Binance to tighten Brazil cross-border crypto transfer rules from Nov. 1

Binance will significantly tighten rules for cross-border crypto deposits and withdrawals for users in Brazil starting Nov. 1, requiring disclosure of the transaction purpose and counterparty information to comply with Central Bank of Brazil Resolution No. 521/2025.
Under the system changes, users who do not complete the required pre-submission will face withdrawal restrictions, while deposits may be put on hold or returned. Domestic transactions between residents of Brazil are excluded. For transfers of $50,000 or less, users must choose from 10 detailed purpose categories, while 96 classification standards will apply to transfers above $50,000. Transfers involving unauthorized overseas exchanges or counterparties will be capped at $100,000.
