Russia considers simplifying crypto investor requirements
November 25, 2025, 4:31 PM
Russian regulators are considering abolishing the "superqual" status for cryptocurrency investors, TASS reported. The superqual designation applies to Russia's highest tier of ultra-high-net-worth individuals, defined as those with assets exceeding 100 million rubles or a high annual income. This group was previously the only one permitted to legally trade cryptocurrencies under the country's regulated pilot system. Deputy Minister of Finance Ivan Chebeskov stated that the idea was only an initial concept and is now likely to be discarded, though he added that some form of investor differentiation could be maintained.
