India’s SEBI head wants instant settlement to counter crypto threat

The Securities and Exchange Board of India (SEBI) is set to introduce a same-day settlement cycle starting March 28, making India only the second country, following China, to adopt such a system. This move comes amidst growing competition from the cryptocurrency sector, with SEBI Chairperson Madhabi Puri Buch emphasizing the need for instant settlement and tokenization to remain competitive.

Evolving market dynamics

Buch has unveiled plans aimed at enhancing the efficiency of India's capital markets through faster settlement processes. During a recent press conference, she highlighted the significance of adapting to evolving market dynamics. Buch stated:

“If our well-regulated market cannot compete with the crypto world and cannot say we also offer you tokenization and instantaneous settlement over the medium term, I won’t even say long term, you should expect investors to move."

 

The SEBI chairperson articulated that we live in a time where the current generation demands instant delivery of services. It’s with that in mind Buch believes that crypto is a threat to traditional financial markets. She stated:

"Everybody wants instant everything. Right? So why should anyone believe that tomorrow if an alternative is available with instant settlement tokenization and they say the regulated market doesn’t offer it, you should expect people to move.”

 

With a focus on meeting investor expectations for instant transactions, SEBI aims to bridge the gap between traditional capital markets and the rapidly evolving crypto landscape.

 

Faster settlement cycles

India has been at the forefront of adopting faster settlement cycles, having transitioned to a one-day settlement (T+1) model between 2021 and January 2023. The optional same-day settlement, scheduled to commence later this month, represents another step towards enhancing market efficiency. However, Buch cautioned that further delays in embracing instant settlement could lead to a significant portion of the market shifting towards cryptocurrencies.

 

The move towards faster settlement has been met with enthusiasm from some market participants. Indian business news publication Mint reported the comments of Shauryam Gupta, CEO of web trading platform Rupeezy, on the subject. Gupta stated:

 

“The shift to instantaneous settlement is a substantial milestone, streamlining operations and cutting down on risk. The potential advantages of reducing counterparty risk and boosting liquidity signal positive growth for the sector.”

 

However, others, particularly brokers, have expressed reservations. Brokers, who hold client funds and earn interest on balances, stand to see their interest earnings decrease with shorter settlement times. Nonetheless, SEBI remains steadfast in its commitment to modernizing India's capital markets to remain globally competitive.

 

The regulatory landscape surrounding cryptocurrencies in India has been predominantly shaped by the nation's finance ministry and the Reserve Bank of India (RBI). While the RBI has been vocal in its opposition to cryptocurrencies, advocating for central bank digital currencies instead, SEBI's recent initiatives underscore its willingness to adapt to changing market dynamics.

 

SEBI's efforts reflect a broader trend of regulatory bodies worldwide seeking to strike a balance between innovation and investor protection in an increasingly digital financial landscape.

Bitget aims to provide a comprehensive ecosystem that caters to the evolving needs of our users, all while maintaining the highest standards of security and reliability.”Service offering expansionFurthermore, the app is set to expand its services, gradually incorporating a non-custody wallet, an NFT marketplace and decentralized applications (dApps), Chen confirmed. Bitget users can now experience enhanced flexibility in their trading activities, as the exchange plans to make most listed currencies available in the Web3 wallet for DeFi trading. The swap feature, a core element of this integration, aggregates liquidity from 10 decentralized exchanges (DEXs), including popular platforms like Uniswap, PancakeSwap and Curve Finance. Chen confirmed further details to Cointelegraph, stating:“At the core of the recent integration is our Web3 Wallet, which facilitates the secure storage, management, and control of their digital assets. Alongside the wallet, we’ve launched a Swap service, which is an advanced DeFi aggregator.”The firm acquired the BitKeep crypto wallet earlier this year, with the product subsequently having been officially rebranded to the Bitget Wallet in August. The move has worked out well for the firm, with it confirming at the end of July that it had achieved 20 million users as a consequence. The more recent integration not only facilitates asset management services but also provides native storage solutions for users.$100 million fundThis initiative aligns with Bitget’s ongoing efforts to establish a strong foothold in the crypto space. The exchange has consistently pursued expansion, launching multimillion-dollar funds to support the growth of the Web3 ecosystem. At an event in Singapore recently, Bitget introduced a $100 million fund dedicated to supporting venture firms and investing in the next generation of Web3 projects.Earlier this week, the company committed a $10 million fund towards the objective of nurturing high-potential crypto startup projects in India.

Shanghai officials potentially signaling openness to stablecoins

The Shanghai office of a Chinese regulatory body which oversees assets belonging to state-owned enterprises (SOEs) is reported to have held a session dedicated to the topic of digital assets and in particular, stablecoins, fueling speculation of a positive shift in outlook on crypto in China.Photo by Hanny Naibaho on UnsplashOn July 11, Reuters reported that the State-owned Assets Supervision and Administration Commission (SASAC) held the meeting in Shanghai on July 10, with the publication suggesting that the event represented “a marked shift in tone” in the consideration of digital assets in China, bearing in mind that crypto trading and mining are banned within the country. Following the “development trend and response strategies” study session, He Qing, director of the organization, said that there was a need for "greater sensitivity to emerging technologies and enhanced research into digital currencies." The regulator called on Chinese state-backed agencies to consider the adoption of blockchain technology for use cases like real-world asset (RWA) tokenization, supply chain finance and cross-border trade. A policy expert from Shanghai-headquartered securities firm, Guotai Haitong Securities, attended the meeting, outlining details on the history, characteristics and categories of cryptocurrencies and stablecoins, while also discussing global regulatory frameworks. Last month, a subsidiary company of Guotai Haitong Securities, Guotai Junan International (GTJAI), became the first company from the Chinese mainland to be given approval by the Hong Kong securities regulator to offer digital asset trading services. Adapting to the stablecoin trendIn June, state-owned financial newspaper, Securities Times, called on Beijing to adapt “to the trend of stablecoins.” The publication claimed that industry insiders “generally believe that, as an emerging payment tool, the unique advantages and potential risks of stablecoins cannot be ignored, and that the development of [yuan-backed] stablecoins should be sooner rather than later”. The same month, Pan Gongsheng, governor of the People’s Bank of China, acknowledged that stablecoins are playing a role in disrupting global payments infrastructure.  It also emerged recently that JD.com, a Chinese e-commerce giant, and Ant Group, an affiliate company of the Alibaba Group, have been lobbying the Chinese authorities for the authorization of yuan-based stablecoins. On X, Shanghai Macro Strategist, a China strategist, claimed that the recent surge in the Bitcoin unit price had come about as a consequence of this stablecoin-focused SASAC meeting in Shanghai. At the time of writing, BTC has appreciated 9.3% over the course of the past seven days. The strategist suggests that the event is fueling speculation that “the Chinese government may be in the early stages of reassessing its official stance on the crypto industry.” In their monthly report for May, the strategist pointed out that “Beijing’s outright rejection of [Bitcoin] as a legitimate asset” was holding the leading asset back on its path to “reserve status.” The strategist added: “Over the longer term, a shift in China’s stance could prove to be the single most powerful bullish catalyst—elevating Bitcoin from a fringe asset to a globally recognized store of value.”

These efforts include providing its solution dubbed “Cryptotax Enterprise” — which provides services related to virtual asset taxation and accounting to corporate clients — and exploring business models with KODA to ensure the credibility of accounting for virtual assets.In Korea, the imposition of taxes on virtual assets is slated to commence in 2025.The agreement was formalized in a signing ceremony attended by Yoon Dong-hwan, CEO of Cryptotax, and Moon Geon-gi, CEO of KODA, along with key executives from both companies.Elevating accountability“Through this collaboration with Cryptotax, we will be able to offer transparent accounting services for virtual asset taxation and accounting,” said CEO Moon of KODA. “We will also take a leading approach in responding to the recently announced government guidelines and disclosure amendments related to the supervision of accounting for virtual assets.”CEO Yoon also added that Cryptotax and KODA would provide diverse measures for support so that companies can alleviate the uncertainty and challenges that come up in the accounting process for virtual assets.This collaboration aims to facilitate a more streamlined and straightforward virtual asset taxation and accounting process, addressing the evolving regulatory landscape and industry demands.
