India’s NPCI Looks to Recruit Blockchain Talent

India’s National Payments Corporation of India (NPCI), a collaborative initiative led by the Reserve Bank of India (RBI) in partnership with 247 Indian financial services companies, is actively seeking an experienced blockchain technologist to spearhead efforts in exploring the potential applications of blockchain technology within contemporary payment systems.

The NPCI, responsible for operating India’s Unified Payments Interface (UPI), a domestically developed instant payment system, plays a pivotal role in facilitating inter-bank peer-to-peer and person-to-merchant transactions across the country. The organization has recently posted a job listing for a Head of Blockchain on LinkedIn, demonstrating its interest in harnessing the power of blockchain technology.

Identifying blockchain use cases

The ideal candidate for this critical role should be a seasoned technologist with a minimum of six years of hands-on experience in the development and implementation of blockchain solutions. Their primary responsibility will be to identify and evaluate potential use cases for blockchain-driven solutions within the payments ecosystem.

Additionally, the senior leadership position demands a profound technical grasp of various blockchain platforms and a track record of involvement in at least two pilot blockchain projects.

UPI has been a remarkable success in bolstering India’s payment infrastructure, so much so that other countries such as Singapore, Malaysia, the United Arab Emirates (UAE), France, Nepal, and the UK have expressed interest in adopting the UPI payment system to varying degrees.

 

Potential blockchain integration

Despite UPI's runaway success, it’s likely that the NCPI foresees more change coming down the tracks with a need to respond appropriately. Recently, Indian billionaire businessman Mukesh Ambani suggested that his company, multinational conglomerate Reliance Industries (RIL), would delve further into the use of blockchain technology, particularly where central bank digital currency (CBDC) is concerned.

V Subramanian, Managing Director of one of Ambani’s companies, Reliance Retail, stated that India’s digital rupee CBDC would eventually outperform UPI. Incorporating blockchain elements into UPI could potentially introduce blockchain technology to millions of users, instantly validating its transformative capabilities.

The NPCI’s job posting for a blockchain leader has already garnered significant attention, with over 600 applicants expressing their interest at the time of publication. It is anticipated that the NPCI’s recruitment drive for blockchain expertise will expand in the near future as promising blockchain use cases are uncovered and developed.

The NPCI has been paying attention to the development of blockchain technology over a number of years already. In 2020, it launched a project to build a blockchain-based payments platform called Vajra, albeit that it looked to implement a permissioned blockchain model to ensure that only authorized parties could access the network. Truly decentralized networks can’t control who chooses to use such networks.

The blockchain is designed such that the NPCI acts as a Clearing House Node, with overall admin rights over the network. Its Notary Node level features Aadhaar authentication, with a view to securing the network. Participant Nodes feature authorized banks and payment services providers, who have the requisite permissions to read and write transactions on the blockchain.

This characteristic distinguishes Bitcoin from traditional monetary metals and other cryptocurrencies subject to centralized control. Strategic approachIn its official release, Metaplanet Inc. stated its intention to leverage a variety of capital market instruments to enhance its bitcoin reserves. As of May 10, the company reportedly held 117.7 BTC, equivalent to $7.2 million, according to data from Bitcointreasuries.net. This move reflects Metaplanet's strategic response to Japan's economic conditions and its commitment to diversifying and growing its assets in the cryptocurrency space.

Surge in Hong Kong Crypto License Applications from Mainland-Linked BrokersTwo new platforms with mainland China links are preparing to apply for retail trading licenses in Hong Kong, with several others believed to be interested in following suit.According to a report published by Nikkei Asia earlier this week, the platforms, Yax and PantherTrade, have connections to mainland online securities brokers. PantherTrade is reportedly associated with Futu, a company which in turn is backed by Chinese tech giant Tencent, one of China’s largest technology companies. Yax, an emerging player in the crypto sector, has strong links to UP Fintech Holding, a Beijing-headquartered firm more commonly known as Tiger Brokers.Photo by Kanchanara on UnsplashCapital flight concernsThese connections are significant, given the previous involvement of these brokers in helping mainland Chinese customers invest in offshore assets, primarily US stocks. The firms have previously attracted the attention of China’s financial regulators. A notice from the Chinese securities watchdog in December last year compelled them to cease their “illegal cross-border business” activities.While crypto trading is banned in mainland China, an investigative report by the Wall Street Journal in August suggested that global exchange Binance was thriving in China despite the ban. Actions taken by the Chinese authorities are demonstrative of some level of concern with regard to crypto trading and potential capital flight through crypto.VASP licensingThe move by Yax and PantherTrade signals their intention to apply for a virtual asset service platform (VASP) license in Hong Kong, which would enable them to operate cryptocurrency exchanges for retail customers.Currently, both platforms are undergoing third-party assessments, a mandatory step preceding their formal application to the Securities and Futures Commission (SFC). The timeline for their applications remains uncertain.Broader interestThe growing interest in VASP licenses is not unique to Yax and PantherTrade. At least four other exchange platforms, similarly linked to mainland China, have also sought the same license, highlighting the eagerness of various players to enter the Hong Kong market. OneDegree, the sole licensed insurer for digital assets in Asia, has observed a significant uptick in license applications, including applications from traditional financial institutions, reflecting a positive trend toward educating the mass market.The SFC’s recent decision to make license application information public is an attempt to enhance transparency, following a scandal related to Dubai-headquartered crypto exchange JPEX in which over HK$1.5 billion (approximately $190 million) in virtual assets reportedly disappeared from the exchange.Currently, only two cryptocurrency exchanges, OSL and Hashkey, have received SFC approval. Others, including online brokers, have considered applying for licenses since late last year but are awaiting greater regulatory clarity before taking the plunge.Hong Kong, under the “one country, two systems” framework, has established itself as a hub for legal retail trading of cryptocurrencies. This development may signify a shift in China’s stance on digital assets and its increasing openness to crypto initiatives, as noted recently by blockchain data provider Chainalysis.

Okto commits $5 million treasury fund to support Vauld usersOkto, the self-custody DeFi wallet app offered by Indian crypto exchange CoinDCX, has pledged a $5 million treasury fund to provide support to Vauld users.Vauld, a Singapore-based crypto lending platform, brought a halt to all trading, withdrawal and deposit activities in 2022 as it ran into liquidity issues. Okto is offering a 2% bonus to users who opt to transfer their assets from Vauld to Okto.Neeraj Khandelwal, the Founder of Okto, emphasized the company’s overarching mission while unveiling this $5 million initiative. He said: “While this $5 million fund represents one of our initiatives to support the crypto ecosystem, our overarching vision is to empower the Web3 community through cutting-edge technology-backed platforms and apps designed to tackle the broader challenges within the ecosystem.”Self-custody assurance featureIn addition to this incentive, Okto is also offering a self-custody assurance feature. This feature allows users to gain complete ownership of their private keys, ensuring that access to their funds remains exclusively in their hands. Moreover, users can benefit from round-the-clock access to monitor their assets. That delivers a reassuring sense of control and peace of mind regarding the users’ cryptocurrency holdings, against a backdrop of those users having had the experience of being unable to withdraw their funds when the Vauld platform paused trading.The concept of self-custody is central to what crypto was supposed to be about.
