that a Democratic source described the effort as highly intense but constrained by a lack of time, while a Republican source confirmed a similar mood. An industry source at the Capitol today also said, after speaking with senators, that the bill was expected to fall short of the 60 votes needed to advance to the full Senate.
