India Offers Suggestions in the Development of G20 Crypto Guidelines

India submitted its Presidency Note on Tuesday, contributing to the global framework for cryptocurrency regulation under the auspices of the G20, a forum comprising the world’s 20 largest economies.

The document aligns itself with the guidance provided by prominent entities including the Financial Stability Board (FSB), the Financial Action Task Force (FATF), and the International Monetary Fund (IMF).

Key Summit topic

Many months in advance of September’s G20 Summit in New Delhi, it was clear that crypto regulation would be a key subject for discussion. The FSB’s guidelines, released in July, offer a comprehensive framework for regulating various crypto assets, particularly stablecoins, based on existing standards and principles. These guidelines encompass crucial aspects such as governance, risk management, disclosure, supervision, and cross-border collaboration.

In May, the FSB’s Regional Consultative Group for Asia met in Cebu, in the Philippines. During that meeting, the FSB highlighted the risks implicated by digital assets.

Published in June, the FATF guidelines put forth a universally applicable set of rules to combat money laundering and counter the risks of terrorist financing linked to cryptocurrencies. One of the main provisions is the “travel rule,” compelling crypto service providers to share customer information when conducting fund transfers.

While the IMF guidelines are expected to be unveiled in August, they will encompass a synthesis paper that offers a comprehensive roadmap for crypto regulation. This roadmap is designed to reflect input from multiple stakeholders and jurisdictions.

 

India’s supplementary additions

Amidst endorsing these global crypto guidelines, India also proposes supplementary additions, particularly highlighting the challenges faced by developing economies in the crypto realm. The document underlines that these nations may grapple with capacity and resource constraints when implementing effective crypto regulation and supervision.

Furthermore, they might require more extensive access to reliable data regarding crypto activities and associated risks. Developing economies are also at a heightened risk of falling victim to illicit crypto use, including money laundering, tax evasion, and cyber-crime.

In light of these concerns, India advocates for the inclusion of developing economy-specific considerations in the FSB’s guidelines. The country also urges for technical assistance and capacity-building support to be extended to these nations. Additionally, it proposes a global outreach initiative to raise awareness of the risks, commencing with nations experiencing higher levels of crypto adoption.

 

Broadening the scope

Another noteworthy suggestion from India is an extension of the regulatory approach beyond the G20’s scope, encompassing the broader digital economy. While recognizing that crypto is merely one facet of the sweeping digital transformation reshaping multiple sectors, India’s document underscores the need for enhanced cooperation and coordination among various stakeholders and authorities at both national and international levels.

In this vein, India proposes that the G20 contemplate formulating a comprehensive framework for the digital economy. This framework should encompass a wide array of concerns, including data governance, digital taxation, digital identity, digital inclusion, and fostering digital innovation, according to the document.

India’s exploration of diverse aspects related to cryptocurrency — ranging from legal status to taxation implications, central bank digital currency (CBDC) potential, and innovation possibilities — further underlines its desire to see greater international cohesion in relation to the regulation of digital assets.

The market capitalization of BRC-20 tokens has been rising exponentially over the course of the past few weeks despite only being in existence since March.BRC-20 is an experimental token standard which was created by an anonymous developer with the handle “Domo” and username ‘@domodata’ on Twitter. A token standard governs how and where a cryptocurrency can be used. The approach has been pioneered by developers on the Ethereum blockchain who created the ERC-20 standard a number of years ago, relative to the Ethereum network.OKX has clearly identified a rising trend and wants to be an early adopter in benefiting from it. In their short existence, BRC-20 tokens have mainly implicated meme tokens but as more experimentation follows, use cases that rely on the token standard are likely to expand.Binance has signaled a similar intent, having stated last week that before the month is out, Bitcoin Ordinals will be added to its NFT marketplace. Ordinals preceded the development of the BRC-20 standard by a couple of months, with over five million of the inscriptions having been generated since they emerged. It’s believed that the minting of those Ordinals has generated fees to the value of around 1,000 BTC (or $27 million as per the BTC/USD price at the time of publication).Growing painsWhile the emergence of the BRC-20 standard and Bitcoin Ordinals brings quite a lot of excitement to a bitcoin blockchain that many found to be boring and lacking diversity in terms of potential use cases, it’s not been without its problems. On the one hand, these tokens and inscriptions make use of unused block space on the network.They also offer a solution to the longer term issue of a reduction in fees. The bitcoin blockchain in-built subsidy to miners is halved every four years, meaning that there will be a need for fees to sustain the incentive to miners to continue to secure the network.The downside to these recent developments is that the new tokens are going beyond using up unused block space. Instead, they’ve been responsible for driving Bitcoin transaction fees up to uncomfortable levels over the course of the past two weeks. It’s still early days in terms of this development, so there is every hope that developers can find solutions to the issue.Last week, Singapore-based project OmniBOLT announced that it will support BRC-20 tokens on Lightning Network. Taking some of this activity away from the bitcoin mainnet will serve to dampen excessive transaction costs and transaction delays due to an excessively long queue of transactions within the bitcoin mempool.The recent transaction cost difficulty relative to Bitcoin has prompted Binance to respond by stating its intention to add support for Lightning Network transactions in the not too distant future. OKX already supports Lightning transactions but not from within its wallet. As part of this announcement, the company stated that Lightning support will be coming to its wallet in the near future.

Sky Mavis, the Singapore-headquartered developer behind Axie Infinity, has taken an interesting approach to bring about adoption for what will ultimately be a Web3 game.Initially, the game was launched on iOS with zero Web3 aspects to it. NFTs will not feature. Players will be given free non-NFT “starter characters.” That’s an entirely different approach to the one employed on the original Axie Infinity game. In that instance, players had to acquire NFT-based characters, by either renting or buying them, in order to participate in the game from the outset.While those starter characters will remain non-NFT in nature, the plan is to facilitate players in purchasing NFT-based characters at a later stage, as they progress within the game. Axie Infinity Co-Founder and COO Aleksander Leonard Larsen explained the strategy in an interview with Decrypt:“Starter Axies will remain as non-NFTs, but eventually as people buy other Axies in app we will want [to] turn them into NFTs.”App Store listingIt appears that the firm has been working on an Apple App Store listing for quite some time already. Larsen explained: “We have been in touch with Apple for about two years now, after a lot of trial and error, the current version is a lite version of Axie Origins with more to follow.”In a social media post, the project confirmed the significance of the listing: “We believe this is the first time that Apple has agreed to make an externally-purchased NFT usable on the App Store.” The initial step to getting listed on the large application platforms started out with a feature-limited Origins listing on the Malaysian version of the Google PlayStore in December 2022, before getting listed on that platform on a broader basis.The project outlined that it was following a similar strategy with Apple. This release will see the Axie Infinity Origin game listed on the Apple App Store relative to the following markets: Argentina, Colombia, Peru, Mexico, Venezuela, Indonesia, Malaysia, and Vietnam. The expectation is that the game will be listed in more territories as matters progress.Token price increaseAs the game runs on Sky Mavis’s Ronin network, an Ethereum sidechain, players who own Axie NFTs will still be able to utilize them in gameplay via the iOS version. The significance of the listing wasn’t lost on Axie Infinity community members. The unit price of the Axie Infinity Shards ($AXS) token, a governance token for the Axie Infinity gaming ecosystem, increased by 8% on Wednesday.Axie has proven to be a standout Web3 project for the Asian region. Axie’s developer, Sky Mavis is headquartered in Singapore although the project first emerged via its Vietnam-based development team.The original Axie game, which captured the imagination of crypto-enthusiasts more so than traditional gamers due to its ‘play-to-earn’ model, really came into its own during the pandemic. In particular, the game garnered a lot of adoption in the Philippines due to the opportunity it presented to Filipinos to earn tokens as a result of gameplay.
