Hong Kong regulator extends swift licensing process to new applicants

Having introduced its swift licensing process late last year, Hong Kong's Securities and Futures Commission (SFC) has extended access to the process to all new virtual asset trading platform (VATP) applicants.

 

In a statement published on its website on Jan. 16, the regulator outlined that it is extending the swift licensing process to new applicants. Back in December, the SFC approved licensing relative to four exchanges under the expedited process. Those additions included Accumulus GBA Technology Co., DFX Labs Company, Hong Kong Digital Asset EX and Thousand Whales Technology (BVI).

Seven licensed VATPs

That has brought the total number of licensed exchanges to seven, as HashKey, OSL and HKVAX were the first exchanges to be approved. In November, fifteen licensing applications relative to virtual asset platforms, had been pending. According to SFC CEO Julia Leung, the regulator had hoped to issue licenses to eleven VATPs by the end of 2024. 

 

The new expedited process requires applicants to “implement their policies, procedures, systems and controls before conducting an external assessment on these measures.” The regulator decided to extend the swift licensing process due to the effectiveness of the SFC’s engagement with other applicants, relative to the regulatory standards being put in place, implemented through on-site inspections being carried out.

 

Fostering a healthy ecosystem 

Commenting on the development, Dr. Eric Yip, the SFC’s Executive Director of Intermediaries, stated:

“The SFC is committed to fostering a healthy ecosystem and a robust regulatory framework for the development of virtual assets in Hong Kong. With the new approach, we will enhance our collaboration with VATP applicants, providing them with constructive and timely feedback, thereby enabling fully compliant VATPs to bring their services to investors more swiftly.”

 

While the regulator is awarding licensing on an expedited basis through the swift licensing process, licensing is conditional. The VATP can operate on a restricted scope of business once it has completed rectification actions following feedback provided by SFC inspectors. 

 

In October Yip outlined the SFC’s plans to create a consultative panel consisting of senior management executives from licensed VATPs. The objective of the panel is to gather feedback and concerns from licensees, adjusting the regulatory framework where deemed appropriate, relative to that feedback.

 

Commenting on the initial introduction of the expedited approval system last December, Yip stated:

 

“We have been proactively engaging with VATPs’ senior management and ultimate controllers, which helps drive home our expected regulatory standards and expedite our licensing process for VATPs. We aim to strike a balance between safeguarding the interests of investors and facilitating continuous development for the virtual asset ecosystem in Hong Kong.”

 

The Hong Kong government has also been working towards incorporating a stablecoin bill, which will establish a regulatory framework with regard to fiat-referenced stablecoins. The SFC also intends to introduce licensing for crypto custodians in 2025.

Grab extends crypto payment options to the Philippines

Grab Holdings, the Singapore-based operator of the Grab super app, has extended its facility for crypto payments to its customer base in the Philippines. The company, which offers ride-hailing, food and grocery delivery and digital payments within a range of services to customers throughout Southeast Asia, introduced the option of crypto payments to service users within its home market of Singapore last year. Photo by Kiko Ferranco on UnsplashAt the time, the company expressed the view that enabling crypto payments “added flexibility and convenience” for platform users, providing them with “a seamless and efficient way to access the company’s wide range of services.” Philippine online news portal Philstar.com reported that Filipino users of the platform can now top up their GrabPay digital wallets with a range of cryptocurrencies, including Bitcoin (BTC) and Ethereum (ETH), as well as U.S. dollar stablecoins USDC and USDT. In Singapore, Grab rolled out the offering in partnership with Triple-A, a company that enables businesses to pay and get paid in digital currencies. Singapore-based Crypto.com also partnered with the firm last year to enable direct crypto payments. Financial inclusionIn extending the service to the Philippines, Grab has again partnered with Triple-A, alongside Philippine crypto exchange platform PDAX. CJ Lacsican, Grab Philippines’ vice president for cities, said that “integrating cryptocurrency as a cash-in option for GrabPay reflects [Grab’s] commitment to advancing financial inclusion in the Philippines.”  She added that the move aims to empower a broader spectrum of Filipinos, particularly those who prefer the convenience of digital currencies and others who have limited access to traditional banking. Triple-A CEO Eric Barbier said that the launch of GrabPay crypto top-ups went well in Singapore, with a fantastic response from Singaporean platform users. Following that rollout, Barbier believes that the Philippines is a market that’s ready for digital currencies. “This is a big step in making digital currencies easier to use in everyday life across Southeast Asia,” he added. Driving crypto adoptionPDAX CEO Nichel Gaba suggested that the Philippines “has one of the largest crypto user bases globally,” adding that through this partnership, accessible use cases are being offered “that will both support the existing crypto community and drive greater adoption of cryptocurrency.”  Grab first pivoted to Web3 with the integration of a Polygon-based crypto wallet in September 2023, with a view towards making crypto more accessible and usable for ordinary people. The super app, which is considered by many to be the “Uber of Southeast Asia,” has 42 million monthly transacting users (MTUs) across Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.  The development of the Grab Web3 Wallet came about as a consequence of a collaboration with USDC stablecoin issuer Circle. As part of a strategic partnership, Circle’s Web3 services platform was integrated into the Grab app. More recently, Grab partnered with NATIX Network, a Solana ecosystem decentralized physical infrastructure network (DePIN) project, in an effort to collaborate on autonomous driving technology and mapping.

Bank of Korea and Samsung Team Up for Offline CBDC ResearchIn a move aimed at advancing central bank digital currency (CBDC) technology, the Bank of Korea (BOK) signed a memorandum of understanding (MoU) with Samsung Electronics on Monday, according to a press release. The agreement was sealed during a signing ceremony attended by Lee Seung-heon, BOK’s Senior Deputy Governor, and Choi Won-joon, Executive Vice President and Head of Development in the Mobile Experience (MX) Division at Samsung Electronics.Under the terms of the MoU, both parties have committed to ongoing research on CBDC issued by the Bank of Korea, with a specific focus on collaboration in the offline payment sector. These transactions are conducted within the embedded secure element (eSE) chip of Samsung Electronics’ mobile devices, which holds one of the highest levels of security certification, CC EAL 6+.The Evaluation Assurance Level (EAL) is a numeric grading system that measures the security level of tech products and systems according to the Common Criteria (CC) security standard. It ranges from EAL0 to EAL7, with EAL7 representing the highest level of security.Leveraging this technology, the BOK and Samsung will continue their joint research to enhance security in offline payments using Samsung Galaxy smartphones and watches. Additionally, they aim to provide support for stable payments in situations where network connectivity is disrupted, such as during disasters.Growing interest in CBDCsGiven the global interest in CBDCs, with central banks worldwide exploring their potential, the research collaboration between the BOK and Samsung assumes great significance. The results of this partnership will guide further cooperative efforts to develop the international CBDC ecosystem.BOK Senior Deputy Governor Lee Seung-heon emphasized the significance of the joint achievement, expressing optimism that the partnership would keep Korea at the forefront of offline CBDC technology.Samsung’s Executive Vice President Choi Won-joon underscored that the company’s collaboration with the Korean central bank allowed Samsung to utilize its advanced security technology in digital currency. India’s CBDC reaches 1 million daily transactions milestone

India’s digital currency transactions have surged, surpassing 1 million daily transactions in December, meeting the Reserve Bank of India’s (RBI) ambitious target set for the end of 2023.Photo by Julian Yu on UnsplashCBDC-based employee paymentsReuters cited three sources familiar with the matter who have revealed that Indian banks played a crucial role in achieving this milestone by disbursing certain employee benefits through the central bank’s digital currency (CBDC), known as the e-rupee. As Indian crypto influencer and YouTuber Sumit Kapoor put it, the transaction level increase “happened because people working in regular banks were encouraged to use digital rupees instead of the normal money for their deposits and benefits.” RPI letter confirms increaseA letter seen by CoinDesk sent by the Governor of the Reserve Bank of India (RBI), Shaktikanta Das, to RBI staff on Dec. 29 confirmed the increased CBDC use, stating that it “exceeded the milestone of 1 million transactions in a day on Dec. 27, 2023.” The e-rupee, developed as a digital counterpart to physical cash, utilizes distributed ledger technology. The RBI initiated the e-rupee pilot in December 2022, initially recording an average of 25,000 daily transactions by the end of October. Despite its integration with the Unified Payments Interface (UPI), a popular framework for mobile app-based peer-to-peer money transfers, the transaction volume saw a substantial increase last month. Union Bank paymentsAccording to India’s Economic Times, the Union Bank of India is working towards transferring claims related to a number of employee benefits to CBDC wallets rather than the accounts of those salaried employees. Union Bank stated: “With an aim to promote CBDC wallet transactions, banks have been advised to encourage all staff members to transact using the digital currency and ensure 100% staff registration on digital rupee app.” Other banks have been playing their part in the current transaction level surge. This has included major private and state-run lenders such as HDFC Bank, Kotak Mahindra Bank, Axis Bank, Canara Bank and IDFC First Bank. These institutions disbursed employee benefits directly into CBDC wallets rather than traditional salary accounts, demonstrating a significant shift in adoption patterns. The RBI anticipates that non-financial firms will follow suit, contributing to a further boost in transaction volumes. The user base for the e-rupee has also witnessed steady growth, reaching approximately 4 million users, up from 3 million in December, according to an executive familiar with the pilot. Globally, several countries, including China, France and Ghana, are in the pilot stages of their central bank digital currency (CBDC) projects. Nigeria has rolled out its digital currency, although success has been limited despite offering incentives such as discounts on auto-rickshaw rides. To incentivize e-rupee transactions, Indian banks are offering rewards, aligning with the RBI’s push to enhance transaction volumes. Sharat Chandra, co-founder of the India Blockchain Forum, commended the move to compensate employees using CBDC and suggested expanding adoption incentives to other areas, such as toll tax collections, to further encourage widespread usage. The positive momentum in India’s digital currency landscape reflects a growing trend toward embracing innovative financial technologies.
