U.S. commerce secretary says rates will stabilize and start falling within six months

U.S. Commerce Secretary Howard Lutnick said markets will stabilize and the bond market will drive interest rates lower. Lutnick expressed optimism about the bond market outlook, saying rates will stabilize and begin to decline within the next six months, adding, "our very favorable position."
