Former Binance CEO advising Kyrgyzstan on blockchain & crypto

Binance co-founder and former CEO, Changpeng Zhao (CZ), has partnered with the authorities in the Central Asian republic of Kyrgyzstan to provide advice on crypto regulation and the development and adoption of blockchain technology.

 

It’s understood that CZ has signed a memorandum of understanding (MOU) to this effect with the National Investments Authority (NIA), a state authority that falls under the direction of the President of the Kyrgyz Republic. The NIA promotes foreign direct investment, assisting foreign companies in developing business opportunities within Kyrgyzstan.

Crypto & blockchain ecosystem development

In a statement published on X on April 3 by the President of the Kyrgyz Republic, Sadyr Zhaparov, the president outlined that in accordance with the MOU, the parties will cooperate on the development of the crypto and blockchain ecosystem.

 

Breaking that down further, the president said that this cooperation will involve the provision of technical, infrastructural and technological support and expertise. Additionally, it will involve collaboration towards the implementation of related educational initiatives. Zhaparov added:

 

“This cooperation marks an important step towards strengthening technological infrastructure, implementing innovative solutions, and preparing highly qualified specialists in blockchain technologies, virtual asset management, and cybersecurity. In light of the rapid global evolution of digital technologies, such initiatives are crucial for the sustainable growth of the economy and the security of virtual assets, ultimately generating new opportunities for businesses and society as a whole.”

 

‘Crypto adoption one country at a time’

CZ reacted to this X post by the President of the Kyrgyz Republic, stating:

 

“Kyrgyzstan. Crypto adoption, one country at a time.”

 

He also remarked that this event had brought Zhaparov to X, given that this was his first post on the platform, with an account registered last month.

 

Steve Milton, co-founder and CEO of Web3 wallet project Fintopio and a former Binance marketing executive, commented on the development. Milton stated that Kyrgyzstan is a forward-thinking country, while interpreting CZ's involvement as a step that will help move adoption forward.

 

Additional advisory activity

In another X post, CZ provided details on his advisory activity. He stated:

 

“I officially and unofficially advise a few governments on their crypto regulatory frameworks and blockchain solutions for gov efficiency, expanding blockchain to more than trading. I find this work extremely meaningful.”

 

Reports emerged in January that Malaysian Prime Minister Datuk Seri Anwar Ibrahim had discussed digital finance policy matters with CZ. The Binance co-founder said that those discussions revolved around digital asset regulation and risks related to such assets. Furthermore, cross-border collaborations and collaborations between industries were discussed.

 

In December CZ met with the King of Bhutan. Prior to that visit, he posted a link to an article on X that outlined that the Kingdom of Bhutan has accumulated in excess of $1 billion in Bitcoin. At that time, the Binance co-founder said that many nation states will use Bitcoin and other cryptocurrencies as reserve assets.

 

In the past, commentators have identified Kyrgyzstan as having considerable potential for crypto mining, given ample hydroelectric generation within the mountainous country. However, crypto mining tax receipts as of the end of last year suggest that crypto mining still remains a niche activity in the Kyrgyz Republic.

Crypto.com moves to further global reach with Hong Kong license application

Singapore-headquartered cryptocurrency exchange platform Crypto.com is making a move to further its global reach through an application for a virtual asset trading platform (VATP) license with the Hong Kong Securities and Futures Commission (SFC). Application via Fortis DAX HK LimitedA number of months ago, the SFC established a list of both licensed platforms and license applicants. Crypto.com is the latest entity to appear on that list through a locally incorporated entity, Fortis DAX HK Limited. The application was made on Feb. 9, 2024. In this pursuit of regulatory approval in Hong Kong, Crypto.com now joins 16 other exchanges, including notable players like Bybit, Bullish, OKX and VAEX.Photo by Jie Yeu Teoh on UnsplashRegulatory ultimatumThe urgency to obtain a VATP license has become more immediate, given the regulatory ultimatum issued by the SFC recently. A stern warning from the Hong Kong regulator has been issued, mandating that exchanges must apply for the said license by Feb. 29, 2024, with a looming shutdown deadline of May 31, 2024, for those that fail to comply.  Currently, only two platforms, OSL and HashKey Exchange, hold the coveted licenses, underscoring the rigorous process and the importance of compliance in operating within the Hong Kong market.  Despite recent approvals of spot bitcoin exchange-traded funds (ETFs) in the United States and the acceptance of applications for similar products in Hong Kong, regulators are once again asserting their authority in the crypto space, demanding stringent compliance measures to safeguard investors and combat financial crimes.  Julia Leung, the chief executive officer of the SFC, emphasized the importance of regulatory oversight in today's landscape, highlighting the need to protect investors and hold wrongdoers accountable.  In light of these developments, the SFC has issued a cautionary advisory to investors, urging them to verify the regulatory status of the platforms they engage with. While exchanges can continue operating during the application process, investors are encouraged to take proactive measures, such as closing accounts with unlicensed platforms or transferring their assets to SFC-licensed exchanges before the looming deadline.  Licensing and partnerships Despite the regulatory pressures, Crypto.com appears to be navigating the challenges adeptly, leveraging its strategic partnerships and growth initiatives to reinforce its position in the market. In a recent interview, Eric Anziani, the COO of Crypto.com, highlighted the success of the company's collaborations with sports giants like F1 and the UFC, as well as a stadium naming rights deal in Los Angeles that has led to the Crypto.com Arena. These partnerships not only enhance brand visibility but also serve as avenues for attracting new users to the platform. With an approaching user base of 100 million, Crypto.com continues to expand its offerings, recently introducing Crypto.com Prime, an exclusive program tailored for high-net-worth individuals requiring a $1 million deposit. Anziani emphasized the importance of compliance, user convenience and competitive fees, while also acknowledging the diverse trading preferences among users. This license application is the most recent example of Crypto.com’s efforts to expand compliantly. Over the course of the past 12 months, the company has secured trading licenses in Spain, the UK, Dubai and Singapore.

Furthermore, it establishes a favorable rapport with regulatory authorities in Singapore, a jurisdiction known for its forward-thinking, crypto-friendly financial regulatory environment.Public blockchain useThis new offering relies upon a smart contract that’s run on the Ethereum public blockchain, encapsulating the money market fund. Through this smart contract use, the subscription and redemption processes can be simplified. That will represent a major change, given that those processes have traditionally been laden with paperwork and delays.In the first iteration, large TradFi firms like UBS considered the use of private blockchains but as Matt Hougan, the CIO of crypto asset manager Bitwise, pointed out, this particular initiative is indicative of a shift towards public blockchains. Hougan stated:“Remember when TradFi projects were built on private blockchains? They are all being built on Ethereum today. Progress.”RWA tokenization potentialThe tokenization of real-world assets has the potential to revolutionize digital asset investments by offering transparency, security, and trust. It not only paves the way for a better understanding of digital assets but also accelerates their adoption. UBS’s pilot project represents another significant move in this direction.With increasing support from regulatory bodies like MAS, the fusion of digital assets with traditional financial structures is likely to witness a myriad of large-scale implementations in the not too distant future.UBS TokenizeUBS harnessed the power of its in-house tokenization service, UBS Tokenize, to seamlessly conduct the controlled pilot of the tokenized money market fund. The initiative falls squarely within the purview of UBS’s global distributed ledger technology strategy, which aims to elevate fund distribution and issuance to greater levels of efficiency by leveraging the capabilities of both private and public blockchains.UBS Tokenize also featured in a separate initiative earlier this year in Hong Kong, facilitating the issuance of digital structured notes on the Ethereum blockchain via the Bank of China Investment (BOCI).The momentum behind the tokenization of real-world assets has been building in recent years, with various protocols focusing on real-world assets consistently outperforming other sub-sectors of decentralized finance.

KSOC to Implement Blockchain-based Athlete Management PlatformThe Korea Sport and Olympic Committee (KSOC) held an initiation briefing on Monday to develop a blockchain-based career and performance management platform for athletes in collaboration with the Ministry of Science and ICT. This project aims to promote environmental, social, and governance (ESG) management by promoting eco-friendly approaches to sports management.Photo by Sandro Schuh on UnsplashThe KSOC was selected by the Ministry of Science and ICT and the Korea Internet & Security Agency (KISA) in May to participate in a contest focusing on the implementation of blockchain technology in the public sector through the development of new platforms and services. This granted them the opportunity to undertake a blockchain project worth KRW 1.3 billion (approximately $978,000).Representatives from various entities such as the KSOC and KISA and schools like Korea National Sport University and Yongin University attended the briefing on Monday, as well as sporting organizations like the Korea Basketball Association, the Korea Baseball Association, and the Korean University Sports Federation (KUSF).Revolutionizing athlete certificationThe primary focus of the project is to digitize certification for athlete performance, which is one of the documents submitted during the admissions process for special athletes under the KUSF. This document is issued by the respective sports associations and verifies the validity of the performance records of athletes in major competitions. The KSOC currently manages the performance records of nationwide competitions for more than 60 member sports associations, including the Korea Basketball Association, the Korea Baseball Association, and the Korea Taekwondo Association.Embracing digital transformationThe project will thus facilitate a transition from printing and manually submitting paper certificates to a digital format that allows for online submission to involved institutions. This change is expected to reduce paper usage and postal costs as well as save time and simplify processes, thereby contributing to environmental protection and improved ESG management.Additionally, the KSOC said that it would work on providing digital badges for athlete identification through a decentralized identifier (DID) system.These various elements of the project will ensure a more transparent and secure management of performance records and history free from tampering or leaks. The new system is expected to be fully implemented starting at the end of this year.Furthermore, the KSOC plans to continuously strive for the digitization and expansion of the sports sector through the implementation of emerging technologies.
