South Korea Launches Blockchain Project to Streamline Public Services

The South Korean Ministry of Science and ICT and the Korea Internet and Security Agency (KISA) have launched the 2023 blockchain application project to bolster the domestic industry and adapt to the rapidly evolving global blockchain landscape.

$1.6 million project

As part of the Korean government’s broader strategy to promote the blockchain industry, the project has received a budget of approximately 20.7 billion KRW ($1.6 million). The project participants are focused on exploring blockchain-based services that offer convenience to the public and have the potential to penetrate the global market. The digitization of drivers’ licenses is such a service that has been developed and has simplified the lives of Korean citizens.

The project encompasses both the public and private sectors, each undertaking six programs. The public sector programs aim to explore blockchain-based services that the government can provide, while the private sector programs are dedicated to supporting the commercialization of business prototypes developed by companies.

 

Public sector programs

The six public sector programs are the implementation of digital badges for national licenses, the development of an online voting system for residents, the establishment of a remote pension eligibility check system, the enhancement of the electronic authentication system, the streamlining of drone operation applications, and the creation of a performance tracking platform for athletes.

For instance, the implementation of digital badges for national licenses will greatly streamline the process for individuals who need to present their licenses to relevant organizations as a means of verifying their credentials. Presently, license holders are required to physically visit issuers or navigate their websites to gather the necessary documentation. However, the introduction of this new technology eliminates the need for this cumbersome process.

 

Private sector programs

Meanwhile, the private sector programs focus on developing the following six platforms: the battery life authentication system for electric vehicles (EVs), the oil waste trading platform, the non-fungible token (NFT) issuer for digital identity authentication, the NFT concert ticket system, the fractional investment platform for power plants, and the corporate management planner for environmental, social, and governance (ESG) initiatives.

For example, the introduction of a blockchain-based certificate system to assess the remaining life of EV batteries holds significant implications for both car insurance and the trading of used cars. Currently, the lack of comprehensive data to evaluate the exact value of EV batteries poses challenges to the efficient trade of both used cars and batteries. Establishing this certificate platform will not only promote battery recycling but also positively impact the industry as a whole.

A significant step followed in December, when the Hong Kong Legislative Council passed an amendment introducing a comprehensive licensing framework for virtual asset service providers (VASPs).In a recent development underscoring Hong Kong’s pro-crypto stance, HashKey and OSL have become the pioneering recipients of licenses for retail trading under the new regulatory regime, which commenced on June 1.Differing policy approachesPeople following developments in crypto and Web3 in China and East Asia have been speculating if the strategic positive shift in Hong Kong towards developing as a regional hub relative to the sector is indicative of a softening in the approach of mainland China towards the industry. It appears that Hong Kong’s pursuit of crypto business has been sanctioned by Beijing.Commentators have been monitoring the emergence of further encouraging signals. In May, Chinese state television featured a segment that covered cryptocurrency and in particular Bitcoin. Binance CEO Changpeng Zhao (CZ) was sufficiently encouraged by the development to suggest that it was “a big deal,” although the clip was later removed from the broadcaster’s website.Ng’s proposal aligns with the broader narrative of Hong Kong’s ambitious push into the Web3 landscape, capitalizing on its favorable regulatory environment to attract crypto-related ventures. As discussions evolve around the potential interconnectivity between Hong Kong and Shanghai’s digital asset exchanges, the global cryptocurrency community watches with interest to see if there are any emerging signs that Beijing will reciprocate positively.

PowerTrade partnership sees BitMEX launch options trading service

BitMEX, the Seychelles-headquartered cryptocurrency derivatives exchange, has officially launched a new options trading platform in collaboration with PowerTrade, a specialized crypto options platform.  The exchange announced details of the new product offering via a blog post published to its website. The firm intends to provide traders with a comprehensive suite of options for major cryptocurrencies such as Bitcoin (BTC), Ethereum (ETH), Ripple (XRP), Binance Coin (BNB), Solana (SOL) and Dogecoin (DOGE).  Crypto options are being offered in an effort to cater to the needs of institutional traders. Mario Gomez Lozada, CEO of PowerTrade, highlighted the synergy between BitMEX's deep market liquidity and PowerTrade's trader-centric technology. This strategic alliance aims to furnish traders with a seamless and high-performance trading experience, with the objective of meeting the demands of serious traders seeking effective and efficient trading tools. Taking to X, PowerTrade described the partnership as “a new era for options.” The firm outlined that although options only account for 3% of the crypto market, its expanding rapidly year-on-year. It recently upped the ante to 250x for its Bitcoin perpetual swap prior to the halving. The company is now attempting to etch out a significant market share in the crypto options niche. To do so, it will have to compete with market leader Deribit. Deribit has been at the helm, accounting for 70% ($35.7 billion) of the $51.1 billion trading volume for Bitcoin options in April and maintaining its dominance since 2020. Despite challenges from large crypto exchanges like OKX and Binance, Deribit has held its ground. In discussion with The Block, BitMEX CEO Stephan Lutz said that the firm was targeting at least $500 million in trading volume within three months,  Zero trading feesIn a bid to attract traders to its new platform, BitMEX has devised a promotional campaign featuring zero trading fees on all options transactions throughout May. Moreover, the first 1,000 new traders joining the platform will receive a $20 bonus, further incentivizing participation. The platform also offers rewards based on trading volume, referred trading volumes and monthly trading competitions, injecting an element of competition and potential profit for active users. Upon conclusion of the promotional period, BitMEX's fee structure for options trading will align with its existing spot trading framework. This strategic move ensures a seamless integration of the options platform into BitMEX's ecosystem, providing users with a consistent and predictable cost model when trading across different digital assets.
