Balancer shifts most pools to withdrawal-only mode, partner pools extended to Nov. 30

DeFi protocol Balancer said most of its pools have shifted to withdrawal-only mode, as approved in BIP-928. Users retain control of their funds and can withdraw at any time. Partner pools granted an extended operating period will remain active through Nov. 30.
