Hong Kong Embraces Web3 Development with Dedicated Task Force

Hong Kong has taken another step towards embracing the potential growth of the crypto industry by creating a dedicated task force for Web3 development.

Led by Financial Secretary Paul Chan, the task force, which was announced on Friday, consists of 15 non-official members, including university professors and entrepreneurs. As official members, government officials and financial regulators are involved.

Financial Secretary Chan expressed his optimism about blockchain technology, the foundation of Web3, highlighting its potential for innovation through features such as disintermediation, security, transparency, and cost-efficiency. The task force envisions Web3 as a solution to challenges faced in sectors like finance, trade, business operations, and everyday life.

Multi-agency participation

Notable members of the task force include the CEOs of the Hong Kong Monetary Authority (HKMA), Securities and Futures Commission (SFC), and Hong Kong Exchanges and Clearing. Their presence demonstrates the commitment of top finance regulators in Hong Kong to the Web3 initiative. Additionally, Yat Siu, chairman of metaverse firm Animoca Brands, joins as a non-official member, bringing diverse perspectives to the table.

Financial Secretary Chan emphasized Hong Kong’s ambition to become a significant player in the Web3 space. The city-state aims to support companies and nurture local talent within the ecosystem. This initiative aligns with Hong Kong’s long-term vision for crypto development, as set out in a policy document released last October. It’s the latest in a whole series of measures officials have taken since then to further that crypto ambition.

 

Strategic positioning

By establishing the Web3 task force, Hong Kong seeks to position itself as a prominent hub for crypto activities. The city-state recognizes the potential economic benefits and job opportunities associated with the crypto industry. The task force’s diverse composition reflects the government’s intention to collaborate with stakeholders from various sectors and gather insights from academia, government bodies, and industry experts.

Furthermore, the task force aims to create a supportive environment for digital asset development. Hong Kong’s financial regulators have been actively working on regulatory frameworks to ensure investor protection and promote market integrity.

While it is still in the early stages, global crypto exchanges like Huobi, OKX, and BitMEX have recently expressed their intentions to establish a presence in Hong Kong. This indicates growing interest in the city-state’s crypto potential and validates the government’s efforts to position Hong Kong as a welcoming and conducive environment for crypto-related businesses.

With its commitment to fostering digital asset development, Hong Kong demonstrates a forward-thinking approach to leverage the benefits of blockchain technology and position itself as a thriving ecosystem for Web3 innovation.

The collaboration between academic, governmental, and regulatory stakeholders sets the stage for the Chinese autonomous territory to capitalize on the opportunities presented by the evolving crypto space. Hong Kong’s proactive stance and the establishment of the Web3 task force reinforce its position as a global financial hub and a front-runner in embracing emerging technologies for future economic growth.

They can then make a donation with their card or card points and apply for an NFT. Korbit said that it would airdrop all NFTs to donors at the end of the campaign in December, which can be verified on Korbit’s NFT marketplace and Shinhan pLay app’s MyNFT service. The images minted on the donation NFTs, which depict Cambodian youths on tuk tuks, are a contribution from Park Hye-geun, an artist who has worked on children’s books, educational materials, and more.Notably, during a memorandum of understanding (MOU) signing ceremony last Monday, the three entities opted for an NFT certificate confirming their partnership instead of directly signing a document as a means to further implement NFTs into their collaboration.Boosting ESG efforts“We are pleased to contribute to creating a trend of making donations through NFTs and will continue to uphold our ESG management to have a positive impact on society,” said Oh Se-jin, CEO of Korbit. Meanwhile, Hyun Jin-young, CEO of the Good Neighbors Global Impact Foundation, applauded Korbit’s efforts to promote a culture of donation and address global social issues through the use of NFTs. He also stated that he looks forward to various technological collaborations with Korbit in the future.Korbit has previously worked with Shinhan Card on various cultural and artistic ESG activities, such as hosting an art fair in April in Seoul, where some 200 artists showcased their artworks.

Temasek Refutes Claims of Investment in Array

Despite reports emerging on Monday that it had invested in Array, an algorithmic currency system, Singaporean state-owned conglomerate and global investment firm Temasek has denied any such investment.In a very brief statement published to its website on Tuesday, Temasek stated:“We have seen news articles and a tweet from Array about Temasek’s investment in it. This news is incorrect. Temasek has not invested in Array and we have no relationship with them.”CoinTelegraph had taken to reporting the claim on Monday. The article had outlined a $10 million investment by the Singaporean state investor into Array, the developer of an algorithmic currency system that relies upon smart contracts and artificial intelligence. Reputational lossIf it had been true, such an investment would have been seen as a positive for the crypto space as it would be indicative of a renewed appetite for crypto-based projects from the giant Southeast Asian investor.Temasek was a key investor in failed cryptocurrency exchange, FTX. In November 2022, the company had to write down its entire investment of $275 million into the fraudulently managed exchange business. To an onlooker, a $275 million write-down may seem like an extraordinary loss.However, given that the Singaporean investing behemoth has a $403 billion dollar portfolio, the loss represents just 0.09% of that portfolio, hardly making a dent in the health of the company.The greater loss for Temasek relative to the FTX collapse has been reputational. Top tier venture capital investors like Temasek, who had otherwise been assumed to be the most diligent of actors in the professional investing world, were all sharply criticized for failing to identify the extent of the mismanagement and fraud that had occurred at the now bankrupt cryptocurrency exchange. Bogus ClaimsIn fairness to those who had reported the fake news, they were acting on information that Array had put out into the ether and as of yet, has not corrected. At the time of publication, the project’s website features a list of renowned investors including Temasek. Alongside Temasek, Array claims to have obtained investment from Standard Chartered, Coinbase Ventures, Spark Capital, Khosla Ventures, The Blackstone Group, Binance Labs, Sequoia Capital and a16z.In the case of Binance Labs, a spokesperson for the venture arm of the global exchange told The Block that it is not an investor in the project. To further dispel the claim, Temasek took to Twitter, stating:”Fake news about Temasek’s investment in @Array_Protocol. We have seen news articles and a tweet from Array about Temasek’s investment in it. This news is incorrect. Temasek has not invested in Array and we have no relationship with them.” Further instances of misinformationThe misinformation follows a similar scenario that played out with OPNX, a newly launched platform that offers spot and futures trading, alongside the ability for investors to trade bankruptcy claims.A couple of weeks ago, the platform, which had been founded by Kyle Davies and Su Zhu, the key executives behind failed crypto hedge fund, Three Arrows Capital, asserted that it had the backing of some notable investors. Almost immediately, venture capital and market maker DRW and venture capital firm Nascent denied that they were investors in OPNX.
