Most financial institutions show a gap between crypto-related budgeting and actual deployment, according to a survey by crypto infrastructure firm Fireblocks. The survey of 638 financial institution executives found 88% to 89% had allocated budget to crypto infrastructure this year or planned to do so. Just 11% said they had deferred such spending to next year. However, only around one-sixth of institutions had actually built and operated the infrastructure, while most remained in the planning, pilot, or proof-of-concept stage. The media outlet said this shows the industry recognizes the importance of cryptocurrency but is still weighing how to put it to practical use.

Weekly cryptocurrency trading volume doubled in five days last week to reach $37 billion, according to The Block Data. The media outlet said the figure still remained well below the 12-month high of $105 billion recorded just after the crypto selloff began on Oct. 10 last year. On a monthly basis, August trading volume so far stands at $490 billion, down from $670 billion in July. Stock token trading for U.S. equities has gone live on Base, Coinbase’s in-house Ethereum layer-two network, The Block reported. Eligible users outside the United States can hold or trade the stock tokens around the clock regardless of regular U.S. stock market hours, and can also use them for lending and borrowing. Coinbase issues the U.S. stocks as B20 tokens, with each token backed one-to-one by the underlying share held by a regulated custodian. Initial supported names include major U.S. companies such as Nvidia, Meta, Apple and Alphabet.

Crypto industry lobbying group the Crypto Council for Innovation has sued Illinois state authorities to block the planned implementation of a 0.2% cryptocurrency transaction tax, Cointelegraph reported. The tax is scheduled to take effect in January 2027 and would be levied based on transaction volume rather than an investor’s income or profit. In its complaint, the group argued the tax violates both the U.S. Constitution and the Illinois Constitution. It also said the measure could result in double taxation, is overly vague, and shifts unclear burdens onto residents and brokers while exposing them to potential civil and criminal penalties.

Global on-chain analyst ZachXBT said signs of data leaks had been detected at U.S. crypto investment platforms Bitcoin IRA and iTrustCapital. ZachXBT said the two platforms may have suffered data breach incidents this year, with potentially exposed information appearing to include user profiles, portfolio holdings, banking information, custodian information and verification status. Former Ethereum core developer Eric Connor has proposed ERC-8391, a standard aimed at providing an asset-state interface for tokenized stocks and real-world asset tokenization. Connor said tokenized stocks can trade on-chain 24 hours a day, while the New York Stock Exchange is open for only 32.5 hours a week. The issue, Connor said, is that smart contracts have difficulty distinguishing whether a price has not been updated simply because the market is closed, or because a price feed has stopped or a major event such as a corporate acquisition has occurred. Even when on-chain price data appears identical, the required response can differ completely depending on the situation, Connor said. ERC-8391 focuses on conveying market conditions that are difficult to identify through price data alone, according to Connor. He said the proposal would provide a common interface allowing smart contracts to check the market’s current phase, whether trading has been halted, whether valuation data remains valid, and when redemption is possible. Connor added the structure would have oracles deliver state information and tokens return it.

The Hyperliquid Policy Center urged the U.S. SEC and the CFTC to adopt a joint regulatory framework for perpetual futures in a paper released today, The Block reported. The center argued perpetual futures should be classified based on the contracts’ economic structure rather than by the underlying asset they track, such as Bitcoin, crude oil, or stocks. It added clearer standards could help bring the rapidly growing perpetuals market back to the United States.

Stand With Crypto, a U.S. cryptocurrency lobbying group with close ties to Coinbase, has formally endorsed 32 House candidates ahead of the U.S. midterm election, Crypto Briefing reported. It marks the largest batch of candidate endorsements the group has announced at one time so far. Additional endorsements for Senate candidates are expected ahead of the November general election. Stand With Crypto is using support for the CLARITY Act, a bill aimed at establishing a regulatory framework for cryptocurrencies, as a key screening standard to identify candidates for crypto-friendly voters. Although the bill did not clear the Senate, the group is still treating support for it as a core benchmark for deciding which candidates should receive the crypto industry's political backing and support.

Gracy Chen, CEO of crypto exchange Bitget, said in an interview with Cointelegraph that Bitcoin’s recent gains are not sustainable and that Chen plans to buy more if BTC falls to around $50,000 in the second half of this year or early next year. Chen added that BTC’s recovery of the $79,000 level does not necessarily mean the bear market is over. Chen also said, "I am just a CEO of an exchange," and "not particularly good at price analysis." Chen said most of the personal portfolio is allocated to Bitcoin and the S&P 500, while altcoins such as Ethereum (ETH) and Solana (SOL) account for under 1%. Chen added a favorable view on Hyperliquid (HYPE), while stressing a dislike of memecoins and arguing that too many investors have lost money and that a memecoin frenzy like the previous one will not return.

South Korea’s Financial Intelligence Unit under the Financial Services Commission has announced revised supervisory rules that limit cryptocurrency transfers to self-hosted wallets registered under a customer’s own name and impose a three-tier risk-based framework for transactions with offshore exchanges, Digital Asset reported. Under the revision, domestic virtual asset service providers must restrict transactions with high risks of money laundering or terrorist financing and, in principle, allow transfers only to customers’ personally owned wallets. The move brings a previously voluntary practice into the regulatory fold. Exceptions are allowed for transfers required by law or carried out under the lawful authority of state agencies. Offshore exchanges will be subject to a three-tier regime based on risk, with transactions involving high-risk exchanges fully restricted. The rule took effect on Aug. 20, while the self-hosted wallet and offshore exchange measures are expected to be fully implemented around February next year.

Ethereum rose 30% last week, and larger gains could follow in the coming weeks, according to Tom Lee, chairman of ETH accumulation company Bitmine (Nasdaq: BMNR). Bitmine said the 30% gain last week was Ethereum’s biggest weekly advance since May last year, with the prior comparable case occurring in July 2021. In both earlier examples, weekly gains of more than 30% signaled a setup for a larger rally, Bitmine said. After rising 30% in July 2021, ETH went on to climb 167%, and in 2025 it rose another 170%, according to the company. Bitmine added it expects easier financial conditions to provide a tailwind for cryptocurrencies.
