A dovish signal ahead of the Federal Reserve’s rate decision could support a strong fourth quarter for cryptocurrencies this year, according to Crypto Briefing.
The outlet said a rate hike is already widely expected and market attention is focused on the Fed’s messaging. It added that if Chairman Kevin Warsh delivers a dovish signal, the crypto market could strengthen in the fourth quarter, while hawkish remarks could send Bitcoin back to test the $63,000 low.
Crypto Briefing said fund flows already show a wait-and-see stance ahead of the Fed announcement. Net buying preference for stablecoins rose to 28%, while buying strength for Bitcoin and Ethereum fell to 3% and 9%, respectively. Hedge funds are still net buyers, but systematic and quantitative investment strategies have tilted heavily toward selling. Overall, the outlet said investors appear to be cutting exposure to risk assets while securing liquidity that can be redeployed at any time.
It also said that after the Fed announcement, the key point to watch will be whether capital parked in stablecoins returns to exchanges and the broader market, rather than the rate decision itself.

CoinDesk said Bitcoin’s short-term correlation with the Dollar Index, which measures the U.S. dollar’s strength against major currencies, had fallen to near zero. It added that Bitcoin’s positive correlation with U.S. stocks had also weakened. Its correlation with the S&P 500 fell to 0.43 from 0.75 yesterday, while its correlation with the Nasdaq dropped to 0.30 from 0.60. The bill failed to pass a key procedural vote in the Senate, shifting investor attention from traditional macro factors to regulatory issues.

CoinDesk said stablecoins are showing the clearest market move as investors build liquidity before the Fed announcement, with attention focused not only on the rate decision itself but also on where sidelined capital may flow afterward.
CoinDesk added that past rate hikes have not always had a major impact on BTC prices. When the Fed last raised rates in July 2023, BTC showed little price movement as expectations had already been priced in, the outlet said. It also noted leverage in the derivatives market remains relatively subdued, with open interest in Bitcoin perpetual futures below its annual average and no clear sign that excessive leverage has built up to the point where a price drop would trigger cascading liquidations. The market is paying closer attention to what Chairman Kevin Warsh signals about the future rate path than to whether the Fed raises rates, CoinDesk said.

Circle has launched Arc, a USDC-optimized layer-1 blockchain mainnet, The Block reported. Arc uses USDC for gas fees and supports sub-second transaction finality and EVM compatibility.
More than 100 applications, including Aave, Morpho and Uniswap, joined the Arc ecosystem alongside the mainnet launch, according to the report. Circle said 11 institutions, including BlackRock, the Depository Trust & Clearing Corporation, Intercontinental Exchange, Mastercard and Visa, plan to join gradually as validators. Circle also said it initially issued 10 billion ARC this week, but has not yet decided on a public launch of the token.

Italian authorities are investigating a case in which customer data at crypto neobank Revolut was exposed through the hacking of government agency email accounts, Cointelegraph reported. The hacker is said to have taken over certified Italian PEC email accounts, which carry legal validity, and then requested customer information from Revolut. Suspicious transaction reports tied to virtual assets rose about 312-fold over four years, while South Korea’s Financial Intelligence Unit has only 43 staff reviewing and analyzing those cases, Dailian reported.
According to the Financial Intelligence Unit under South Korea’s Financial Services Commission, suspicious transaction reports related to virtual assets increased to 62,055 in 2025 from 199 in 2021, based on a strategy and policy document on preventing money laundering, terrorist financing and proliferation financing released on Sept. 16. Despite the surge, the FIU’s staffing and systems have not kept pace, the report said. The FIU currently has 80 employees in total, fewer than Australia’s 600, Germany’s 700 and France’s 220, with 43 assigned to suspicious transaction screening and analysis.

Nine of the UK’s 10 largest retail banks currently block or cap cryptocurrency-related payments, Wu Blockchain said. It added that even after the UK’s comprehensive crypto regulatory framework takes effect in October 2027, banks will not be required to lift those measures.

The UK Financial Conduct Authority (FCA) has issued guidance to help firms determine whether they will need authorization under the country’s crypto regulatory framework, which takes effect in October next year.

The whale entered the position three weeks ago at an average price of $80,118, and unrealized losses widened to $2.97 million as BTC fell 4.3% today. Remaining margin stood at about $2.96 million, leaving the position at risk of forced liquidation if BTC falls further.
