India Looks to Boost CBDC With 1 Million Users in 3 Months

The project team responsible for India’s retail central bank digital currency (CBDC) is aiming to increase its user base to one million users, while also prioritizing the challenge of creating an offline version.

Although the Reserve Bank of India (RBI), India’s central bank, publicly stated in March that they were aiming for 500,000 users by July, they are privately looking to double that amount. According to sources familiar with the matter cited by CoinDesk, the architects behind the centralized digital currency are confident that India’s population, being the world’s largest, will enable them to reach one million users easily. Tentatively the project team is aiming to achieve this within three months.

 

Retail and Wholesale CBDCs

The RBI is currently conducting both retail and wholesale CBDC pilot programs. The retail CBDC pilot is active in at least 15 cities, with more than 13 banks participating. The digital rupee pilot began on December 1, 2022, and has seen over 100,000 customers participate in the four months since.

India’s digital rupee gained significant attention at a recent meeting of the Group of 20 (G-20), which was hosted by India in Bengaluru, according to RBI Governor Shaktikanta Das. The central bank received positive feedback, with praise received for the design of the CBDC.

 

Multiple challenges

The RBI initiated a Hackathon in 2023 to find solutions to some of the challenges around retail CBDC, including improving scalability, increasing transactions per second, and enabling offline transactions. However, achieving all three technical objectives at once is nearly impossible at present. Experts believe that it is only possible to achieve two out of the three objectives, but the hope is that technological innovation will address this in the future.

 

Offline transactions

Facilitating offline transactions is crucial to improve financial inclusion in emerging economies such as India. The RBI is testing various methods to enable offline transactions, including wearables, debit and credit cards, Bluetooth technology, and smartphones. The central bank is also looking to address the risk of double-spending.

More than 50 proposals were submitted to the RBI to solve the problem of offline transactions. The RBI has also been interacting with private companies to consider solutions to improving scalability, even though no partnership has been initiated with any prominent blockchain-related entities.

News of India’s ambitious CBDC project fast-tracking has led some to speculate as to what technology lies behind it. Some have suggested Ripple as a possible partner but the suggestion is entirely speculative at this point.

The RBI has not announced a timeline for rolling out a full-scale retail CBDC but has indicated previously that it was aiming for the end of the year. The development of a digital rupee has the potential to transform India’s economy by providing greater financial inclusion to its population, which is why the RBI is taking the time to ensure that the CBDC is as robust as possible.

The region has been signaling its intent to position itself as a hub for virtual assets, evident in the regulatory framework introduced in June and the granting of licenses to crypto trading platforms in August.Project e-HKD, initiated by the HKMA in 2021, is a significant step toward assessing the feasibility of a digital Hong Kong dollar. The pilot program was launched in November 2022 as part of the HKMA's “Fintech 2025” strategy. However, the HKMA remains cautious, as reflected in the comments of HKMA CEO Eddie Yue earlier this month. Yue told the South China Morning Post that the central bank is still waiting for greater clarity when it comes to the technological, legal and societal aspects of full implementation.Three core attributes identifiedThe report identifies three primary areas where an e-HKD could provide value: programmability, tokenization and atomic settlement. These attributes could lead to faster, more cost-efficient and more inclusive transactions. However, it’s essential to note that the 14 pilot programs conducted with 16 participating firms during phase one were executed on a small scale within a controlled environment.The phase one review highlights that the true potential and prerequisites for implementing an e-HKD on a larger scale depend on market developments and further investigation. It acknowledges that minor issues identified during the pilot phase could become more prominent or even unacceptable in a production environment.Gearing up for phase twoPhase one of the pilot program delved into various aspects, including full-fledged payments, offline payments, tokenized deposits, programmable payments and the settlement of Web3 transactions and tokenized assets. Hong Kong is now gearing up for phase two of the pilot, with plans to explore new use cases for an e-HKD and engage in more focused pilot initiatives. The goal is to understand how the e-HKD can facilitate innovative methods of transacting goods and services while maintaining financial stability.The HKMA’s stance on a retail CBDC places it at the center of a global debate. While the U.S. remains undecided on the issue, with the topic becoming contentious in presidential elections, India has forged ahead with plans for a retail CBDC. Meanwhile, Thailand’s central bank commenced a pilot project for a retail CBDC earlier this year.

In accessing the Cloudverse, businesses will be enabled in customizing, launching and maintaining their very own metaverses, running on top of the Avalanche blockchain. In a tweeted message on Thursday, the Avalanche project team stated that “Alibaba Cloud’s millions of clients can easily deploy custom metaverses and unlock new dimensions for consumers.” It’s clear that the blockchain specialist sees the value in linking up with an entity with the market reach that Alibaba Cloud can provide. Expanding on that, it stated: “Cloudverse gives businesses an easy, white-glove, and cost-effective way to expand their brands to the Web3 virtual world.”Singapore’s MUA DAOAlongside Alibaba Cloud and Avalanche, a Singapore-based project is participating in the collaboration. Metaverse Union of Architects Decentralized Autonomous Organization makes for quite a long-winded entity, meaning that the project is more commonly known as MUA DAO. The DAO sees its mission as helping entities to overcome the technological hurdles of the crypto world by offering the largest virtual reality guild of architects, thus making available a large number of capable builders for the metaverse.Taking to Twitter on Thursday, the project outlined that the partnership marked a significant milestone for the DAO. “As the metaverse middleware, #MUADAO will support Cloudverse from creation and customization to continual operation in #MUAverse,” it outlined.MUA DAO sees the likely outcome of the collaboration as leading to a cost effective mechanism through which Asia-Pacific businesses can expand into the Web3 world, empowering clients to create custom metaverses and unlocking new customer experiences.MUA DAO terms its offering as “MUAverse, describing it as “a one-stop Metaverse Middleware Infrastructure developed and operated by MUADAO, designed to empower enterprises and businesses in the creation, operation, and management of digital assets.”Avalanche’s unique structureThe three entities coordinated the announcement of the collaboration to coincide with the Avalanche Summit II conference, which commenced on Wednesday in Barcelona, Spain and runs until Friday.As a layer one blockchain, Avalanche has a unique structure which enables subnets, sets of nodes or validators which can be built on top of blockchains. Subnets offer the advantage of allowing developers to customize them on an application-specific basis. Such a blockchain infrastructure will be beneficial in facilitating customizable blockchain solutions relative to the proposed Cloudverse.Blockchain credentialsRecently, Alibaba announced its intention to open a Web3 incubator lab in Japan. The lab will be a collaboration between Alibaba, Tokyu Land Corporation and Skeleton Crew Studio. One of its principal objectives will be to enable game developers to learn about and harness blockchain technology relative to virtual reality gaming.Additionally, Alibaba Cloud intends to launch a blockchain node service in Japan at a later stage in 2023. In a further nod to its blockchain credentials, Alibaba Cloud was also a co-organiser of Hong Kong’s recently-held Web3 Festival, alongside Amazon Web Services and Hong Kong-based Cyberport.
