Henan Province Establishes Metaverse Fund

Policy & Regulation·May 08, 2023, 12:23 AM

An administrative body within China’s Henan Province has established a 150 million yuan ($21.7 million) private equity investment fund which will be centered on financing metaverse-related projects.

In a social media post on Thursday, the Assets Supervision and Administration Commission of Henan, a state-owned body, said that the fund had been created last month. The objective of the fund is to promote the development of the virtual reality and metaverse sectors. Specifically, the agency wants to bring about the development of “internationally competitive digital industrial clusters.”

A metaverse strategy

Last year, Henan province administrators released a plan, setting out the objective of achieving a local metaverse industry reaching a level of 30 billion yuan by 2025. The plan was titled “Henan’s metaverse industry development plan for the years 2022 to 2025.” Its authors set out the objective of creating an industrial metaverse, an energy metaverse, an education metaverse and a virtual human metaverse.

Henan is one of a number of regions vying to capture the upside in terms of the promise of the development of innovation relative to the metaverse. Earlier in 2022 local government in Shanghai set out to establish an industry fund of 10 billion yuan (approximately $1.4 billion) in assets, focused purely upon metaverse-centric development and innovation.

Earlier this year, a delegate attending one of the city’s most influential yearly political meetings called for efforts to be made to provide for adequate regulation to enable further metaverse development and effective supervision of the space.

The Beijing-based and state-backed China Computer Industry Association (CCIA) also took an interest last year, forming a metaverse committee to draft industry standards. It too planned to establish a 1 billion yuan fund, while aspiring to help other regional authorities establish a blueprint to progress the industry.

Not to be outdone, Hubei province’s Wuhan and Anhui administrative areas made a pledge to boost metaverse development over the course of the next five years. Within the Wuhan administrative area, city officials are said to be aiming to integrate the metaverse, cloud computing and blockchain into the conventional, real economy.

Opposing views

It’s curious to note that when it comes to decentralized blockchain and cryptocurrency, China has been vehemently opposed to their development within its borders. In September 2021, the country banned cryptocurrency transactions. Prior to that, it had implemented a ban on cryptocurrency mining activity, forcing the large miners that had long since established there to move overseas.

It’s difficult to see how it can be positive relative to the metaverse when a metaverse depends on the use of blockchain technology. To confuse matters further, over the course of the past six months, it seems to have given a mandate to the autonomous territory of Hong Kong to open its doors in facilitating the crypto and blockchain sector in total contrast to the stance taken within mainland China.

Recently compiled industry and market research suggests that the metaverse industry in China is expected to grow by 39.5% in 2023, with the space having experienced significant growth in the country over the course of Q3 and Q4, 2022.

Binance Labs Invests in GOMBLE

Binance’s venture capital arm, Binance Labs, has made an investment in South Korean blockchain games developer, GOMBLE. Binance Labs is a division of the global crypto exchange entity that identifies, invests, and empowers viable blockchain entrepreneurs, startups and communities. In a blog post published by the company late last month, Binance Labs outlined that it has participated in funding GOMBLE at a seed funding round stage. GOMBLE  is an affiliate of South Korea-based 111Percent, a casual mobile game publisher. Sustainable blockchain gamingFor its part, GOMBLE’s objective is to enable the global casual gamer community to experience blockchain games through reward mechanisms that are sustainable. An additional focus for the project is advancing NFT interoperability, through the development of mobile-based blockchain. The start-up plans to use the funding in order to develop and release its first mobile game, RumbyStars. Furthermore, it will continue to pursue a games-as-a-service (GaaS) model, with funding also being used to expand that GaaS-based platform. While blockchain-based gaming had something of an initial breakthrough through the emergence of Axie Infinity, that success was secured with a focus on blockchain rather than gaming, attracting participation via a play-to-earn approach from those already focused primarily on blockchain. Subsequently, many have questioned the sustainability of this approach from the perspectives of gameplay and the tokenomics that support it. A $25 billion market opportunityGOMBLE is focusing on addressing these two factors through its approach. Casual games in the Web2 sphere have seen an uptick in popularity. The casual games sector has the potential to reach a $25 billion market volume within four years. Bringing that Web3 focus on enjoyable game play to Web3 gaming extends that opportunity to blockchain-based gaming.Additionally, GOMBLE is working towards mistakes made with blockchain based gaming tokenomics in the past. It will focus on more balanced tokenomics using its $CRT token for governance. $CRT can be earned by players through a tournament prize system. From the other perspective, it can be spent on NFT purchases, tournament passes and in buying in-game items. This is how Yi He, Head of Binance Labs interprets GOMBLE’s approach: “Blockchain gaming needs to move away from the concept of ‘earning’ to what truly captures the hearts of billions of gamers: entertaining gameplay. GOMBLE’s experienced team and focus on building engaging, social, and sustainable blockchain games with flexible governance offers a pathway for delivering the value of Web3 to existing casual gamers, thus welcoming new users to the BNB Chain ecosystem.” RumbyStarsThe blockchain gaming start-up is planning for a soft release of its first game, RumbyStars within SouthEast Asia in Q2, 2023. Following that limited regional launch, the project will then broaden the offering to North America, South America, East Asia and Europe.Gomble’s CEO Jihoon Byun said that “Unlike existing blockchain games that focus on core games, GOMBLE aims to target the global market with easy and fun casual games that even non-gamers can enjoy. Starting with RumbyStars, GOMBLE is focused on building to provide users around the world with a pleasant experience and a greater diversity of games in the future.”In order to execute on the roadmap the project has set out for itself, it will recruit more development and design manpower. Furthermore, investment will be made in infrastructure in order to enable real-time service.

Swoo Pay partners with Mastercard to target Southeast Asian market

Netherlands-based mobile wallet Swoo Pay has joined forces with global financial giant Mastercard to target the Southeast Asian market, offering crypto cashback on everyday purchases. Crypto loyalty tokensThe partnership was announced via a press release published on Cointelegraph earlier this week. Through Swoo's platform, users stand to gain crypto rewards, specifically Swoo Loyalty Tokens, for each contactless payment made via the app using digitized Mastercard cards. The partnership marks yet another step forward in the convergence of traditional financial systems with the burgeoning world of cryptocurrency. It reflects a broader trend among major financial institutions and retailers, who increasingly view cryptocurrency integration as a means to revitalize loyalty programs. Once users accrue “Tokenback” in the form of Swoo Loyalty Tokens, they have the flexibility to either exchange their rewards for popular cryptocurrencies like USDT or BTC within the Swoo app or convert them into fiat currency through partnering services. As Swoo continues to refine its crypto rewards platform, it will incorporate more Web3 features, further enhancing the utility and value of loyalty tokens within its ecosystem.Photo by Markus Winkler on UnsplashTargeting emerging marketsSwoo Pay is targeting emerging markets. Alongside Southeast Asia, that also brings the Middle East region and Africa within the scope of its marketing efforts for this product offering. Emerging markets have long been seen as ideal markets within which to bring about crypto adoption more generally. The significance of this announcement wasn’t lost on Nicki Sanders, chief technology officer (CTO) with tokenized real estate enterprise, Realio. Taking to social media, Sanders cited crypto adoption as one of three main reasons as to why this partnership could be a game-changer.   Sanders feels that the nature of the offering will result in crypto adoption as daily crypto use will be boosted. In turn, that will bring digital currencies into the realm of mainstream acceptability. She also feels that the product offering will be significant in terms of financial inclusion as it’s very accessible to underserved communities. Additionally, Sanders identifies the inherent innovation as being likely to result in mass adoption. “Focusing on Android and Huawei users, Swoo Pay navigates around Google service sanctions, offering a fresh pathway to digital payments,” she claims. This partnership builds upon the success of a previous trial campaign dubbed “Super Tokenback with Mastercard.” During the three-week initiative, users enjoyed 5% Tokenback (crypto cashback) on all Mastercard purchases made through Swoo Pay. The results were positive, with over 17,000 participants conducting upwards of 128,000 transactions. Not only did this drive increase card spend, but it also introduced a wave of new consumers to the concept of crypto-backed rewards. Representatives from Swoo emphasize the seamless integration of crypto into mainstream markets, ensuring compliance with local regulations and simplifying the launch and scalability of marketing campaigns to attract new users. Conversely, officials from Mastercard underscore the company's commitment to expanding the possibilities of digital payment instruments, prioritizing convenience, technological advancement and security. They highlight the role of Swoo Pay in addressing issues with tokenized payments for Android device users, thereby broadening accessibility to these innovative financial solutions.
