HeyBit to Cease Virtual Asset Deposit Services in October

South Korean centralized finance (CeFi) company HeyBit announced on Monday that it will terminate its virtual asset deposit service, Harvest, on October 2 in line with regulatory guidelines.

Regulatory limitations

“Although we have made efforts to pay promised returns and provide stable digital asset investment products, we have ultimately decided to terminate the Harvest service in accordance with the policy guidelines of regulatory authorities,” the company said in a statement.

It further emphasized that the service termination is solely due to regulatory restrictions, rather than questions of financial integrity or credit issues, while also citing its judgment call that running a deposit business is practically impossible at the moment.

“Although some customers of other businesses have faced damages due to operational issues, the results of our due diligence report for the second quarter of 2023 were consistent with that of our last four reports, stating that the value of the assets we own exceeds that of deposited assets,” HeyBit said, seemingly referring to the recent class-action lawsuits against the Korean crypto platforms Haru Invest and Delio, who had unexpectedly suspended customer deposits and withdrawals, inciting KRW 50 billion (approximately $39 million at the time of the incident) in damages in the process. The company stressed that it was unrelated to this debacle and was securely storing all customer assets, alleviating potential investor concerns.

The company has thus been able to properly handle management operations involving promised returns, additional deposits, and withdrawals for Harvest users up until now.

However, it has decided to comply with the Virtual Asset User Protection Act, which is set to take effect next year in Korea. Article 7, Paragraph 2 of this act outlines that virtual asset companies must keep their own virtual assets and customers’ virtual assets separate, and they must own the same quantity and type of virtual assets — including deposited assets — as those that have been entrusted by customers.

“We are thus unable to use the assets entrusted to us by our customers as a source of return,” HeyBit said.

 

Planned rebound

Despite this setback, the company promised to resume services based on regulatory and policy changes in the future, including revamping virtual asset deposit services.

This collaboration will empower the agency to confiscate virtual assets from parents who are delinquent in paying child support.Since 2015, the CSA has been offering emergency child support for approximately a year to low-income single parents who have not received payments from non-custodial parents. In this process, the agency initially pays the child support on behalf of the non-custodial parents and subsequently pursues reimbursement from them. This system ensures that the immediate needs of the children are met while still holding non-custodial parents accountable for their financial responsibilities.Before July 2022, the CSA was required to initiate lawsuits against non-compliant parents to recover child support payments. However, since then, the agency has been authorized to directly pursue reimbursements by following the compulsory national tax collection process.Challenges in enforcing child support paymentsDespite these improved measures, the government still encountered challenges in enforcing child support payments. Some non-compliant parents have resorted to earning income under other people’s names or deliberately concealing their properties, including virtual assets, to evade their child support obligations.Against this backdrop, the recent partnership between the CSA and the KCB is a strategic move to enhance the enforcement of child support payments. This collaboration will grant the CSA access to KCB’s virtual asset management system. With this access, the CSA will be able to efficiently search for and seize the cryptocurrency holdings of non-compliant parents.Jeon Joo-won, the head of the CSA, underlined the significance of the agency’s collaboration with the KCB. She pointed out that utilizing KCB’s financial transaction data will improve the CSA’s enforcement of child support payments. Jeon also emphasized that the mutual support between the two agencies will serve as a foundation for promoting social values, highlighting the broader societal impact of their combined efforts to ensure responsible child support compliance.

Philippines to move forward with CBDC without blockchain

The Philippines' central bank has confirmed it has no plans to issue a retail version of a central bank digital currency (CBDC) but that it has definite plans to introduce a wholesale-level CBDC, albeit without using blockchain as the underlying technology. Avoiding retail-level bank run riskThe bank expressed concerns that a retail CBDC could potentially trigger bank runs, given the velocity at which digital currency can be transacted. However, in an interview with local media outlet, the Inquirer, the central bank governor Eli Remolona clarified that within the next two years, the country has definite plans to roll out a wholesale CBDC. CBDCs come in retail and wholesale forms, with the former accessible to the general public and the latter exclusively for institutional use. While the Philippines central bank initiated an exploratory study previously relative to CBDC use, concerns have been raised by the Bank for International Settlements (BIS) about the readiness of institutions to handle the risks associated with CBDCs.Photo by Krisia on PexelsDismissing blockchainDespite this move, the bank does not intend to utilize blockchain or digital ledger technology, which are fundamental to many virtual assets. Remolona stated: "Other central banks have tried blockchain, but it didn’t go well." Instead, the CBDC will operate on a payment and settlement system owned by the central bank, with a focus on wholesale transactions mediated by banks. This marks a shift in the central bank's approach to underlying technology where a CBDC is concerned. The Bangko Sentral ng Pilipinas (BSP) initially embarked on an exploratory study regarding CBDCs in 2022, known as Project CBDCPh. Upon completion of that study, it followed up with a pilot project called Project Agila, concentrating on a wholesale CBDC. Project Agila leaned on the use of the Hyperledger Fabric blockchain, considering it for use on the first wholesale CBDC.  Hyperledger Fabric is an open-source blockchain framework hosted by the Linux Foundation. Companies like IBM, SAP and Intel have all contributed to the development of the enterprise-grade permissioned blockchain network. However, it appears that the BSP is shying away from using any type of blockchain-based solution in establishing its CBDC. Regional steps towards CBDC useThe central bank of the Philippines is among several in the Asia-Pacific (APAC) region that are working towards the introduction of a CBDC. Earlier this month an official from the Reserve Bank of India (RBI) outlined that the central bank will move forward with CBDC development while working towards addressing privacy concerns that citizens may have with a digital rupee. Towards the end of last month, the Japanese government, in collaboration with the Bank of Japan, appeared to be gearing up for the rollout of a CBDC. In a recent meeting between both parties, several legislative matters were identified as key to ensuring a smooth path to the unobstructed launch of a digital currency. There has also been a lot of activity relative to attempts to utilize CBDCs for cross-border trade over the course of the past year. In the United Arab Emirates (UAE), the country announced the first-ever use of its CBDC or digital dirham in a trade deal with China using mBridge, a multi-CBDC platform that supports peer-to-peer, cross-border payments in real time.

The paper is due to appear in the Annual Review of Fintech in due course.The research paper initially sets out with a review of the different forms of voting currently used to affect DAO governance in the various early stage projects that are already up and running. Having taken a deep dive into existing approaches, the research team of Qinxu Ding, Weibiao Xu, Zhiguo Wang and David Kuo Chuen Lee decided that they could go one better themselves.Their review encompassed eight current approaches including the following: token-based quorum voting, knowledge-extractable voting, conviction voting and reputation-based voting. Each voting scheme was then evaluated based on the following factors:Efficiency: An assessment of the speed at which proposals are selected and approved.Fairness: Each voter should have equal rights to vote.Scalability: The degree to which storage, computation and communication needs can be adjusted relative to the number of voters.Robustness: An assessment of the relative resistance of the voting scheme to attacks and collusion.Incentive Schemes: The extent to which DAO members are motivated to vote.Following on from that analysis, the scientists put forward a hypothetical voting mechanism with design considerations relative to fully decentralized and permissionless DAO governance. When it came to ratings, the holographic consensus approach scored highest, with a “high” rating in the categories of efficiency, fairness and robustness, dropping down to medium when it came to scalability. None of the other approaches came close.In trying to go one better, the team took the holographic consensus approach and set out to create their own hypothetical voting mechanism based on this model. As evidenced from the paper, they tried to effect improvements to this approach:“We know that the downside of the conviction voting mechanism is that it takes time to approve an urgent proposal. To address this concern, we introduce a blind betting mechanism: each member could choose whether to bet on any proposals with a certain number of their tokens.”The researcher’s hypothetical model allows stakeholders to gamble their tokens on the likelihood of a proposal passing or failing. The logic with this approach, they claim, is that it would speed up the governance process, while making it more robust at the same time.In concluding remarks, the researchers acknowledged that all approaches were not without their pros and cons. They point out that the further development of DAOs shouldn’t be confined to a static organizational future. While they believe that their own hypothetical scheme is in theory superior, they acknowledge that it too has flaws. With that, the realities of implementing it in the real world may be a challenge.
