China’s JD.com to apply for stablecoin licenses in key markets

Web3 & Enterprise·June 19, 2025, 8:52 AM

JD.com, also known as JINGDONG, a NASDAQ-listed Chinese e-commerce giant, is understood to be making plans to acquire stablecoin licensing in key international markets.

According to Chinese news site, Guancha.cn, Richard Liu, the founder of JD.com, which recorded revenues of $41.5 billion in Q1 2025, outlined details regarding the company’s stablecoin plans in a press briefing held in Beijing on June 17. Liu stated:

"We hope to apply for stablecoin licenses in all major countries with sovereign currencies. With these licenses, our goal is to enable global foreign exchange transactions, starting with business-to-business payments."

Reducing costs & settlement time

The JD.com founder added that using stablecoins, the company “can reduce payment costs by 90% and complete transactions within 10 seconds,” while going on to point out that payments made by way of the traditional SWIFT financial messaging system take up to four working days to settle.

While JD.com plans to commence with a utilization of stablecoins for business-to-business transactions, Liu said, “We hope that one day, people around the world will be able to use JD’s digital currency for global payments.”

JD.com’s move towards the use of stablecoins follows a similar step taken by Ant Group, an affiliate company of Chinese e-commerce rival, Alibaba Group. It emerged last week that subsidiary company Ant International intends to apply for stablecoin licensing in Hong Kong, Singapore and Luxembourg. Additionally, Ant Digital Technologies, another Ant Group subsidiary, is also planning on applying for a stablecoin license in Hong Kong, once the Chinese autonomous territory rolls out its stablecoin regulation this summer.

Stablecoin sandbox participant

While JD.com has now announced its intentions with regard to the use of stablecoins, it has not as yet fully deployed its own token. However, JD Coinlink, a subsidiary company under its JD Technology arm, recently launched the second testing phase for a Hong Kong dollar (HKD)-pegged stablecoin.

The project first announced its intentions to issue a HKD-pegged stablecoin called the “JD Stablecoin,” back in June 2024. At that time, it asserted that reserves would be composed of highly liquid and credible assets, with those funds being regularly audited and held independently via licensed financial institutions.

Last July, the Hong Kong Monetary Authority (HKMA) launched a regulatory sandbox for stablecoin issuers with JD Coinlink joining Animoca Brands, Standard Chartered and Hong Kong Telecommunications as participants. The sandbox allows participants to test both the issuance and the use of stablecoins for a variety of use cases including payments, supply chain management and capital markets.

Hong Kong has set Aug. 1 as the effective date for its Stablecoin Ordinance, which will enable certain stablecoins to be issued without a license when offered to professional investors, while a stablecoin must be licensed if offered to a retail market participant.

JD.com has developed its own proprietary blockchain, Zhizhen Chain, with that network already accounting for $7 billion in supply chain finance-related transactions.

KuCoin CEO BC Wong commented on JD.com’s stablecoin plans, stating that the development is a “big signal,” while noting that in the United States, the GENIUS Act, legislation concerned with the issuance and exchange of stablecoins, has just been passed by the U.S. Senate.

Mainland Chinese restrictions impact BTC and ETH ETFs in Hong Kong

Recent developments in the cryptocurrency market reveal that mainland Chinese citizens will face restrictions in purchasing Bitcoin and Ether exchange-traded funds (ETFs) in Hong Kong. This restriction stems from China's ban on crypto transactions, which has been in effect for several years. Bloomberg data analyst Jack Wang highlighted this issue, indicating that the upcoming launch of spot Bitcoin and Ether ETFs in Hong Kong will not facilitate market access for investors in mainland China.Photo by Traxer on UnsplashSpot Bitcoin and Ether ETFs approved in Hong KongDespite Hong Kong's approval of spot BTC and ETH ETFs, major Chinese asset managers such as China Asset Management, Harvest Global Investments, and Bosera have established these products through their Hong Kong subsidiaries. However, despite their close ties with mainland China, these ETF issuers are unable to offer Bitcoin or Ether exposure to investors within the jurisdiction due to regulatory constraints. Exclusion of mainland Chinese investorsWang emphasized during a Bloomberg webinar that mainland Chinese citizens will not be able to participate in these ETFs, citing a statement from the Chinese State Council issued in September 2021. This statement prohibits financial institutions from engaging in crypto-related transactions, including account creation, fund transfers, and clearing services. As a result, Chinese investors are unlikely to engage with these products in the short term. Impact on regulatory environment and market accessWang expressed skepticism about the potential impact of spot Bitcoin and Ether ETFs in Hong Kong on the regulatory environment in mainland China. He stated that the launch of these ETFs is unlikely to open the crypto market to Chinese investors in the foreseeable future. Thomas Zhu, head of digital assets at China Asset Management, noted that the eligibility of mainland Chinese investors to acquire crypto ETFs in Hong Kong depends on forthcoming regulatory modifications. He highlighted the Mainland-Hong Kong Stock Connect, which allows mainland investors to trade eligible Hong Kong stocks and ETFs since 2014. Comparison with U.S. Bitcoin ETF marketDespite optimism surrounding the launch of spot crypto ETFs in Hong Kong, Bloomberg analyst James Seyffart drew attention to the significant difference in market size between the U.S. and Hong Kong ETF markets. Seyffart pointed out that Bitcoin ETFs in the United States have more assets than all ETFs in Hong Kong combined, emphasizing the vast disparity in market scale and impact. As the launch date for spot Bitcoin and Ether ETFs in Hong Kong approaches, stakeholders continue to monitor regulatory developments and market dynamics closely.

USDT stablecoin receives full regulatory approval in Abu Dhabi

The Financial Services Regulatory Authority (FSRA), a regulatory body within the Abu Dhabi Global Market (ADGM) economic free zone and financial center in the United Arab Emirates (UAE), has fully approved USD₮, the world’s leading U.S. dollar stablecoin by market cap, as an accepted virtual asset (AVA).Photo by DrawKit Illustrations on UnsplashPre-approved USDT servicesUSDT issuer Tether publicized details of the approval via a statement published to its website on Dec. 10. The company outlined that the approval means that “Authorised Persons” operating and licensed by the FSRA can offer pre-approved services related to USDT. The company stated that the approval facilitates the integration of USDT into regulated financial ecosystems in Abu Dhabi while also claiming that the move helps to advance the region’s leadership relative to digital asset innovation. The FSRA has acknowledged acceptance of the leading stablecoin with recognition of its issuance on various blockchains including Ethereum, Solana and Avalanche. Validating the importance of stablecoins With the ADGM regulator now fully accepting and recognizing the stablecoin, Tether CEO Paolo Ardoino said that the move goes beyond just “validating the importance of stablecoins as critical tools for modern finance,” as he believes it opens the door for collaboration and growth across the Middle East. Stablecoins are increasingly playing a significant role in bridging the gap between traditional finance (TradFi) and the Web3 sector. In October, crypto asset fund manager Bitwise identified a number of key insights that point to the ongoing development and use of stablecoins.  It outlined that the top five stablecoin projects are currently holding more U.S. Treasury bonds than some G20 countries. Tether recorded profits last year that surpassed those of BlackRock, the world’s largest asset manager. Bitwise identified that leading payments firms like Visa are adopting stablecoins and incorporating them into their platforms for the purpose of effecting transactions. A month prior to that, Wall Street investment bank Bernstein highlighted the fact that stablecoins are playing an increasingly important role relative to the global financial system as a whole.  It’s thought that this latest development in Abu Dhabi may act as a further driver of USDT’s market cap. At the time of writing, the stablecoin asset had a market cap in excess of $140 billion. Its inclusion as an AVA reinforces the crypto asset’s position as the most used stablecoin within the industry. AE Coin licensing In a further boost for further roll-out of stablecoins in the Middle East, the Central Bank of the UAE (CBUAE) awarded the final license to fully approve AE Coin, a UAE dirham-denominated stablecoin. Commenting on the development, AE Coin General Manager Ramez Rafeek said, "AE Coin harnesses the speed and efficiency of blockchain technology, offering instant, secure, and cost-effective transactions. It simplifies transfers, making them faster and more seamless." In an effort to bring about greater adoption of the stablecoin, the AE Coin project intends to engage in partnerships with payment gateways, financial institutions and technology providers going forward. Tether also has plans to launch a dirham-backed stablecoin, having recently partnered with UAE-based entities to bring that about.
