A year of e-CNY firsts

In October, Chinese state-owned media reported that the Shanghai Petroleum and Natural Gas Exchange (SHPGX) had been the venue for the first ever significant settlement of an oil contract using the e-CNY. Running along a commodities theme, on Wednesday a similar transaction was carried out once again with Shanghai being the venue, relative to the purchase of gold.

A transaction valued at 100 million yuan ($14 million) was facilitated by the Bank of China’s Shanghai branch through the Shanghai Financial Exchange International Board. That’s according to reports from local Chinese media outlets.

The Bank of China’s Shanghai branch, a key participant in the ongoing e-CNY pilot testing, orchestrated the transfer of e-CNY CBDC settlement received from overseas for the purchase of the gold. A spokesperson for the Bank of China highlighted the strategic significance of the transaction, stating:

“The account will contribute financial strength to support Shanghai’s in-depth implementation of the free trade pilot zone promotion strategy and promote the quality and upgrading of the international trade center.”

Oil, gold and iron ore

This achievement follows on from the Bank of China’s Hong Kong affiliate Bank of China (Hong Kong) (BOCHK) facilitating the import of iron ore to China through the e-CNY just last week. As part of that pilot trial, Baosteel Group, a customer of the Bank of China, purchased iron ore from Bao-Trans Enterprises.

Further expanding its international partnerships, China signed a $400 million memorandum on CBDC cooperation with the United Arab Emirates on Dec. 1. The move underscores China’s commitment to fostering collaboration in the development and implementation of CBDCs on a global scale.

Partnering with foreign banks

The Bank of China is actively collaborating with foreign institutions, including France’s BNP Paribas, to advance the development of the digital yuan CBDC.

In July, Singaporean bank DBS Bank launched an e-CNY product for mainland China-based customers. Amid relentless moves to further the use of the digital currency, British banking giant Standard Chartered joined the advanced stages of pilot trials of the CBDC in November.

Chinese President Xi Jinping, recognizing the pivotal role of CBDCs in cross-border trade, emphasized their importance during an address to the July 2023 Shanghai Cooperation Organisation (SCO) Summit. Subsequently, foreign banks have joined China’s ongoing CBDC trials, and Singapore announced its decision to allow Chinese tourists to utilize e-CNY for transactions within Singapore.

In a related development, the official e-CNY app received an update on Tuesday. The latest version allows users to create an e-CNY wallet using their phone number, provides options to disable the wallet in case of phone loss and enables the resetting of passwords and private keys. Users can also link their personal bank accounts and debit cards to the e-CNY wallet for seamless in-wallet purchases.

UAE’s RAK Properties to accept crypto payments through Hubpay partnership

RAK Properties has signed a strategic agreement with Hubpay that will allow international buyers to pay for homes in the United Arab Emirates (UAE) using digital assets, the real estate developer said in a Sept. 1 statement on its website. Under the arrangement, customers can settle property purchases with major cryptocurrencies, including USDT, Bitcoin (BTC), and Ethereum (ETH). Payments will be processed on Hubpay’s regulated platform, converted into UAE dirhams, and transferred directly to RAK Properties’ account. The company said it will not handle digital assets directly. Instead, all transactions will be processed by Hubpay and its partners, who are licensed by Dubai’s Virtual Assets Regulatory Authority (VARA), to ensure compliance and transparency. The initiative is aimed at drawing new categories of overseas investors to Ras Al Khaimah, the UAE’s sixth-most populous city, including the developer’s Mina waterfront community.Photo by Precondo CA on UnsplashUAE’s crypto market expands amid rising risksThe move comes amid growing crypto activity in the UAE. A Chainalysis report last year ranked the Middle East & North Africa as the seventh-largest crypto market and noted that the UAE’s decentralized finance adoption was above the global average, citing regulatory clarity. From July 2023 to June 2024, crypto inflows to the UAE leaned heavily toward stablecoins, which represented 51.3% of value received, compared with 44.7% worldwide. Bitcoin’s share was smaller than the global average at 16.5% versus 22.3%, while altcoins and Ethereum showed little difference at 24.4% and 7.8%, respectively. At the state level, the UAE itself has emerged as a significant player. Based on Arkham’s tracking, it is the world’s fourth-largest government Bitcoin holder, with about 6,352 BTC ($703 million). In contrast to the U.S. and U.K., whose holdings largely stem from law enforcement seizures, the UAE’s reserves come from mining through Citadel Mining. The firm is majority-owned by 2PointZero under the International Holding Company (IHC), which is chaired by Sheikh Tahnoun bin Zayed al-Nahyan, the UAE’s national security adviser and a prominent member of the ruling family in Abu Dhabi. As crypto use has grown, so too have the risks. In the first half of this year, the UAE recorded the world’s largest average per-victim losses from crypto crime, with nearly $80,000 stolen per individual, according to Chainalysis. Only the U.S. came close to that figure, while Chile, India, Lithuania, Japan, Iran, Israel, Norway, and Germany rounded out the global top ten. Harmonizing crypto rulesAmid a shifting crypto landscape, regulatory structures in the UAE are continuing to evolve. At the federal level, the Securities and Commodities Authority (SCA) supervises virtual asset services, while the Central Bank of the UAE (CBUAE) oversees payment tokens. The Dubai International Financial Centre and the Abu Dhabi Global Market operate their own frameworks. Last month, the SCA and VARA introduced a cooperation framework to harmonize oversight and allow mutual recognition of licenses, though the system stops short of automatic passporting in order to preserve national security controls. In related developments, the National Bank of Ras Al Khaimah (RAKBANK) became the first bank in the UAE to partner with Bitpanda Technology Solutions, a Vienna-based crypto exchange and digital assets infrastructure provider. The partnership, which builds on earlier work exploring the issuance of digital payment tokens, is expected to give RAKBANK customers access to a variety of crypto use cases.

Alchemy Pay Enables Rupee Payments Through UPI

Alchemy Pay, a Singapore-based platform that supports fiat to crypto purchases across 173 countries using Visa, Mastercard, regional mobile wallets and domestic transfers, has announced that it now provides a rupee-denominated on-ramp using India’s UPI real-time payments system.Photo by rupixen.com on UnsplashIn a recent blog post, the fiat to crypto payments solutions provider outlined that it now has the capacity to more effectively on-ramp India’s 1.4 billion citizens by enabling domestic transfer payments to effect crypto purchases through the Unified Payments Interface (UPI), a popular instant payments system in India. Processing domestic transactionsThe move means that Indian citizens can interact with the platform by way of simple, real-time domestic transfers, with a minimum purchase value of 1250 INR. First introduced in 2016, UPI has been wildly successful. In September 2022, the system recorded a monthly transaction volume of 6.7 billion transactions, representing a movement of $140 billion. The platform has partnered with 358 banks and continues to grow and expand its network. In Alchemy Pay’s home territory of Singapore, UPI has recently secured an integration with PayNow, a Singaporean secure funds transfer service. Referring to the PayNow/UPI integration in its blog post, Alchemy Pay is likely to be extending its UPI-based transfer service as a direct consequence. The payments facilitator claims that its plugin is “now being used by many wallets, DeFi, gaming and NFT marketplaces, as well as exchanges like OKX and LBank.”The Alchemy Pay platform has focused in particular on emerging regional real-time payments platforms. Within emerging markets it supports similar systems such as Pix, SPEI, GCash, Dana and OVO. As the Singaporean start-up puts it, ”simplifying the on-boarding process is crucial for the widespread adoption of cryptocurrencies and by enabling local payment options, Alchemy Pay makes the adoption by a growing number of users possible.”Off the back of this expanded service offering, the company is currently inviting developers of Web3 platforms and dApps to get in touch so as to enable them in adding its plugin and integrating its API. Importance of bridging crypto with fiatIn another blog post on Monday, Alchemy Pay underscored the importance of an ability to on/off ramp to and from the crypto ecosystem. The company points out that in its recent history, the crypto space has been a complex and intimidating environment to enter or exit to/from the conventional world. It claims to be playing its part in changing this.According to the firm, its available options of transferring fiat currency to a user’s credit card, savings card or bank account via SWIFT, IBAN or local bank transfer is far more seamless than what has been offered to crypto space participants up until now. These transfers can be effected in minutes, with the platform supporting 22 currencies and payouts facilitated in over 60 countries. The digital assets space doesn’t exist in a vacuum. Current generations were all born into fiat-based monetary systems and naturally enough, the overwhelming majority of wealth is tied up within traditional systems. While digital assets have garnered quite a bit of attention over the course of the past few years, the overall market capitalization of crypto, which stands at $1.2 trillion at the time of publication according to cryptocurrency data aggregator CoinGecko, is only a drop in the bucket by comparison with the wealth that exists within the conventional system. More seamless bridging in line with what Alchemy Pay is offering will be necessary for this space to have a realistic chance of conquering mass market adoption.
