First stablecoins gain DFSA approval in Dubai

The Dubai Financial Services Authority (DFSA), the financial regulatory agency of the Dubai International Financial Center (DIFC), a special economic zone, has approved two stablecoins under its crypto regulatory framework.

 

The two stablecoins, USD Coin (USDC) and EURC, are both issued by blockchain-focused financial services firm Circle. While USDC is a U.S. dollar-backed stablecoin, EURC is a euro-backed stablecoin.

 

In a press release published on the Circle website on Feb. 24, the company announced details regarding the approval. The stablecoins are the first to be recognized and approved by the DFSA.

Stablecoin integration

The development means that firms based in the DIFC are now free to integrate either stablecoin into digital asset applications and products focused on areas such as payments and treasury management.

 

A number of Circle executives took to social media to comment on the development. Circle Co-founder and CEO Jeremy Allaire outlined on X that the approval means that financial institutions in Dubai “are now able to transact in markets with USDC and EURC.” In legally recognizing the two stablecoins, Allaire pointed out that the DFSA had joined regulators in the European Union (EU) and Canada. 

 

Last Summer, Allaire announced that Circle’s stablecoins complied with the EU’s Markets in Crypto Assets (MiCA) regulation. In December, Circle became the first stablecoin issuer to meet Canadian listing regulations.

 

Dante Disparte, Circle’s chief strategy officer and head of global policy, pointed out that a trend is emerging requiring the pre-clearing of stablecoins prior to them entering into circulation or gaining regulatory approval. “In always-on finance, reciprocity is key,” he added. 

 

Meanwhile, the firm’s EU Strategy & Policy Director, Patrick Hansen, underscored the significance of the approval. Hansen pointed to the fact that the DIFC is home to 6,000 registered entities, including 800 authorized financial firms.

 

An ‘edge’ over Tether

Eugene Cheung, Chief Institutional Business Officer at Hong Kong-based digital asset platform OSL, said that the approval was “massive for institutional adoption,” while giving Circle an “edge” over Tether within the $157 billion stablecoin market.

 

While Circle has always taken a regulatory-compliant approach, competitor Tether has struggled with compliance. In Europe, 10 companies have been approved to issue stablecoins under MiCA regulations, but Tether is not among them. This has led to a number of exchanges delisting Tether’s USDT in Europe.

 

The DIFC was first established in 2004. The economic free-zone caters to firms operating within the Middle East, South Asian and African regions. The number of businesses registered within the free zone has increased by 25% since 2023.

 

In November 2022, the DIFC recognized Bitcoin (BTC), Ethereum (ETH) and Litecoin (LTC). The following year, it added Toncoin (TON) and Ripple’s XRP, together with ZETA, the native token of the ZetaChain network.

 

In 2024, the DFSA amended its crypto regulations to allow foreign funds to invest in recognized crypto tokens, while enabling domestic qualified investor funds to invest in unrecognized tokens.

Although the regulatory approach taken by the authorities in Dubai accommodates stablecoins, algorithmic stablecoins are prohibited.

Stefan Kim, Chief Business Officer at NEOPIN, highlighted the strategic collaboration between the platform and the Abu Dhabi Global Market (ADGM) to establish a regulatory framework for decentralized finance (DeFi). Kim emphasized that while this partnership will contribute to NEOPIN’s qualitative growth, the implementation of liquid staking derivatives finance (LSD-Fi) will pave the way for its quantitative expansion.

This offers more liquidity and flexibility compared to traditional investment methods.“We will focus on providing investment returns to platform users as well as the unique experience of owning various solar power plants,” said Kang Jae-won, the CEO of Solbric Korea.Increased institutional supportThis project is made possible by the recent upturn in institutional support from Korean financial authorities that allows more security token offerings. Last month, the Korean Financial Services Commission ultimately granted regulatory exemptions to several fractional investment firms that have successfully completed the business reorganization as requested by the regulator. The Financial Supervisory Service has also decided to allow fractional investment businesses to apply for investment contract securities.Taking advantage of this momentum, Solbric and Parameta plan to continually explore diverse business opportunities to establish their platform.“We are currently working with various specialized companies, including Solbric, to expand our security token businesses in various fields such as solar power plants, mobility, real estate non-performing loans, carbon emission rights, and electric vehicle batteries,” said Kim Jong-hyup, CEO of Parameta.

Dunamu Distributes 4,100 NFTs for Climate Change CampaignDunamu, the operator of the South Korean cryptocurrency exchange Upbit, announced that it has distributed 4,100 non-fungible tokens (NFTs) from the Climate-sensitive Biological Indicator Species (CBIS) list in collaboration with four agencies under the Ministry of Environment — the National Institute of Biological Resources, the Nakdonggang National Institute of Biological Resources, the Honam National Institute of Biological Resources, and the National Institute of Ecology. This comes as part of efforts to raise awareness about the importance of biodiversity and habitat protection amid the threat of climate change.Photo by Yiju Cheng on UnsplashThemed NFTs for conservationThe CBIS list outlines species whose seasonal activities, habitat area, and population size are susceptible to being impacted by climate change, thus requiring continuous observation and management by the government.Dunamu, along with the four environmental institutions, minted NFTs representing 15 different species from the list — such as the white eye bird and the camellia tree — to distribute to participants of their Resource Circulation Climate Action Campaign.The latest round of NFT distributions was carried out in collaboration with the Honam National Institute of Biological Resources from May 19 to August 11. It is the first of four to be carried out over the course of the year following their initial announcement to do so in May.Empowering climate action beyond boundariesParticipants showed a positive reaction to the utilization of emerging technologies such as NFTs and the metaverse, which enabled them to contribute to climate change efforts without the limits posed by time and space. By organizing fun missions within the metaverse and gifting NFTs to participants, Dunamu and the environmental agencies were able to highlight the severity of the climate crisis while simultaneously making the concept of resource circulation more accessible and easier to understand. Dunamu reported that during the three-month period of the first campaign, the designated campaign space within Dunamu’s metaverse platform, 2ndblock, also racked up a cumulative visitor count of 73,000 users.The second campaign has also commenced and is running from now until October 2. This time around, Dunamu is working with the Nakdonggang National Institute of Biological Resources to issue 1,000 NFTs of four species: the tree frog, barn swallow, kumgang minnow, and little egret. Noteworthy artists will also contribute to creating the NFTs, including those from the Botanical Artist Society of Korea.In order to partake in the campaign, participants must complete the stamp-collecting mission in the campaign space on 2ndblock. Lucky participants who are chosen to receive NFTs must register their issued gift code on Upbit’s NFT marketplace.“As a result of our deliberation on ways to contribute to the environment and society with our technology and resources, many people have shown interest in our online and in-person climate efforts,” said Lee Sirgoo, CEO of Dunamu. He also expressed hopes for continued participation and support for the remaining NFT distributions and campaigns to promote environmental protection and biodiversity conservation.This collaboration between the private and public sectors which combines online and in-person activities stands out as an innovative method for combatting climate change.
