Bank of Korea Conducts Successful CBDC Pilot Test with Financial Institutions

The Bank of Korea (BOK) announced yesterday in a press release that its central bank digital currency (CBDC) pilot program operated successfully in a practical setting involving multiple financial institutions.

 

Testing environments

Previously, the CBDC system was tested in an isolated cloud environment. In this recent test, the system was installed on the servers of various financial institutions over a five-month period to evaluate its performance.

The 1.2 billion KRW ($905,000) project included the participation of six companies, such as Kakao’s Krust Universe, KakaoBank, and KakaoPay, as well as 14 banks and the Korea Financial Telecommunications and Clearings Institute. Kookmin, Shinhan, and Woori were among the participating banks.

 

Four scenarios

The BOK and financial institutions tested the system’s performance under four scenarios: increasing transaction requests per second, increasing the number of active users, reducing the transaction queue size, and adjusting the block generation time ratio.

The increase in transaction requests led to a 10% decrease in transactions per second (TPS), from 2,100 TPS to 1,900 TPS, compared to the single cloud environment test. This result is still deemed acceptable, as the highest TPS recorded in the current small payment infrastructure network is 1,200, which occurs on paydays and other high-transaction days.

Issues such as slower response times arose with higher transaction request volumes but were resolved by enlarging the transaction queue size and increasing the block formation time proportion in the block generation process. The block generation process involves two stages: block formation, where transactions are recorded, and block validation, where transactions are verified.

 

Greater stability

The test demonstrated that transaction errors at individual institutions did not affect others, suggesting that a distributed ledger system offers greater management stability than a centralized system. However, institutional officers cited challenges in problem-solving and communication when using the distributed ledger system.

The BOK plans to involve more institutions in ongoing experiments this year, supporting them in testing their smart contracts on the CBDC pilot system.

China advances digital yuan adoption in Beijing, Shanghai and Hong Kong

This five-year plan, issued by the Chinese Communist Party Central Committee and the General Office of the State Council, aims to position the Pudong District as a leader in modernization. The reform plan places a strong emphasis on the pilot implementation of the digital yuan across various sectors in Pudong. As part of the plan, Pudong will be granted new authorities to evolve into an international hub. Key aspects of the reform include the integration of digital yuan into trade settlement, e-commerce payments, carbon trading and green power trading. This move is expected to standardize and broaden the application scenarios of the digital currency. Beijing's ‘Digital Yuan Adoption Demonstration Zone’Simultaneously, a member of the Beijing Municipal Committee and Hong Kong Professionals Association president, Fung Kwok-yau, has advocated for the swift progress of Beijing's "Digital Yuan Adoption Demonstration Zone." In a recent interview, Fung suggested expanding the digital yuan's application by installing e-CNY terminals in local stores at popular tourist destinations, malls and shopping districts. Fung acknowledges challenges in promoting the digital yuan, including late entry into the contactless payment market, high user acceptance barriers and difficulties in sustaining subsidies. To overcome these challenges, Fung recommends that culture and tourism departments take the lead in popularizing the concept of central bank digital currency (CBDC) and educating the public on digital yuan usage. To encourage small and medium-sized merchants already using digital yuan terminals, Fung proposes providing incentives to help consumers understand and use the currency. He emphasizes the need for a regular promotion mechanism and measures such as electronic consumption coupons to boost citywide adoption. PBoC cross-border e-CNY pilotIn a related development, the People's Bank of China (PBoC) plans to expand its cross-border digital yuan pilot in Hong Kong. Deputy Governor Xuan Changneng expressed the intention to deepen the cross-border e-CNY pilot to enhance convenience for businesses in both Hong Kong and mainland China. According to a social media post from Chinese news outlet Caixin, the PBoC will collaborate closely with the Hong Kong Monetary Authority (HKMA) to introduce new policy measures, including financial services and cooperation initiatives to drive CBDC adoption. Areas of cooperation between PBoC and HKMA include providing support for institutions participating in the pilot, increasing convenience for digital yuan users, expanding the number of Hong Kong-based banks handling e-CNY and exploring new digital yuan-powered cross-border remittance services for micro-payments. The goal is to develop digital yuan services that align more closely with the habits of Hong Kong residents and promote interoperability with Hong Kong payment systems. The PBoC aims to make further progress in key scenarios such as cross-border e-commerce and education.

Remixpoint raises $215M to buy Bitcoin, CEO to receive salary in BTC

Remixpoint, Inc., an energy management solutions provider that trades on the Tokyo Stock Exchange (TYO:3825), has announced the raising of $215 million to finance its Bitcoin treasury while the company’s CEO has become the first public company executive in Japan to receive his entire salary in Bitcoin.Photo by Michael Förtsch on Unsplash3,000 BTC targetIn a statement published to X on July 9, the company outlined that it had raised ¥31.5 billion ($215 million). The proceeds will be entirely allocated to Bitcoin acquisition. The company is targeting the accumulation of 3,000 BTC.  As of June 16, the company held 1,051 BTC, valued at around $114 million. At today’s pricing, the funds raised would allow Remixpoint to buy a further 1,977 BTC. However, the firm warned that actual acquisition volume may vary depending upon Bitcoin pricing over a certain period of time, combined with the firm’s share price. Providing its justification for the funds raised, Remixpoint said that the decision reflected its “conviction in Bitcoin’s future,” a view that the company has formed following extensive internal discussion. Remixpoint initiated this treasury strategy in September 2024, compelled to do so due to concerns about the Japanese yen, with a desire to hedge against its depreciation. In addition to Bitcoin, the company has also bought altcoins such as Ether (ETH), Solana (SOL) and Dogecoin (DOGE). Japanese firms buying BitcoinRemixpoint is one of a growing number of Japanese firms to establish crypto-based treasuries. Japanese fashion retailer ANAP Holdings held 200 BTC as of July 8, with plans to acquire over 1,000 BTC by August. Publicly listed marketing business Agile Media Network stated in April that the company would make an initial purchase of ¥10 million worth of Bitcoin on a trial basis in an effort to determine if it's worthwhile to invest in the asset on a broader basis. Earlier this year, Japanese gaming firm Gumi announced plans to build up a Bitcoin treasury worth in the region of ¥1 billion. In recent months, SBC Medical Group, nickel processing firm S Science and textile manufacturer Kitabo have either added Bitcoin to their balance sheets or announced plans to do so. Japan’s standout Bitcoin treasury company is Metaplanet, a former hotel operator. Earlier this week, it emerged that the company aspires to build up a 210,000 BTC treasury. Furthermore, it plans to use its Bitcoin holding to buy cash-producing businesses, with a digital bank being one of its potential acquisition targets. On July 8, Remixpoint announced that it had taken the decision to pay the entire salary of its recently-appointed CEO, Takashi Tashiro, in Bitcoin. Tashiro will become the first Japanese CEO of a publicly-listed company to receive his salary in Bitcoin. Remixpoint said that it had taken this decision as part of a shareholder-perspective management outlook. In a tongue-in-cheek comment on X, market analyst Caleb Franzen said that "Now that the Remixpoint CEO is taking their salary in Bitcoin, I think Satya Nadella [CEO of Microsoft] will do the same any day now!" The emergence of crypto treasury firms has faced criticism. However, Elliot Chun, a partner at Architect Partners, asserted back in March that by 2030, a quarter of S&P 500 firms will have invested in Bitcoin.

Changpeng Zhao denied second request to travel to UAE before sentencing

Former Binance CEO, Changpeng Zhao (CZ), facing criminal charges and awaiting sentencing in the United States, has been denied his request to return to the United Arab Emirates (UAE) by a U.S. federal judge, according to Bloomberg. The decision, rendered by the U.S. District Judge Richard Jones, reinforces the restrictions on CZ's movements in the months leading up to his scheduled February sentencing. In a filing on Friday, Judge Jones rejected CZ's motion seeking permission to travel to the UAE, where his children reside with former talk-show host and Binance co-founder, Yi He. The specific grounds for the denial were sealed, providing limited insight into CZ's argument against the judge's repeated constraints. However, CZ's legal team hinted that the motion involved "medical information regarding Mr. Zhao’s child."Photo by Kai Pilger on UnsplashSecond travel request denialThis ruling, dated Dec. 29, marks the second time CZ's request to travel to the UAE has been turned down. Earlier in the month, Judge Jones sided with U.S. prosecutors, citing CZ's substantial wealth abroad and the absence of an extradition treaty between the U.S. and the UAE, making him a potential flight risk. CZ had previously pleaded guilty to violating the Bank Secrecy Act and resigned as CEO of Binance, the world's largest digital asset exchange. Binance, as an entity, reached a $4.3 billion settlement related to sanctions and money transmission violations. Singaporean Richard Teng, Binance’s former head of regional markets, has been installed as CEO in CZ’s place. Despite legal challenges, Zhao secured release on a $175 million personal recognizance bond after pleading guilty. The billionaire posted $15 million from a trust account and had three guarantors pledge over $5 million in collateral to secure the bond. The court order allows CZ to remain free, but he is prohibited from leaving the U.S. until his sentencing. 40 million new usersIt’s not all bad news for Zhao’s Binance. In a recent report titled "State of The Blockchain: Binance’s 2023 in Review," Binance highlighted its significant growth in 2023, welcoming over 40 million new users — a 30% increase from the previous year. The report emphasizes the company's commitment to user-centric principles, boasting 170 million registered users and 431 assets available for trading across 1,785 trading pairs by the year's end. Key achievements outlined in the report include robust growth in crypto payment services, P2P trading and earning platforms. Binance Pay and Card experienced a 54% surge in users and the P2P platform recorded an 18% increase in trades and a 39% rise in users. Binance Earn, a crucial component of Binance's product suite, saw a 35% increase in users and a 16.8% rise in the total value locked within its products. Higher net worth2023 hasn’t been all bad for CZ on a personal basis either. His wealth has seen a substantial increase of approximately $25 billion in 2023 despite the legal turmoil. His $37 billion net worth primarily stems from his controlling stake in Binance.Despite potential imprisonment, CZ stands atop the list of cryptocurrency entrepreneurs whose fortunes have witnessed substantial growth this year, ranking 35th in the Bloomberg Billionaires Index.
