Abu Dhabi Puts Forward Legal Framework for Decentralized Tech

Authorities in Abu Dhabi, the capital of the United Arab Emirates (UAE) as well as an individual emirate within it, have published a proposed legislative framework for distributed ledger technology.

The consultation paper, titled “Proposal for a legislative framework for distributed technology foundations” was published earlier this month by the Abu Dhabi Global Market’s (ADGM) Registration Authority.

 

Promoting investor protection

The document covers a broad spectrum of aspects relative to digital assets and crypto entities, including corporate governance, insolvency and restructuring considerations, and data protection. The ADGM’s objective with the proposed policy is to advance investor protection, improve market integrity and efficiency, and build towards a comprehensive regulatory framework.

 

Specific proposals

More specifically, the policy would implicate an enhancement in the protection of whistle-blowers who report misconduct relative to ADGM-regulated companies. Under the proposal, new rules would be introduced to ensure that digital asset platforms operate in a fair and transparent manner. A requirement would be placed on regulated companies to disclose detailed information in relation to beneficial ownership and control structures. Furthermore, the policy seeks to bring about an improved dispute resolution process between the stakeholders involved in ADGM-regulated transactions.

 

Building upon an existing framework

The Abu Dhabi regulator’s current legal framework is built upon English common law. It has its own financial services regulator, the Financial Services Regulatory Authority (FSRA) which operates independently and is responsible for supervising and licensing financial institutions and market participants. The FSRA takes a principles-based approach, regulating those market actors attempting to maintain financial stability and integrity, promote market competition and innovation and ensure customer protection.

ADGM has sought to act on an international basis by signing agreements with regulatory bodies in the UK, Hong Kong and Singapore, in an effort to enable information sharing and cross-border cooperation.

 

Regulatory activity

At a national level, earlier this year the UAE enacted a digital assets regulatory framework. Earlier this week, the UAE also revealed a federal licensing system for crypto companies. In February, work began on a $2 billion initiative to nurture blockchain and Web3 startups via Hub71, the emirate’s tech ecosystem. The initiative provides startups with access to a broad range of support services as well as potential collaborations with government and investment partners.

According to the document, “this Consultation Paper is of interest to any persons operating or planning DLT projects, persons engaging in digital asset-related activities and their legal advisors, as well as DLT participants, associations, and stakeholders.”

With that, the ADGM is inviting comments and feedback from members of the public on the proposed changes contained within the consultation paper. To aid public comment, the policy document includes a number of questions that it invites stakeholders to consider as they work towards submitting their feedback.

Those interested have until May 12 to take the opportunity to submit their comments and views relative to the Abu Dhabi regulator’s proposed framework.

TechCrunch noted that Dream Sports is actively renegotiating several licensing agreements previously inked by Rario as part of cost-cutting measures.High profile investorsRario boasts a roster of high-profile investors, including global investment company Alpha Wave Global and cricket icon Sachin Tendulkar. In April 2022, the cricket NFT platform made waves by securing $120 million in a Series A funding round, asserting its dominance in the cricket NFT rights arena with over 900 cricketers on board at that time. It’s not clear what valuation the firm had at the time of the Series A funding round but in a prior round, Rario had been valued at $250 million.Founded in 2021, Rario set out with a mission to create digital cricket collectibles and foster an online community for passionate fans. By April 2021, the company had successfully sold 50,000 NFTs to sports enthusiasts spanning 20 countries.Cricket world partnershipsCricket is the second largest sport in the world with in excess of 1.5 billion fans worldwide. That leaves a lot of scope for Rario to harness NFTs to bring about new forms of engagement.Among Rario’s notable partnerships are agreements with cricket leagues such as Cricket Australia, the Australian Cricketers’ Association, the Caribbean Premier League, the Lanka Premier League, and the Abu Dhabi T10 League Legends League Cricket.Polygon changesPolygon Labs, the developer of the Ethereum-centric layer two scaling network upon which the Rario platform runs, also features India in its origin story. It too has seen upheaval at a managerial level recently. In July, the firm announced a number of senior positional changes. Its former Chief Legal Officer (CLO) was elevated to the position of CEO. Those changes saw Polygon Labs’ Indian Co-Founder Sandeep Naiwal transition to the role of Executive Chairman.Rario’s ongoing evolution reflects the dynamic nature of the NFT space, where startups must adapt to changing investor interests and market conditions. With its investors taking the reins, Rario faces a pivotal juncture in its journey to redefine how cricket fans engage with the sport through the exciting world of NFTs.

Titi Financial Announces $TITI Airdrop

Titi Financial Announces $TITI AirdropTiti Financial, the team behind Titi Protocol, a project that aims to further its $TiUSD algorithmic stablecoin, announced that it is currently distributing the first round of airdrops of its $TITI governance token.Taking to social media, the Singapore-based project encouraged interested parties to check their eligibility for the airdrop on the project’s website. In a Medium blog post, the project stated: “In order to give back to the users who have supported us all the way, TiTi protocol has decided to conduct the first round of airdrops to community users.”An algorithmic stablecoinTiTi Protocol is a decentralized, 100% collateral-backed, ‘use-to-earn’ algorithmic stablecoin. It aims to provide diversified and decentralized financial services based on the crypto-native stablecoin system, with an autonomous monetary policy.Alongside $TITI as the project’s governance token, $TiUSD is the accompanying stablecoin issued by TiTi Protocol.Initial DEX offering (IDO)The airdrop runs until May 9. Once that process has been completed, the project intends to launch on mainnet through an initial DEX offering (IDO). IDO volume will be 10 million $TITI, 1% of total issuance, with an initial price per token of $0.06.Launching on the Ethereum blockchain, the IDO commences on May 10, with the sale running until 8:00 UTC on May 13. Buyers have until 08:00 UTC on May 14 to claim their tokens. Total token supply has been set at 1,000,000,000 $TITI. Purchase amount parameters have been set, with a minimum to maximum range extending from $100 to $3,000. The $TITI token can be purchased using USDC, USDT or DAI stablecoin. The project has advised participants to prepare by having an Ethereum compatible wallet available, such as MetaMask, Gnosis Safe or WalletConnect.$3.5 million fund raiseLast month, the project disclosed that it had been successful in raising $3.5 million in funding. The funding round was led by California-based Spartan Group, a blockchain advisory and asset management firm. Other venture investors included SevenX Ventures, Incuba Alpha, DeFi Alliance, Agnostic Fund, Fourth Revolution Capital and Solidity Venture. A number of individual investors associated with Alpha Venture DAO and 0x1b from Fold Finance also participated.Overcoming algorithmic design shortcomingsIt’s interesting to see a renewed interest in algorithmic stablecoins after the epic collapse of Terra Luna in 2022. Additionally, it’s noteworthy that an institutional investment appetite exists given that backdrop. Lead investor Spartan Group cited the depegging risk alongside poor liquidity as being a known problem where algorithmic stablecoins are concerned. However, the investor believes that the Titi Protocol has the necessary design elements incorporated to counteract these issues.One of the key features of the protocol is that liquidity providers only need to provide single sided liquidity to Titi automated market makers (AMMs). The protocol itself covers the other side of that process, doing the math to mint the equivalent value of TiUSD.In April, the project also announced a partnership with Alpha Venture DAO. Metaplanet surpasses 4K Bitcoin following stock split

Metaplanet, the Tokyo-headquartered Bitcoin corporate treasury firm, has purchased an additional 696 BTC, following a stock split, bringing its total Bitcoin holding to 4,046 BTC.Photo by Kanchanara on Unsplash$341 million in BitcoinThe company publicized details of its latest Bitcoin purchase on X on April 1. It outlined that funding of this purchase was enabled through the allocation of cash held by the firm as a consequence of the sale of put options.  The average purchase price of the 696 BTC was 14,586,230 yen ($97,694). The average price the firm has paid per Bitcoin in relation to its entire holding of the leading digital asset is 12,943,181 yen ($86,689). Its overall Bitcoin holding has a total value of approximately $341 million. Taking to X, the firm’s CEO, Simon Gerovich, said that Metaplanet’s Bitcoin Income Generation business achieved 770 million yen ($5.2 million) in Q1 revenue, while year-to-date its Bitcoin yield has reached 95.6%. Stock split & bond issuanceThis purchase follows both a stock split and the issuance of bonds worth 2 billion yen ($13.3 million). On March 31, Metaplanet filed a disclosure outlining details of the bond issuance. The company issued the zero interest bonds via its Evo Fund. Buyers will be permitted to redeem the newly issued bonds at face value by Sept. 30. In an X post, Gerovich suggested that the bond issuance was being implemented in order to facilitate the company “buying the dip,” taking advantage of a downturn in the Bitcoin unit price over recent weeks. In a notice filed on Feb. 18, Metaplanet outlined details of its 10-to-1 stock split. The company described how it executed a reverse 10-to-1 stock split last August. This has created a problem for investors as in the interim, the stock price has increased significantly. Consequently, the share price is unwieldy, placing a substantial financial burden on investors. On that basis, the latest stock split will enable greater investor accessibility and improved liquidity. Arising from that, Metaplanet expects that it will gain a broader investor base. On March 30, Gerovich reported that Metaplanet stock is now a component within Betashares’ Crypto Innovators ETF. Betashares is an Australian asset manager with over $50 billion in assets under management.  The Metaplanet CEO suggested that the development pointed towards “growing interest from institutional investors,” while expressing his satisfaction with Australians now having access to Metaplanet’s Bitcoin First Strategy via the Australian Securities Exchange (ASX). The ‘Asian MicroStrategy’Metaplanet is being regarded by many industry commentators as the “Asian MicroStrategy,” referring to the American Bitcoin treasury firm that recently rebranded to Strategy, having pioneered a particular approach to building a position in Bitcoin within a corporate treasury. Metaplanet appears to have adopted the same Bitcoin playbook. In an appearance on the Coin Stories Podcast recently, Metaplanet’s Gerovich said that he encourages his friends to put “100% of their net worth into Bitcoin.” Last month, the company confirmed that it was pursuing a strategy to accumulate 10,000 Bitcoin in 2025 and 21,000 Bitcoin by 2026. The firm is now ranked ninth in the world as a corporate Bitcoin holder. Within Asia, it is the leading corporate holder of the world's largest digital asset.
