Securitize President Brett Redfearn said the U.S. SEC had held back announcing a crypto innovation exemption as it considered a vote on the CLARITY Act, The Block reported. Redfearn expects the SEC to roll out related rules after the Senate votes on the CLARITY Act on Sept. 15, with the timing likely falling in early October, according to the report. The exemption is expected to include a provision allowing digital asset companies to avoid registering with regulators such as brokerages and exchanges for a set period.

Income generated from digital assets held not only on domestic exchanges but also in private wallets and overseas exchanges is subject to taxation, Digital Asset reported. South Korea’s National Tax Service said income earned by residents from transferring or lending digital assets is taxable regardless of whether the assets are held on overseas exchanges or in private wallets.
The agency said there are practical limits to fully identifying unreported transaction data from private-wallet activity, but it will work to prevent tax blind spots by introducing transaction-tracking and analysis programs. It added that both agencies are reviewing taxation standards for digital assets obtained through staking, lending, airdrops, and hard forks, taking into account the characteristics of each type of activity.

According to CoinGlass, BTC spot trading volume across major global exchanges reached $8.71 billion over the past 24 hours. Binance accounted for $2.117 billion, followed by Coinbase at $1.222 billion and Gate at $1.113 billion. Over the same period, ETH spot volume totaled $6.193 billion, with Binance at $1.808 billion and Gate at $842 million. ETH derivatives volume reached $96.888 billion, while total ETH open interest across exchanges stood at around $29.388 billion, including $7.97 billion on Binance and $2.6 billion on Gate.

South Korea’s Democratic Party appears set to press ahead with taxation on gains from virtual asset investments, with no separate discussions under way on extending the current tax delay, Financial News reported. The party cited the principle that income should be taxed wherever it arises.
Under the Income Tax Act, the tax is set to take effect on Jan. 1 next year. If the ruling party and the government do not pursue additional talks on another delay, taxation on virtual asset investment gains at a 22% rate will effectively become a reality.
Even with that stance, concerns are growing over incomplete legal requirements. Legislation on a basic digital asset law has not been finalized. The bill is intended to regulate the broader market, including the issuance, distribution and disclosure of digital assets, while around 10 related bills remain pending in the National Assembly. As a result, market rules remain largely absent.

ETH saw its eighth-largest daily move since 2018 yesterday, according to Real Vision crypto market analyst Jamie Coutts. Based on past patterns, Coutts added that the odds of the move continuing in the same direction over the short term are roughly equivalent to a coin toss, while the probability of gains appears to rise meaningfully over the next three to six months.

U.S. Democratic Sen. Ruben Gallego warned that rushing a Senate vote on the CLARITY Act could instead delay its passage, arguing that partisan differences over ethics issues and stablecoin rewards should be resolved first.
Gallego said at the SALT Wyoming Blockchain Symposium that the crypto industry should encourage further talks between Democrats and Republicans rather than push for an early vote, according to Cointelegraph. Gallego said work still remains to finalize provisions under the Agriculture Committee’s jurisdiction, assemble the full legislative package, and decide how to send it to the House.
Gallego added that with 60 votes needed to move the bill through the Senate, forcing a procedural vote before securing enough bipartisan support could slow the measure instead. Gallego said that could weigh on President Donald Trump’s administration, which is pushing for the CLARITY Act’s swift passage.

South Korea’s Financial Supervisory Service has built a market surveillance system that uses artificial intelligence to detect and analyze unfair trading in virtual assets in real time, Digital Asset reported.
The move is intended to quickly identify abnormal trading and determine whether probes are needed, given that thousands of tokens trade around the clock across multiple exchanges. The watchdog developed an AI algorithm in January to automatically identify bid quotes by suspected price manipulators and the periods in which they allegedly influenced prices. In April, it added a function to automatically detect multiple linked accounts used in price manipulation. The agency has now expanded AI use across its broader market surveillance work, including unusual-trading detection and decisions on whether to open investigations. Publicly available online information is also included in the AI monitoring scope. The system can detect illegal front-running through chat rooms, the distribution of videos containing false claims, and posts that incite unfair trading.

Binance founder Changpeng Zhao said at a blockchain symposium in Jackson Hole, Wyoming on Aug. 19 that the Trump administration’s mention of bringing Hyperliquid (HYPE) to the U.S. was not limited to that platform and that decentralized perpetual futures exchanges, or perp DEXs, and other services available to Americans would increase significantly.
