Chinese industry bodies issue joint warning on crypto fraud and RWA risks

Chinese financial industry groups have warned that illegal fundraising and fraud are increasingly emerging through stablecoins, airdrops, real-world asset (RWA) tokens, and crypto mining schemes, according to a Dec. 5 notice carried by the state-run Xinhua News Agency.

The joint warning was issued by seven major bodies: the National Internet Finance Association of China, the China Banking Association, the Securities Association of China, the Asset Management Association of China, the China Futures Association, the China Association for Public Companies, and the Payment & Clearing Association of China.

 

These groups stated that such products are being used to drive speculative trading, pyramid schemes, and other illicit activities that threaten financial stability. They stressed that cryptocurrencies are not legal tender in China and do not share the legal status of fiat currency, further noting that regulators have not approved any RWA tokenization activities.

 

Crypto and RWA offerings prohibited

Consequently, the notice bars member institutions from directly or indirectly providing services related to the issuance or trading of cryptocurrencies or RWA tokens. The associations also urged members to intensify risk warnings and investor education, while encouraging the public to report suspected violations.

 

This industry alert follows the central bank’s recent reiteration of its concerns regarding speculative crypto activity. According to Reuters, the People’s Bank of China (PBOC) last month restated its ban on crypto-related business, citing a resurgence in speculation and compliance gaps in stablecoins that complicate risk management. The central bank plans to tighten enforcement against unlawful operations, reinforcing the blanket ban on crypto transactions and mining imposed in September 2021.

 

Old Bitcoin loan feud resurfaces

Despite this restrictive framework, disputes tied to legacy crypto dealings continue to surface. Cryptopolitan reported that a long-running controversy has re-emerged surrounding Li Feng, a co-founder of Moore Threads, a Chinese GPU designer widely viewed as a homegrown rival to Nvidia. According to Cryptopolitan, the scrutiny follows the company's Dec. 5 debut on the Shanghai Stock Exchange, where it raised 8 billion yuan ($1.1 billion). Reportedly, Li faces accusations of failing to repay 1,500 Bitcoin allegedly borrowed from OKX founder Xu Mingxing.

 

Citing a Foresight News post referenced by analyst AB Kuai.Dong on X, the report indicates that Li and angel investor Xue Manzi launched a cryptocurrency in 2017, raising 5,000 ETH. According to the outlet, Li has been accused of failing to repay 1,500 Bitcoin that he purportedly borrowed from OKX founder Xu Mingxing.

 

Xu is said to have raised the issue publicly and sought resolution through legal proceedings in both China and the U.S. However, the legal ambiguity surrounding cryptocurrencies at the time was viewed as a major obstacle to settlement. Li, for his part, has characterized Xu’s contribution as a failed investment.

 

The situation took a constructive turn when Xu reposted AB Kuai.Dong’s post, saying observers should look past old disputes. Xu encouraged a focus on constructive industry growth and stated that debt matters should be left to legal channels, offering goodwill toward fellow entrepreneurs.

 

The timing of the renewed dispute alongside recent industry warnings highlights a consistent focus on risk control and legal clarity within China’s digital asset space. Authorities continue to emphasize investor protection and formal reporting channels to curb speculation, while market participants are increasingly turning to legal avenues to resolve legacy issues. These developments point to a sector still wrestling with unresolved disputes and regulatory gaps, underscoring the need for clearer rules for both regulators and entrepreneurs.

KuCoin invests in cross-chain inscription protocol

KuCoin, the Seychelles-based cryptocurrency exchange, has revealed a strategic move in its investment and incubation initiatives through the KuCoin Labs program. The project is in its early stages. Last week ISSP took to social media to announce its inscription-related product launch. It stated:”We are launching the first multi-chain interoperability system for inscription protocols, focused on the BTC ecosystem to enable interoperability between BTC's inscription protocols and other chains.” With the launch, it’s introducing the Sui network’s first inscription protocol under the SUI-20 standard. Leveraging the unique Objects model of the Sui network, ISSP aims to naturally enhance inscription systems. Having already launched the SUI-20 inscription standard protocol on the Sui network, it is utilizing the built-in indexer of the network node to index inscription data. Seamless CEX inscription integrationTo ensure optimal performance and stability of inscription data, ISSP utilizes the indexer integrated into the Sui Chain node. Notably, ISSP facilitates the integration of inscriptions with centralized exchanges (CEX), eliminating the need for additional development to interface with inscription protocols. While the exact financial details of the investment remain undisclosed, ISSP plans to utilize the funds to expand its operations and further its development efforts. ISSP recently achieved a significant milestone by completing its Free Mint process, attracting 13,947 addresses and 2,002,186 transactions (TXs). The surge in user activity led to the Sui Chain's transactions per second (TPS) exceeding 1,000 for the first time. Sui-related investmentsThis marks KuCoin Ventures' continued interest in projects related to the Sui network. Last year, the exchange participated in a funding round for Cetus, a decentralized exchange (DEX) and concentrated liquidity protocol built on the Sui and Aptos blockchains. Alongside KuCoin Ventures, prominent investors such as Comma3 Ventures, AC Capital, Adaverse, Animoca Brands, Coin98 Ventures, IDG Capital, Leland Ventures, NGC Ventures and OKX supported Cetus. In April, the KuCoin crypto exchange actively promoted the SUI token as part of its Spotlight Token Program. The Sui Network seeks to distinguish itself as the first Layer 1 blockchain designed to cater to creators and developers targeting the next billion users in Web3. It provides horizontal scalability for diverse dApp development. In January, the founders of the collapsed cryptocurrency hedge fund Three Arrows Capital announced plans to raise $25 million for a proposed crypto exchange called “GTX.” Huobi’s rebrand has amused some FTX creditors who had faced criticism from some in the crypto sector for wanting to resurrect the business while maintaining the same branding.In early August, Huobi refuted reports suggesting insolvency and the arrest of senior executives by Chinese authorities. Additionally, the exchange had previously been ordered to cease operations in Malaysia following regulatory actions by the country’s securities regulator in May.International marketing effortHuobi’s rebranding to HTX has undoubtedly stirred debate and curiosity within the cryptocurrency community. Justin Sun, an advisor to the project, stated at a media briefing at Token 2049 in Singapore that the HTX brand will be marketed towards Huobi’s international English-speaking users.Sun said: “It’s very hard for foreigners, Westerners, to pronounce ‘Huobi’… It doesn’t make any sense to them,” Sun said, explaining that the word Huobi means fire and coin in Chinese. “That’s why we rebranded as HTX for international branding.”As the crypto industry continues to evolve, it remains to be seen how this new identity will impact Huobi’s reputation and standing in the market.
