Ripple and the Republic of Palau Collaborate to Mint First PSC Stablecoin

Policy & Regulation·July 27, 2023, 12:10 AM

In a groundbreaking partnership, the Republic of Palau has teamed up with Ripple Labs to introduce its inaugural stablecoin, the Palau Stablecoin (PSC).

This occasion was shared by Jay Hunter Anson, the Director of Palau’s Digital Residency Program and a member of Palau’s Ministry of Finance, who took to Twitter on Wednesday to shed light on the collaboration between the Palau National Treasury and Ripple Labs.

The event unfolded at the National Capitol in Ngerulmud, Palau, where representatives from both the Palau National Treasury and Ripple gathered to celebrate the successful launch of the Palau Stablecoin. Anson emphasized that this marks a significant step in their joint exploration of the stablecoin’s potential use cases within the Micronesian island nation.

Reducing payment costs

Palau’s Ministry of Finance initiated the Stablecoin project to address specific needs within the nation’s financial landscape. By sponsoring this project, the ministry aims to reduce payment costs within the Republic of Palau and enhance access to financial services, especially for underserved communities and various socio-economic groups, utilizing digital solutions.

Notably, the Palau Stablecoin operates on the XRP Ledger (XRPL), demonstrating Ripple’s technology as the backbone of this financial initiative.

Anson’s tweets also shed light on the meticulous approach taken in developing the Palau Stablecoin. Controlled and limited PSC pilot tests have been conducted to assess the effectiveness and efficiency of the solution co-designed with Ripple. These pilot experiments provide valuable insights into the stability and usability of the Palau Stablecoin before its potential public release.

Extensive testing

Already, the Palau Stablecoin pilot program has seen volunteer users actively participating in the testing phase. Videos shared by Anson on Twitter showcased smooth transactions at partner vendors in Palau, promptly confirming the transaction receipts.

The successful implementation of the Palau Stablecoin pilot program has drawn attention from the XRP community, and anticipation is building for the official joint press release scheduled for July 27, Thursday morning in Ngerulmud, Palau, as Anson revealed.

The collaboration between Ripple and the Republic of Palau was initiated at the end of 2021, with launch originally scheduled to take place in 2022. Ripple has claimed to be in dialogue with in excess of twenty governments relative to enabling central bank digital currency (CBDC) issuance.

Given that the island state lacks a functioning central bank and the US dollar is recognized as the primary medium of exchange throughout the country, the creation of a USD-backed stablecoin is a significant achievement resulting from the national stablecoin initiative. The president described this as a “step towards our own central bank digital currency.”

There has been plenty of activity in Micronesian nations relative to cryptocurrency in recent times. Tonga is understood to be considering introducing bitcoin as legal tender. The Marshall Islands is considering issuing a CBDC although it is being discouraged by the International Monetary Fund (IMF) in that endeavor. Meanwhile, the government of Vanuatu announced its support for the Satoshi Island project.

With a strategic focus on addressing financial needs and enhancing accessibility within Palau, this partnership sets the stage for a new era of digital financial solutions for the Micronesian nation.

CFX surges as Conflux teases yuan-pegged stablecoin & 3.0 launch

Conflux Network, a layer-1, regulatory-compliant Chinese blockchain focused on borderless transactions, has announced the upcoming launch of the Conflux 3.0 mainnet together with an offshore yuan-pegged stablecoin, resulting in its native CFX token surging.Photo by Eric Prouzet on UnsplashPartnershipA notice published on the website of the Shanghai Municipal People’s Government on July 20 reported on the Conflux Tree Graph Technology and Ecological Development Conference, which was held in Shanghai over three days from July 18 to July 20. Over the course of the three-day event, the project announced a partnership with AnchorX, a Hong Kong-based fintech firm specializing in stablecoins, and Shenzhen-based Eastcompeace Technology.  The purpose of the initiative is to develop a stablecoin pegged to the offshore yuan (CNH), the version of China’s currency that circulates outside the mainland. The report outlined that in recent years, stablecoins and tokenized real-world assets (RWAs) have come to global attention.  Belt & Road InitiativeGiven this backdrop, it was outlined that “creating an independent and controllable high-performance public chain system” could be of great benefit to China and its Belt and Road Initiative (BRI), which sets out to develop infrastructure across 150 countries to facilitate trade with China. This is not the first point at which AnchorX has collaborated with Conflux. Back in February, the company received in-principle approval from the Astana Financial Services Authority (AFSA) in Kazakhstan to issue CNH-pegged stablecoins. Growing bilateral trade between Kazakhstan and China was cited as the rationale behind the license, given the need for cross-border payments. At the time, it was outlined that the AxCNH yuan-pegged stablecoin would be issued on the Conflux blockchain. It’s unclear if this same stablecoin is the focus of this latest development or whether an entirely new yuan-pegged stablecoin will be issued.AnchorX collaborated with Conflux in 2024 to bring about the issuance of AxHKD, a Hong Kong dollar-pegged stablecoin. The stablecoin runs on the Conflux blockchain, with the stablecoin issuer using OKLink Trust as its custodian. TokenPocket, a multi-chain crypto wallet project, also outlined on X on July 21 that it too is involved in the partnership with Conflux and AnchorX. The project outlined that it will support the growth of stablecoin adoption, the development of cross-border payment solutions and the promotion of tokenized RWAs in international markets through the collaboration.  Pilot projectsTokenPocket went on to explain that the companies plan to launch pilot projects in Central Asia, Southeast Asia and other regions, building “a compliant, secure, and innovative fintech framework to boost the role of the Conflux ecosystem as critical infrastructure for cross-border trade.” It was revealed at the conference that the mainnet release of Conflux 3.0 will occur in August. With the implementation of further optimized execution modules, the project expects 3.0 to result in a network throughput of 15,000 transactions per second (TPS).  These developments over the course of the weekend have had an impact on the unit price of Conflux’s native token, CFX. On July 19, the token was trading at around $0.1043. According to CoinMarketCap data, at the time of writing, it’s trading at $0.2232, a 2.58% increase over the past day.

Nano Labs lines up $500M to fund BNB treasury

Nano Labs, a Web3-focused semiconductor design company listed on the Nasdaq (NA) and headquartered in Hangzhou, China, has arranged $500 million in financing to fund a BNB treasury. In a press release published on the company’s behalf by GlobeNewswire on June 24, Nano Labs outlined that it has entered into a convertible notes purchase agreement with a number of investors. Convertible promissory notes to the value of $500 million will be issued. Holders of the notes, which mature in 360 days, have the option to convert them to Class A ordinary shares at an initial conversion price of $20 per share. Unconverted notes will not accrue interest, but will be repaid in line with the initial principal amount at maturity. 5%-10% of BNB’s total supplyNano Labs asserted that the agreement “marks an important step in the company’s strategic growth.” It stated that as part of the initiative it plans to conduct an in-depth assessment of the BNB token, the native token of the BNB Chain ecosystem. The token enables transactions on the BNB Chain and access to various services and decentralized applications (DApps) that run on the blockchain network. In the initial phase of the initiative, Nano Labs plans to acquire $1 billion worth of BNB through convertible notes and private placements. In the long term, the firm plans to build up a holding equal to 5% to 10% of BNB’s total circulating supply. On X, @Whdysseus, the pseudonymous founder of Asian Web3 and crypto financial media project BroadChain Finance, commented on Nano Labs' BNB reserve initiative, considering it to be a BNB version of the Bitcoin treasury strategy pioneered by American firm Strategy (formerly MicroStrategy).Photo by Vadim Artyukhin on UnsplashShare price surgeChangpeng Zhao (CZ), the co-founder and former CEO of Binance, who has been heavily involved in the development and overall vision of BNB Chain, outlined on X that Nano Labs’ share price “went through the roof” following the announcement. He added that none of his affiliated entities participated in the funding that Nano Labs has put in place. At the time of writing, Nano Labs stock (NA) was trading at $14.85, up 36.36% over the course of 24 hours. Nano Labs isn’t the only corporate entity to declare an interest in holding BNB. According to a report published by Bloomberg on June 23, former executives at Coral Capital, a Japanese venture capital firm, are understood to be in the process of raising $100 million through a newly formed entity called Build & Build Corporation, in order to launch a crypto treasury that will invest in BNB. In another positive development, on-chain analytics firm Nansen highlighted last month that the BNB Chain had seen active addresses double to two million.  Earlier in May, Geoff Kendrick, head of digital asset research at Standard Chartered, outlined in a research report that the BNB token could reach a unit price of $2,775 by 2028. Kendrick maintained that the deflationary nature of the token, together with its ties to the Binance exchange platform, are factors that support its long-term value.

UBS Pioneers Tokenized Money Market Fund on Ethereum

UBS Pioneers Tokenized Money Market Fund on EthereumUnderscoring what is very much an ever-evolving financial sector, large-scale investment manager UBS Asset Management has taken a pioneering step by launching a pilot project for a tokenized money market fund on the Ethereum blockchain.Photo by Bastian Riccardi on UnsplashBlurring the lines of TradFiThe initiative, announced by UBS in Singapore on Monday, promises to streamline the traditionally cumbersome processes of fund subscriptions and redemptions. Additionally it highlights the increasing integration of blockchain technology into traditional finance, effectively blurring the boundaries between the two worlds. The UBS project aligns with Singapore’s Variable Capital Company (VCC) fund structure and falls within the scope of Project Guardian, championed by the Monetary Authority of Singapore (MAS).Structured in this way, UBS believes that the project design lends itself to the ability to bring various forms of real-world assets (RWAs) to the blockchain. Furthermore, it establishes a favorable rapport with regulatory authorities in Singapore, a jurisdiction known for its forward-thinking, crypto-friendly financial regulatory environment.Public blockchain useThis new offering relies upon a smart contract that’s run on the Ethereum public blockchain, encapsulating the money market fund. Through this smart contract use, the subscription and redemption processes can be simplified. That will represent a major change, given that those processes have traditionally been laden with paperwork and delays. In the first iteration, large TradFi firms like UBS considered the use of private blockchains but as Matt Hougan, the CIO of crypto asset manager Bitwise, pointed out, this particular initiative is indicative of a shift towards public blockchains. Hougan stated:“Remember when TradFi projects were built on private blockchains? They are all being built on Ethereum today. Progress.”RWA tokenization potentialThe tokenization of real-world assets has the potential to revolutionize digital asset investments by offering transparency, security, and trust. It not only paves the way for a better understanding of digital assets but also accelerates their adoption. UBS’s pilot project represents another significant move in this direction. With increasing support from regulatory bodies like MAS, the fusion of digital assets with traditional financial structures is likely to witness a myriad of large-scale implementations in the not too distant future.UBS TokenizeUBS harnessed the power of its in-house tokenization service, UBS Tokenize, to seamlessly conduct the controlled pilot of the tokenized money market fund. The initiative falls squarely within the purview of UBS’s global distributed ledger technology strategy, which aims to elevate fund distribution and issuance to greater levels of efficiency by leveraging the capabilities of both private and public blockchains.UBS Tokenize also featured in a separate initiative earlier this year in Hong Kong, facilitating the issuance of digital structured notes on the Ethereum blockchain via the Bank of China Investment (BOCI).The momentum behind the tokenization of real-world assets has been building in recent years, with various protocols focusing on real-world assets consistently outperforming other sub-sectors of decentralized finance.
