Binance Expands Crypto Offering in Dubai with New License

Dubai has welcomed one of the biggest players in the crypto sector, Binance, with the Virtual Asset Regulatory Authority (VARA) awarding the firm a new trading license.

Serving qualified investors

According to an announcement made by the company on Monday, Binance’s Dubai-based subsidiary, Binance FZE, has secured the operational Minimum Viable Product (MVP) license from VARA.

Eligible investors in Dubai, deemed as “qualified retail clients,” will now have access to authorized services such as compliant crypto-to-fiat exchanges, adhering to the guidelines set by the Financial Action Task Force (FATF). To qualify, investors must meet specific criteria, including being at least 21 years old and possessing a minimum of 500,000 United Arab Emirates dirhams ($136,000) in net liquid assets, supported by relevant documentary proof like bank statements and proof of funds.

Additionally, qualified investors are required to provide valid identification documents, including passports and visas, along with proof of a valid UAE address and contact details. This comprehensive verification process ensures compliance with regulatory requirements and enhances security measures for all parties involved.

 

Expanded service offering

The move is a significant development as it allows Binance to offer cryptocurrency exchange and virtual asset broker-dealer services to institutional and qualified retail investors in Dubai.

With the new license, Binance’s Dubai entity can now offer crypto-to-fiat exchange, conversions, transfer and custody solutions, brokerage facilities, as well as virtual asset payments and remittance services. The development builds upon Binance’s previous progress, having received the provisional MVP license in March 2022, followed by the preparatory MVP license in September 2022.

 

Licensing challenges

It’s worth noting that some crypto exchanges have faced challenges operating with preparatory MVP licenses due to limited capabilities, only serving a restricted set of accredited investors. Bybit CEO Ben Zhou had previously highlighted this concern. That said, Zhou still came to the conclusion recently that the regulatory approach in the UAE is superior by comparison with many other jurisdictions.

The news of Binance’s successful licensing comes shortly after VARA suspended the operational license of another crypto exchange, BitOasis, for not meeting required conditions within the set timeframes. BitOasis assured its commitment to fulfilling the remaining conditions in collaboration with VARA.

In April 2023, VARA sought additional information from Binance, aiming to tighten regulatory standards in the emirate. Binance promptly provided all requested information and looked forward to further collaboration with VARA as it prepared for the next phase of licensing.

Compliance with VARA’s framework includes adherence to compulsory rulebooks related to general operations, compliance, and market conduct requirements. The regulator has published key highlights of the regulations in 2023, underscoring its efforts to create a robust and well-regulated crypto market in Dubai.

 

Regulatory headwinds

Binance’s latest regulatory achievement indicates the exchange’s dedication to expanding its services and offerings in the region. It could potentially lead to something even more significant for the company in the Middle East as Binance has suggested that it would be more likely to expand in places such as Dubai, given an adverse regulatory approach elsewhere.

Over the course of the past three months, the company has been forced out of key markets such as Germany, Canada, Belgium, the Netherlands, and Cyprus, due to regulatory pushback.

By documenting vehicle details on the blockchain and controlling usage time with smart contracts, the parking process can also become more transparent and trustworthy.Enhancing a city’s image through civic unityBuilding on the theme of blockchain’s societal benefits, the conference also touched on its prospects to enhance civic unity. Kim Hyung-joon, a professor at Pai Chai University, highlighted the significance of civic solidarity in enhancing a city’s image. He drew attention to Stockholm, Sweden, lauding it as one of the happiest cities globally and emphasizing the vital role a sense of community plays in such acclaim. Professor Kim believes that promoting a robust community feeling through Web3 platforms and decentralized autonomous organizations can boost a city’s competitive edge. He stressed that this approach should be paired with policy initiatives that actively support Web3 and blockchain technologies. With the technology being mature, Kim underscored the pivotal role governments play, noting that numerous projects have been stifled by restrictive regulations.Four strategies for the Web3 industryAt the same event, Professor Park Soo-yong from the Computer Science and Engineering Department of Sogang University shared insights on strategic approaches for the burgeoning Web3 industry. He emphasized four primary strategies: bolstering the Web3 gaming and entertainment sectors, cultivating talent for the evolving digital economy, advancing digital asset innovations and financial systems, and urging transformation within governmental agencies. Professor Park highlighted the current division in jurisdiction — with the entertainment industry overseen by the Ministry of Culture, Sports and Tourism, and the digital asset sector regulated by the Financial Services Commission. He asserted that consolidating these sectors under one unified jurisdiction could drive significant progress.In a related note, a study from Emergen Research projects a bright future for the Web3 market. It’s forecasted to experience a compound annual growth rate (CAGR) of 43.7% between 2021 and 2030. This would see its revenue grow from $3.2 billion in 2021 to $81.5 billion in 2030.

OKX and HashKey plan partnership to promote industry development

The objective of the partnership is aimed at advancing compliant virtual asset innovation and industry growth in Hong Kong. The collaboration between HashKey Group and OKX capitalizes on the strengths and resources of both entities to elevate services and experiences. Harnessing these strengths the pair intend to contribute towards Hong Kong's emergence as a hub for the regulated virtual asset industry. The partnership will encompass various industry initiatives, including blockchain infrastructure development, product diversification and virtual asset investment education within the region. First regulated exchangeNotably, HashKey Group achieved a significant milestone last year by becoming the first Hong Kong Securities and Futures Commission (SFC)-regulated crypto exchange authorized to serve retail users. The firm secured Type 1 and Type 7 licenses from the SFC, in line with the  "compliance first” approach the company is taking. Founded in 2018 and headquartered in Hong Kong, with operations in Singapore and Tokyo, HashKey Group caters to a diverse clientele, including retail investors, institutions, family offices, funds and professional investors. The services offered by the company encompass a Hong Kong SFC-regulated virtual asset exchange, global asset management and wealth management, with a focus on blockchain and digital assets, blockchain node validation, tokenization and Web3 incubation and community operations. Its Singaporean subsidiary, digital asset fund manager HashKey Capital, secured a regulatory license from the Monetary Authority of Singapore (MAS) in December. Unicorn statusOKX Ventures, the investment division of OKX, played a crucial role in supporting HashKey's Series A financing. That Series A funding round saw HashKey achieve unicorn status with a $1.2 billion valuation earlier this month. OKX Ventures focuses on investing in projects that nurture sustainable growth within the global virtual asset ecosystem. OKX, already serving over 50 million users worldwide, has a notable presence with sponsorships that include Manchester City FC in the English Premier League (EPL) and the McLaren Formula 1 racing team. Earlier this month, the company expanded its sponsorship with McLaren. The digital asset exchange began onboarding customers in Hong Kong a month before officially launching operations there, aligning with the city's new virtual asset service providers (VASPs) regime implemented on June 1 of last year. In March 2023, OKX established a Hong Kong entity to launch virtual asset services, with plans to apply for the virtual asset service provider (VASP) license and Type 1 & 7 licenses under the Securities and Futures Ordinance. Approval is anticipated by early 2024. The collaborative effort between HashKey Group and OKX marks a significant stride in advancing compliant virtual asset innovations in Hong Kong. This partnership aims to enhance service offerings and customer experiences, further solidifying Hong Kong's position as a regulated virtual asset industry hub.
