Japan’s Financial Services Agency has asked the finance ministry for ¥40 billion ($270 million) in its fiscal 2027 budget to strengthen digital capabilities in financial administration, local media including Kyodo News reported on Aug. 24. The request is about 60% higher than the fiscal 2026 budget.
The agency’s initial budget request for fiscal 2027 includes plans to build an AI-based market surveillance and monitoring system and support a transition to post-quantum cryptography, according to the reports. It also includes measures to strengthen oversight of cryptocurrency service providers and increase specialist staffing for cyber security and advanced AI-related risk responses.

Bitcoin’s recent rally suggests investment capital concentrated in AI-related stocks is beginning to flow out, BeInCrypto reported.
Bill Miller IV, CIO of Miller Value Partners and a hedge fund veteran, told CNBC that as doubts grow over returns from AI-related stocks, long-term investors are turning back to crypto. Miller added that Bitcoin is drawing not only capital previously allocated to AI investments but also rising attention as a structural hedge against growing government debt and a weaker dollar. Miller said the U.S. fiscal deficit, at $1.8 trillion this year, now exceeds Bitcoin’s market capitalization.

Blockchain analytics firm TRM Labs said Iran’s Mabna Institute has moved about $16.8 million worth of cryptocurrency since 2018 using 30 Bitcoin, Ethereum (ETH), and TRON (TRX) addresses. Mabna is currently accused of leading organized hacking-for-hire campaigns on behalf of Iran’s Islamic Revolutionary Guard Corps (IRGC) and other Iranian clients.

An address believed to belong to Huang, starting with 0x020cA, currently holds a 23,350 ETH long position worth $59 million on 25x cross margin and a 668 BTC long position worth $54 million on 40x cross margin. The average entry prices are $2,429.61 for ETH and $79,291.6 for BTC, with liquidation prices at $2,084.39 and $65,541.33, respectively.
Lookonchain said Huang’s collateral had at one point fallen to under $60,000 after a series of liquidations. The estimated collateral now stands at $11.62 million.

The Blockchain Association, a U.S. crypto lobbying group, has submitted a comment letter supporting federal rulemaking under the GENIUS stablecoin law, according to The Block. The letter was sent to the Federal Reserve, the Office of the Comptroller of the Currency, and the Federal Deposit Insurance Corp., and argued that overlapping regulation should be avoided, including by limiting KYC requirements to direct transactions between issuers and customers.
The GENIUS law requires businesses seeking to issue payment stablecoins in the United States to obtain federal or state authorization in principle, and also restricts the circulation in the U.S. of stablecoins issued by overseas issuers that do not meet certain requirements. The law has already been enacted, and relevant agencies including the Treasury Department are now drawing up implementing rules needed to apply it in the market. The U.S. Treasury Department had previously released a draft of those rules and begun gathering public feedback.

Bitcoin is shifting from an early peer-to-peer electronic currency into global digital capital infrastructure, Strategy founder Michael Saylor said in a post on X titled 'The Bitcoin Reformation.'
Saylor said BTC is being widely adopted by individuals, funds, listed companies, banks, custodians, exchanges, and governments. While self-custody was previously seen as the only way to hold Bitcoin, Saylor said investors can now gain exposure through spot ETFs, bonds, preferred stock, and derivatives. Looking ahead, Saylor said BTC is more likely to coexist with fiat currencies as issuerless global liquid capital than replace them as everyday payment tools, while becoming integrated with banking, securities, and credit to form a financial system. Saylor added the next phase of the BTC ecosystem will be the expansion of digital capital markets, with a reform trend centered on integration with institutional finance set to accelerate.

Coinbase’s Bitcoin premium index turned positive at +0.0032% on Aug. 24 for the first time in 98 days, according to CoinGlass, pointing to signs of recovering BTC buying demand in the U.S. market.
The index, which measures the Bitcoin price gap between Coinbase and global exchanges, had posted a negative premium for 97 straight days starting May 19, setting a record for the longest such streak. A sustained negative reading indicates BTC buying demand in the U.S. market is relatively weaker than in global markets. As of Aug. 25, however, the Coinbase BTC premium had slipped back to -0.0141%, returning to negative territory.
