Singapore’s Central Bank Paves the Way for Digital Asset Networks

Singapore’s Monetary Authority (MAS) has taken a significant step towards the future of digital assets by proposing a comprehensive framework for the design of open and interoperable networks for tokenized digital assets.

Detailed framework

In a report published on Monday, titled “Enabling Open & Interoperable Networks,” MAS presented a detailed framework aimed at understanding the design options necessary to facilitate the seamless trading of digital assets across diverse networks and liquidity pools. The framework is rooted in the core principles of financial market infrastructure and draws inspiration from cutting-edge projects that have been at the forefront of advancing these concepts.

To ensure a robust and comprehensive approach, the report was jointly developed with subject matter experts from the Bank for International Settlements’ (BIS) Committee on Payments and Market Infrastructure (CPMI), with valuable contributions from prominent financial institutions including DBS Bank, JP Morgan, HSBC, SBI Digital Asset Holdings, Standard Chartered, and UOB.

MAS defines digital asset networks as platforms that leverage distributed ledger technology (DLT) or blockchain to enable secure and efficient transfers of digital assets without the need for traditional intermediaries. These networks serve as the foundation for open and interoperable infrastructure, facilitating the issuance, transfer, and custody of digital assets. By promoting transparency, efficiency, and trust, the report suggests that they will play a pivotal role in shaping the digital asset ecosystem.

 

Project Guardian

The report underscores the immense potential of digital asset networks in a future financial landscape, where digital assets and currencies can be seamlessly exchanged across different networks. MAS believes that these networks could revolutionize the way financial transactions occur, leading to increased efficiency and expanded possibilities. The framework also lays the groundwork for future exploration as part of the Project Guardian initiative, encompassing additional focused themes such as Trust Anchors and Institutional DeFi.

MAS has also announced the expansion of Project Guardian to include a broader range of financial asset classes. The project now features an industry group comprising 11 leading financial institutions that will spearhead industry pilots in asset and wealth management, fixed income, and foreign exchange. Esteemed banks such as HSBC, Standard Chartered, DBS, and Citi are set to conduct multiple trials focusing on tokenization. For instance, Standard Chartered, in collaboration with Linklogis, is developing an initial token offering platform to issue asset-backed security tokens listed on the Singapore Exchange.

Despite its cautious stance on cryptocurrency speculation, MAS recognizes the immense potential for value creation and efficiency gains within the digital asset ecosystem. Leong Sing Chiong, MAS’ Deputy Managing Director of Markets and Development, emphasized the authority’s optimism, stating: “We see significant potential for value creation and efficiency gains in the digital asset ecosystem.”

This latest initiative by MAS comes on the heels of its recent proposal for standards governing the use of digital money, including central bank digital currencies (CBDCs) and stablecoins. Singapore’s central bank is paving the way for the future of digital assets and making a strong effort to assert its position as a global leader in digital asset innovation through the establishment of this framework alongside industry collaboration.

Trump social media post fuels crypto stock rally in Asia

Asian stocks related to the digital assets sector recorded hefty gains on March 3, in what was a reaction to a social media post published by U.S. President Donald Trump on Sunday.Photo by Markus Winkler on UnsplashCrypto Strategic ReserveThe U.S. president took to Truth Social, a social media platform owned by Trump Media & Technology Group, to state that “A U.S. Crypto Reserve will elevate this critical industry after years of corrupt attacks by the Biden administration.” Trump added that an Executive Order (EO) that he had issued recently was related to digital assets, directing a recently-formed Presidential Working Group to move forward on the development of a Crypto Strategic Reserve. Trump went on to outline that this reserve would include crypto assets such as XRP, Solana (SOL) and Cardano (ADA).  The post fueled double-digit percentage increases for all three assets. However, it also had an impact on specific stocks listed on Asian markets. Shares in Metaplanet, Japan’s first and as yet only Bitcoin treasury company, closed 21% higher in Tokyo on Monday. The stock surged from its previous trading day close of 3,310 yen to close at 4,010 on Monday. Shares of Japan's Metaplanet closed up 21.15% on Monday, surging to 4,010 yen from the previous close of 3,310 yen within the first hour of trading upon opening. The company also announced on Monday that it had acquired an additional 156 BTC ($13.4 million) to expand its total holdings to 2,391 BTC. Potential U.S. listing for MetaplanetThe company had some developments of its own that may have contributed to the rise in the Metaplanet share price. In a statement published by the company on March 3, it announced that it had purchased an additional 156 Bitcoin. The latest tranche of Bitcoin was purchased at an average price of $85,890. This brings the company’s overall Bitcoin holding to 2,391 Bitcoin. Metaplanet CEO Simon Gerovich posted on X that Metaplanet is “considering the best way to make Metaplanet shares more accessible to investors around the world.” Gerovich made that comment in the context of having explained that the firm was formally invited by the New York Stock Exchange (NYSE) and the Nasdaq to visit so that they could introduce their platforms.   While the Metaplanet CEO is not confirming a U.S. stock listing for the company, it appears that it is something that the firm is considering. Boyaa stock price riseBoyaa Interactive, a Chinese online gaming company that is also the largest publicly listed holder of Bitcoin in Asia, also saw its stock surge on Monday. The company’s stock, which is listed on the Hong Kong Stock Exchange, rose 23%, closing at HK$4.17. The company confirmed that over the weekend, it added an additional 100 Bitcoin to its treasury, bringing its overall Bitcoin holding to 3,350 BTC. Beijing-headquartered OKG Tech, a blockchain technology firm, also experienced a surge in its Hong Kong-listed stock, which rose by over 42% on Monday. Ki Young Ju, CEO of Seoul-headquartered on-chain analytics firm CryptoQuant, warned on X that the crypto market “is increasingly becoming a weapon of the United States.” He added that “coins serving U.S. national interests are likely to work against every country except the United States.”

Singapore launches BLOOM initiative to advance digital finance infrastructure

The Monetary Authority of Singapore (MAS) has unveiled a new initiative aimed at enhancing the nation’s financial infrastructure through the use of stablecoins and tokenized commercial bank money. Announced on Oct. 16, the project, known as BLOOM, short for Borderless, Liquid, Open, Online, Multi-currency, brings together 16 financial sector participants, including Anchorage Digital, Ant International, Circle, Coinbase, and DBS Bank. According to MAS, BLOOM is open to additional participants through a registration form available on its official website.Photo by Jason Leung on UnsplashBuilding on Project OrchidBLOOM operates under Project Orchid, a digital Singapore dollar initiative launched in 2021 to explore potential applications of central bank digital currency (CBDC) in strengthening Singapore’s financial ecosystem. Through BLOOM, it will examine use cases involving G10 and Asian currencies, covering both domestic and cross-border payments, as well as wholesale financial transactions. The project’s focus includes coordinating interoperability between different networks to enable the distribution and clearing of settlement assets. It will also explore automated compliance checks and study methods to make wholesale settlements more efficient and cost-effective. Artificial intelligence (AI) agents are expected to play a supporting role, executing transactions automatically within predefined limits and regulatory parameters. Expanding stablecoin usage in SingaporeThe MAS initiative comes shortly after the listing of XSGD, a Singapore dollar–backed stablecoin, on the U.S.-based crypto exchange Coinbase on Oct. 1. XSGD is issued by StraitsX, a digital payments provider, and is fully backed by reserve assets held with DBS Bank and Standard Chartered. Stablecoin payments have gained traction in Singapore’s retail sector as well. StraitsX recently began supporting settlements in USDT and USDC through OKX Pay. Consumers can use SGQR codes at participating GrabPay merchants to make everyday purchases, such as coffee, with transactions settled directly in Singapore dollars into merchant accounts. Rising local interest in digital assetsSingapore’s growing engagement with digital assets reflects a broader trend of public interest. A report from ApeX Protocol, cited by Cointelegraph, ranked Singapore as the world’s most “crypto-obsessed” nation, awarding it a composite score of 100. The ranking considered ownership rates, adoption growth, search activity, and ATM availability. The study found that 24.4% of Singapore’s population holds cryptocurrency, ahead of the United Arab Emirates (UAE), which scored 99.7 despite a 25.3% ownership rate. In a separate development, Channel News Asia reported that three Singaporeans have been implicated in a large-scale fraud scheme linked to Cambodia’s Prince Group. The U.S. Department of Justice recently confiscated 127,271 Bitcoin tied to the operation—the largest seizure in its history. Following the investigation, the U.S. Department of the Treasury’s Office of Foreign Assets Control imposed sanctions on the three individuals as well as 17 Singapore-registered entities. The sanctions block access to any property in their possession and prohibit U.S. persons from engaging in transactions with them, citing risks to U.S. national security and foreign policy interests.
