Former U.S. SEC official Anne Kelly said on X that the SEC does not need to wait for the CLARITY Act to pass before starting rulemaking for digital assets. In an English-language post, Kelly said, "SEC can initiate rulemaking first, and even if CLARITY passes later, the bill’s provisions can be reflected through additional rule proposals. Even if CLARITY passes immediately, it would still take at least several months for the SEC and the CFTC to draw up detailed implementation rules. Congress and regulators are partners, not adversaries."

Shinhan Asset Management said on Aug. 14 it signed an MOU with Plume Network, a global blockchain network focused on RWA, for a proof-of-concept partnership on a won-denominated tokenized fund. The company said the project is meaningful in that a South Korean asset manager plans to supply won-denominated high-quality assets to an on-chain capital market centered on U.S. dollars and directly generate offshore demand for won-based assets. It added that global on-chain capital markets have now exceeded $300 billion in stablecoin issuance outstanding, while the use of won-denominated assets remains at an early stage. To measure the overseas usability of won-denominated financial investment products, the two sides will use Shinhan Asset Management’s won ultra-short bond-related fund as the underlying asset. Benchmarking BlackRock’s BUIDL, described in the source as the world’s largest asset manager’s flagship tokenized fund, they plan to conduct a proof of concept for the full process of issuing and distributing a tokenized fund in an offshore market in a third country.

Bitcoin Red Team, a voluntary research group focused on finding security flaws across the broader Bitcoin open-source ecosystem, is actively using Chinese AI models including Moonshot AI’s "Kimi K3," leader Calle said. Calle said the group turned to Chinese models after strict guardrails on U.S. AI models disrupted the research process, adding that the alternatives involved fewer verification constraints and were better suited to large-scale code analysis. The group scanned 390 projects in August and reported a total of 4,962 flaws. Of those, 85 were classified as critical and 635 as high risk. Calle said open-source code built up over decades is colliding with AI-driven verification work, and added that flaws are more severe in complex projects such as the Lightning Network. Calle also said Bitcoin is currently under strain, but these powerful AI audits will ultimately make the Bitcoin ecosystem more resilient.

The Swiss bank’s IBIT holdings stood at about 549,000 shares, valued at roughly $27 million, at the end of 2025, and the position’s value rose about 230% during the first half of 2026. UBS reported total assets under management of $7.3 trillion, with the IBIT position accounting for less than 0.02% of the assets disclosed in the 13F filing. The filing covers only certain U.S. securities over which the firm has investment discretion. The shareholding does not mean UBS directly invested $90 million of its own capital in Bitcoin, but largely reflects client assets in wealth management, investment advisory and asset management accounts.
