China’s JD.com to apply for stablecoin licenses in key markets

JD.com, also known as JINGDONG, a NASDAQ-listed Chinese e-commerce giant, is understood to be making plans to acquire stablecoin licensing in key international markets. 

 

According to Chinese news site, Guancha.cn, Richard Liu, the founder of JD.com, which recorded revenues of $41.5 billion in Q1 2025, outlined details regarding the company’s stablecoin plans in a press briefing held in Beijing on June 17. Liu stated:

 

"We hope to apply for stablecoin licenses in all major countries with sovereign currencies. With these licenses, our goal is to enable global foreign exchange transactions, starting with business-to-business payments."

Reducing costs & settlement time

The JD.com founder added that using stablecoins, the company “can reduce payment costs by 90% and complete transactions within 10 seconds,” while going on to point out that payments made by way of the traditional SWIFT financial messaging system take up to four working days to settle.

 

While JD.com plans to commence with a utilization of stablecoins for business-to-business transactions, Liu said, “We hope that one day, people around the world will be able to use JD’s digital currency for global payments.”

 

JD.com’s move towards the use of stablecoins follows a similar step taken by Ant Group, an affiliate company of Chinese e-commerce rival, Alibaba Group. It emerged last week that subsidiary company Ant International intends to apply for stablecoin licensing in Hong Kong, Singapore and Luxembourg. Additionally, Ant Digital Technologies, another Ant Group subsidiary, is also planning on applying for a stablecoin license in Hong Kong, once the Chinese autonomous territory rolls out its stablecoin regulation this summer.

 

Stablecoin sandbox participant

While JD.com has now announced its intentions with regard to the use of stablecoins, it has not as yet fully deployed its own token. However, JD Coinlink, a subsidiary company under its JD Technology arm, recently launched the second testing phase for a Hong Kong dollar (HKD)-pegged stablecoin. 

 

The project first announced its intentions to issue a HKD-pegged stablecoin called the “JD Stablecoin,” back in June 2024. At that time, it asserted that reserves would be composed of highly liquid and credible assets, with those funds being regularly audited and held independently via licensed financial institutions. 

 

Last July, the Hong Kong Monetary Authority (HKMA) launched a regulatory sandbox for stablecoin issuers with JD Coinlink joining Animoca Brands, Standard Chartered and Hong Kong Telecommunications as participants. The sandbox allows participants to test both the issuance and the use of stablecoins for a variety of use cases including payments, supply chain management and capital markets.

 

Hong Kong has set Aug. 1 as the effective date for its Stablecoin Ordinance, which will enable certain stablecoins to be issued without a license when offered to professional investors, while a stablecoin must be licensed if offered to a retail market participant.

 

JD.com has developed its own proprietary blockchain, Zhizhen Chain, with that network already accounting for $7 billion in supply chain finance-related transactions.

 

KuCoin CEO BC Wong commented on JD.com’s stablecoin plans, stating that the development is a “big signal,” while noting that in the United States, the GENIUS Act, legislation concerned with the issuance and exchange of stablecoins, has just been passed by the U.S. Senate.

Consequently, OKX and other crypto exchanges have refrained from advertising such services in the country.As the Premier League clubs have collectively agreed to restrict gambling sponsorships on team shirts, there are concerns that similar restrictions may be imposed on crypto company sponsorships. However, any such developments are expected to be some years away, as the changes regarding gambling sponsorships are scheduled to take effect in the 2026/2027 soccer season.Marketing spend by crypto firms has sobered up quite a bit since the heady heights of the last bull run. However, OKX remains one entity which has been fairly consistent in continuing its marketing efforts regardless of market conditions.

Taiwan to Restrict Offshore Non-Complaint ExchangesTaiwan’s Financial Supervisory Commission (FSC) has been working towards taking proactive steps to regulate the cryptocurrency industry within its borders recently. One key guiding principle it has developed is to impose strict regulation on offshore crypto exchanges operating in Taiwan.Photo by Vas on UnsplashTen guiding principlesTaiwan’s Central News Agency reported on Thursday that in an effort to ensure compliance and protect consumers, the FSC has developed ten guiding principles for virtual asset service providers (VASPs). These principles are set to be officially released by the end of this month, according to a government official.The guiding principles will encompass several important aspects of the crypto industry. They will emphasize the need for enhanced information disclosure, requiring businesses to establish clear review standards for the listing and delisting of virtual assets. Additionally, there will be a focus on ensuring the separation and proper custody of assets belonging to both companies and customers.Focusing on offshore complianceThe FSC intends to make it clear that offshore crypto exchanges must adhere to proper compliance registration if they want to conduct business onshore. The move is in line with what appears to be a commitment by the Taiwanese authorities to promote responsible and secure cryptocurrency operations.One particularly significant restriction is the prohibition of illegal solicitation of business by foreign crypto firms. The FSC is determined to enforce this rule strictly. Foreign VASPs that fail to register according to company law and declare their compliance with anti-money laundering regulations to the FSC will be barred from soliciting business in Taiwan or catering to domestic residents.It’s worth noting that Taiwan has been proactive in implementing anti-money laundering laws for VASPs since July 2021. Although this particular measure has been in place, the cryptocurrency industry in Taiwan has largely operated in a regulatory vacuum. However, recent developments suggest a shift towards greater oversight and accountability.One notable example is Binance, the world’s largest cryptocurrency exchange, which has initiated the process of registering for anti-money laundering compliance in Taiwan. Despite not being fully regulated in the country, Binance has established a local entity, “Binance International Limited Taiwan Branch (Seychelles),” and received government approval for company registration.Building a regulatory frameworkIn addition to these regulatory efforts, the Ministry of Economic Affairs has proposed the creation of a new business category within relevant regulations. This move aims to facilitate the formation of cryptocurrency-related industry associations, encouraging the development of self-regulatory guidelines.The forthcoming guiding principles for VASPs are expected to provide much-needed clarity and structure to the rapidly evolving world of cryptocurrencies within Taiwan’s borders.Many leading jurisdictions have been behind the curve in developing a clear, workable regulatory framework for crypto. That has led to many exchanges establishing themselves in offshore locations where light touch regulation is applied. It’s highly likely that the Taiwanese have examined the fallout from this development, best exemplified by the spectacular collapse of Bahamas-based FTX last November.

According to the details of the order, Hayes is prohibited from “making any threatening, abusive or insulting communication that would cause the Applicant harassment, alarm or distress.”Additionally, the former CEO of crypto trading platform BitMEX is forbidden from using “threatening, abusive or insulting words” in relation to Su Zhu. The order, which was issued by Judge Sandra Looi Ai Lin, clarifies that the BitMEX Co-Founder is not permitted to publish “any identity information” relative to Zhu or to communicate with him “by any means.”$6 million owedIt’s an understatement to say that Zhu, alongside fellow 3AC founder Kyle Davies, are not on Hayes’ list of favorite people in recent times. Following the 3AC collapse, Hayes has maintained that he is owed $6 million by the duo. Since the collapse of the hedge fund, Hayes has been tweeting out at the pair, calling them out relative to his claim that the duo have a debt obligation to him to the tune of $6 million.While both Hayes and Zhu have blemishes on their records, Hayes is much better regarded within the crypto community than Zhu. The BitMEX Co-Founder narrowly avoided a prison sentence in 2022 with the much lesser sanction of six months home detention being applied. That arose due to federal charges brought against him on the basis that he didn’t implement anti money laundering (AML) compliance procedures and checks at BitMEX while he was CEO of the firm.Despite this failure, Hayes remains popular within the crypto space, with his insightful commentary being lauded given that since he left BitMEX he has taken to writing blog articles relative to crypto and the broader economic situation. However, blog site Medium has taken to disabling access to his most recent blog article. The blog page states that the post “is under investigation or was found in violation of the Medium Rules.”Lacking a welcomeIn contrast with Hayes, commentary relative to the 3AC duo of Zhu and Davies has lacked warmth. Neither of the duo had jumped on social media for a number of months following the collapse of 3AC. More recently they have both tried to rehabilitate themselves, with many commentators within the space seeing it as a cynical move.In February the duo launched Open Exchange, more commonly known as OPNX, a trading platform for crypto-related bankruptcy claims. At that time, Hayes tweeted out that he interpreted the news as the return of the crypto bull market.Earlier this month, OPNX claimed that it had the backing of several credible entities in the crypto space. However, immediately afterwards, a number of those firms clarified that they had nothing to do with the startup.Meanwhile, crypto-focused venture capital investor Michael Arrington tweeted out his disdain in relation to the 3AC founder’s successful fund raise:“Three f***ing arrows dip****s successfully raising a new fund is the saddest bulls**t I’ve heard in a long time.”The regulator in Dubai has also failed to roll out the red carpet for the duo’s new venture. In April, it issued an investor alert in relation to OPNX. Subsequently, it has followed up with a formal written reprimand issued to Zhu and Davies, given that the business is not registered with the regulator although operating out of Dubai.
