Hong Kong regulator increases scrutiny of unlicensed VASPs and OTC venues

In a recent blog post, Christopher Hui, Hong Kong's Secretary for Financial Services and the Treasury Bureau (FSTB), announced a stringent deadline for unlicensed virtual asset service providers (VASPs) to submit licensing applications, as well as outlining the intention to develop a regulatory framework for over-the-counter (OTC) venues.

Unlicensed VASP deadline

The Hong Kong government's financial services department has set Feb. 29 as the cutoff date for applications from VASPs that are currently unregistered and unregulated. Those not approved must cease operations by May 31.

 

The move comes as the Securities and Futures Commission (SFC) established a licensing system for VASPs, acknowledging a transitional period for those operating before its implementation. Midway through last year, the SFC issued a stern warning to unlicensed crypto trading platforms engaging in what it termed as “improper practices.”

 

Hui emphasized that VASPs wishing to continue operations in Hong Kong must submit their license applications by the end of this month.

 

Failure to meet the relevant requirements outlined by the SFC could result in the issuance of a "no-deeming notice" for existing service providers. This notice mandates that they must halt operations either by May 31 or three months after receiving the notice. Service providers failing to submit their applications by the February deadline are also expected to cease operations by the end of May.

 

As the deadline approaches, Hui highlighted that the SFC is actively preparing for enforcement work, including issuing notices to disapproved service providers and intensifying publicity efforts.

 

Proposed regulatory framework for OTCs

Highlighting the specific role OTC venues played in some fraud cases involving unlicensed VASPs in 2023, Hui announced that the SFC plans to launch a consultation on a proposed regulatory framework for OTC crypto venues. The consultation will encompass virtual-asset outlets, including shops and online platforms. Hui emphasized the necessity of regulating OTC venues to prevent investor deception and protect against fraudulent activities.

 

This move aligns with Hong Kong's ongoing efforts to create a vibrant sector and ecosystem for virtual assets. The city implemented a licensing regime for crypto companies in June of the previous year, with companies requiring approval before June of the current year to continue operations.

 

Cautioning investors

Hui also took the opportunity to caution investors about the volatility and value of virtual assets. He stressed that many digital assets lack intrinsic value and exhibit price volatility, urging investors to thoroughly understand details and assess associated risks before engaging in related investments. Furthermore, Hui emphasized that only platforms officially licensed by the SFC should be used for virtual asset transactions.

 

Additionally, Hong Kong is exploring a regulatory regime for stablecoin issuers, proposing that fiat-backed stablecoin issuers obtain a license from the Hong Kong Monetary Authority. As Hong Kong strengthens its regulatory framework, it aims to create a secure and compliant environment for the evolving landscape of virtual assets.

Vietnam $3.8B gambling case in a world of rising crypto crime

Vietnamese authorities have dismantled a criminal ring that used cryptocurrency to launder illicit gambling profits, AFP reported, citing local media. The group converted local currency into digital assets such as USDT and Ethereum, routing funds to users for online betting. Operating multi-layered investment websites, the network grew to as many as 20,000 users and managed 25 million accounts, despite Vietnam’s ban on cryptocurrency. In total, the transactions involved were valued at roughly $3.8 billion. Police allege that millions of dollars were funneled into real estate, luxury cars, and cross-border cash transfers. While the money laundering probe continues, the gambling case has already produced convictions. Four Vietnamese siblings who ran the network, along with 39 other defendants, received sentences in Ho Chi Minh City ranging from a three-year suspended term to 13 years in prison. An Indian national identified as the alleged mastermind remains at large.Photo by Amanda Jones on UnsplashThai police foil crypto-themed fraudElsewhere in the region, police in neighboring Thailand busted a South Korean crime syndicate based in Pattaya that allegedly stole more than 20 billion won ($14.2 million) through fraud schemes that invoked cryptocurrency as a lure, along with other scams, the Chosun Ilbo reported. The scam ring reportedly obtained customer data from a lottery tip site and collected money from victims either by posing as agents offering membership refunds or by claiming to provide compensation for leaked personal information, which they disguised as opportunities to buy digital assets. In addition to these schemes, the syndicate ran romance scams and posed as authorities. Thai police arrested 20 members in a June resort raid. Nine more suspects, including ringleaders, remain in custody awaiting extradition. Seoul police said that, in total, 25 members have been caught, 21 of whom are now detained. Authorities believe the network may be linked to other groups in Thailand and are widening the investigation. Europe uncovers $120M crypto fraudCrypto crimes aren’t limited to Asia. In Europe, police arrested five suspects in a Eurojust-led operation that uncovered an online investment scam worth at least €100 million ($116.8 million). Operating since 2018 across 23 countries, the scheme lured victims with platforms promising high returns, then funneled deposits through Lithuanian accounts before disappearing. In a report by the Organized Crime and Corruption Reporting Project, Elliptic Chief Scientist Tom Robinson said such schemes often have little to do with cryptocurrency itself, instead exploiting its technical obscurity and the allure of quick gains. Beyond scams, outright theft from crypto platforms is also climbing. A Chainalysis study found that by the end of June 2025, more than $2.17 billion had been stolen from exchanges and related platforms—already surpassing the total for all of 2024. The firm projects losses could reach $4 billion by year-end. The single largest incident was the February hack of the Bybit exchange, in which thieves took $1.5 billion, roughly 69% of all funds stolen in the first half of this year. Crypto crime turns increasingly violentThe Chainalysis report also flagged a rise in physical attacks, in which criminals use violence or coercion to force individuals to hand over their crypto holdings. The firm warned that 2025 may log nearly twice as many cases as the worst year on record, noting that the attacks often rise and fall with expectations for Bitcoin’s price. In response to these threats, Chainalysis stressed the need for a multilayered approach to crypto security. It advised service providers to strengthen internal controls through regular audits and employee screening, while upgrading wallet infrastructure and other technical defenses. For individuals, the firm said, keeping holdings discreet has become as critical as technical safeguards, especially amid the rise in physical attacks.

Anonymity is a feature in Web3 and perhaps that’s the approach this project is taking. Whatever the background, it has to be said that there must be some talent behind the project for it to secure the backing of an entity like AliExpress by way of this partnership.This recent announcement was initially made on AliExpress’ official Twitter account but that tweet has since been removed. The project itself tweeted out news of the partnership on Thursday. The Moment3!’s mission, as stated in its Twitter bio, revolves around utilizing NFTs to immortalize special moments on the blockchain.According to the project’s Discord channel, The Moment3! aims to connect with real-world businesses and provide NFT owners with benefits and exclusive rights beyond the collectible value.NFT debutThis marks AliExpress’ initial venture into the NFT market, although its parent company, Alibaba, has previously explored the Web3 space. In September 2022, Alibaba’s luxury shopping platform, Tmall Luxury Pavilion, introduced an immersive shopping metaverse experience and introduced the Meta Pass, granting users free access to virtual experiences.Alibaba-Centric Web3 projectsThere have been several other Web3-related investments and developments related to Alibaba Group companies in recent months.Last month, Alibaba Cloud, one of the world’s largest cloud computing companies, joined forces with the Avalanche layer one blockchain project to introduce “Cloudverse,” a launchpad facilitating the creation of personalized spaces within the metaverse for businesses.In April Alibaba Cloud was the co-organizer of the Web3 Festival, an event held in Hong Kong to showcase the autonomous Chinese territory for the development of the Web3 sector. The four-day event attracted 10,000 attendees.In early May, Artifact Labs, a Hong Kong-based start-up company that specializes in metaverse and Web3 product offerings, raised $3.25 million in a funding round led by Blue Pool Capital. The investment firm is the personal investment vehicle of Alibaba founders Jack Ma and Joe Tsai.NFT warningAliExpress, owned by Alibaba Group, is a global e-commerce platform that does not cater to customers in mainland China, despite being headquartered in China. The Chinese government prohibited all cryptocurrency transactions in September 2021. NFTs remained legal although authorities recently issued a warning on their use, together with some guidelines.With its new collaboration, AliExpress is expanding its reach into the Web3 space and exploring the potential of NFTs. As the release date approaches, anticipation grows to witness the specific features and benefits offered by the 5,555 NFTs that will soon be available to the public.
