Korean Financial Authority Orders Suspension and Levies $1.4M Fine on Crypto Lender Delio

Delio, a cryptocurrency lending company based in South Korea, has received a directive from the financial regulatory authority to cease its operations for a duration of three months, according to local news agency Yonhap. Additionally, the company has been levied with a fine amounting to KRW 1.896 billion ($1.4 million).

Executive dismissal recommended

This announcement was made on September 1 by the Financial Intelligence Unit (KoFIU) under the South Korean Financial Services Commission. In addition to the measures mentioned above, the KoFIU advised the company to remove one of its executives.

As a virtual asset service provider (VASP) registered with the financial regulatory authority, Delio offered deposit services with an annual yield reaching up to 10.7%. However, in June of this year, the company abruptly halted its withdrawal services, prompting investigations conducted by both the KoFIU and public prosecutors.

 

Involvement with unregistered VASPs

The KoFIU saw that Delio had engaged in trading activities with unregistered VASPs and had also breached the restrictions on the trading of affiliate-issued virtual assets. These actions are prohibited under the Financial Transaction Information Act.

The financial authority identified a total of 171 instances in which Delio facilitated the transfer of its customers’ virtual assets to unregistered VASPs located outside the country. Additionally, the authority also uncovered the company’s engagement in storing the virtual assets of unregistered VASPs.

It was also discovered that Delio had not only neglected to assess the risks of money laundering before introducing new products or services but had also failed to fulfill Know Your Customer (KYC) obligations.

Dunamu Pushes for Biodiversity Conservation Through NFT ProjectDunamu, the fintech company operating South Korea’s leading crypto exchange Upbit, said Monday that it signed a memorandum of understanding (MOU) with the Korea Arboreta and Gardens Institute (KoAGI) and the Korea Green Foundation (KFG) to drive a non-fungible token (NFT) biodiversity project over the course of three years. This comes as part of efforts to ramp up biodiversity conservation efforts.Photo by Eelco Böhtlingk on UnsplashThe MOU was signed at Dunamu’s headquarters in Gangnam, southern Seoul, with Dunamu CEO Lee Sirgoo, Director Ryu Kwang-soo of the KoAGI, and Lee Mi-kyung, Head of the KFG, in attendance.“This partnership serves as a starting point for Dunamu to actively utilize our technology to conserve biological resources — especially trees — and collaborate with various communities,” said Lee Sirgoo, CEO of Dunamu.Conservation meets NFTsThe project will involve creating NFTs from images of plant seeds stored in the Seed Vault — a conservation facility managed by KoAGI — which will then be issued through Upbit NFT, the exchange’s NFT trading platform. Owners of these NFTs will have the opportunity to engage in various events such as quizzes, Dunamu said, thereby promoting biodiversity conservation and fostering awareness about the importance of forests.Additionally, certain plant species that have been issued as NFTs will be selected to be placed in plant conservation facilities built in collaboration with botanical gardens located near the plants’ natural habitats.“Given the irreplaceability of both NFTs and flora and fauna, we will continue to do our utmost to fulfill our environmental responsibilities,” CEO Lee emphasized.The involved parties are also looking to establish an online community where they could directly gather the NFT owners’ opinions through methods such as polling to help plan for more upcoming projects. This integration of online projects with offline conservation activities is expected to contribute to local development and biodiversity.Boosting ESG effortsAs a key part of its ESG strategy, Dunamu has been focusing on trees while leading efforts for environmental protection and forest restoration. Earlier this year, the company teamed up with KoAGI to issue NFTs and contributed its entire sum of sales proceeds and transaction fees of around KRW 20 million (approximately $14,800) to establish an endangered plant protection fund.The company also held a campaign back in March with the Korea Forest Service and the Korea Forest Welfare Institute called “2nd foRest,” dedicated to restoring forests affected by fires. For every virtual tree planted in Dunamu’s metaverse, 2ndblock, two real trees were planted.The following month, Dunamu donated KRW 500 million in aid for the recovery of areas hit by the large-scale forest fires in Gangneung, Gangwon Province. The company also established virtual reality healing gardens at the Geumcheon Fire Station and Seoul Rehabilitation Hospital.

That’s according to a three-year plan to accelerate metaverse development published by Jiangning district’s management committee on Saturday.To support this vision, Jiangning plans to foster collaboration between local enterprises and academic institutions, with the goal of training 10,000 metaverse professionals over the next three years.Metaverse roadmapThe district’s comprehensive roadmap includes the identification of key metaverse technologies, such as blockchain, artificial intelligence (AI), and virtual reality. Additionally, the plan outlines the establishment of 50 research centers and laboratories dedicated to these areas of expertise.These initiatives were unveiled during a joint summit on metaverse and artificial intelligence-generated content (AIGC) held at the Jiangning High-tech Development Zone, a specialized industrial park known for its focus on life sciences, software development, and equipment manufacturing.At the summit, 16 metaverse-related projects were introduced, representing a total investment of 8.1 billion yuan ($1.13 billion). These projects encompass diverse fields, including A.I., cloud computing, big data, and healthcare. Jiangning’s commitment to the metaverse extends beyond the recently announced plan, as the district has been offering financial incentives to metaverse companies since May 2022.Moreover, an investment of 800 million yuan ($112 million) has been allocated to construct a dedicated “metaverse industrial building” that will provide office spaces for metaverse enterprises.Jiangning’s efforts contribute to Nanjing City’s broader aspiration of becoming a prominent metaverse hub in China. In February of this year, Nanjing unveiled its metaverse strategy and set the ambitious target of establishing an industry generating over 135 billion yuan ($19.13 billion) in annual revenues by the end of 2025. Additionally, Nanjing launched “the Blockchain Technology and Application Innovation Platform of China” in May, aimed at promoting and advancing metaverse research nationwide.Broader Chinese metaverse strategyWhile Nanjing is moving towards metaverse development, other Chinese metropolises, including Beijing, Shanghai, and Hangzhou, are also vying for dominance. Cities such as Zhengzhou and Suzhou are also endeavoring to participate in the trending technology.Last month, Zhengzhou announced a set of policy proposals aimed at supporting metaverse-centric enterprises locally. Earlier in May, the administrative body that governs Henan Province established a 150 million yuan ($21.7 million) private equity investment fund relative to the financing of metaverse-themed projects.As cities and regions in China compete to seize the opportunities presented by the metaverse, the country is witnessing significant investments and initiatives to establish a strong foothold in this transformative technology. The Travel Rule refers to the Financial Action Task Force’s (FATF) Recommendation #16, which outlines that VASPs must share certain personal information about customers — including names and account numbers — when facilitating crypto transactions that exceed a certain amount. This is aimed at preventing money laundering and other illicit activities.Broadening external wallet supportFoblgate currently supports a number of other external wallets including MetaMask, Blockchain.com, MyEtherWallet and Klip.
