Vietnam legalizes crypto assets

Policy & Regulation·June 17, 2025, 3:23 AM

Vietnam has moved to take a positive approach to crypto assets by passing legislation to legalize them.

Last week, the Southeast Asian nation’s National Assembly passed the Digital Technology Industry Law, which takes effect on Jan. 1, 2026, according to a report published in the official online newspaper of the Vietnamese government.

Categorizing digital assets

The law sets out two categories of digital assets, virtual assets and crypto assets. The legislation frames virtual assets as digital assets used for exchange or investments. Meanwhile, crypto assets are to be regarded as digital assets utilized to validate transactions and confirm ownership while relying on the use of encryption technology.

Neither category includes securities or digital versions of fiat currencies such as central bank digital currencies (CBDCs) or other financial instruments.

The legislation gives the Vietnamese government the authority to define and apply specific regulatory conditions when it comes to items such as anti-money laundering (AML) measures and the inclusion of international cybersecurity standards.

It is hoped that the law will pave the way for the development of home-grown technological enterprises within Vietnam, while also promoting a nationwide digital transformation process.

Regulatory clarity

The legislation is significant as it clearly sets out the legal status of digital assets in Vietnam after years of uncertainty and regulatory ambiguity. Singapore-based blockchain-focused Business Strategist, Anndy Lian, said that such legal clarity could result in Vietnam becoming a regional hub for the crypto sector.

Anh Tran, who belongs to Superteam Vietnam, a community for Solana builders in Vietnam, said that the development was huge for founders, developers and investors in the crypto space in Vietnam. He stated:

“For a country who has always been at the forefront of crypto adoption, [Vietnam] is now a 'green-lighted zone' in principle, but we're still waiting at the red light for operational rules.”

He refers to the fact that Vietnamese regulators still have until Jan. 1, 2026, to flesh out the details in terms of defining who can issue, trade, custody or manage crypto, and how AML, cybersecurity and taxation are handled.

Vietnamese officials are likely to give strong consideration to AML measures relative to crypto given that the Southeast Asian nation has been on the grey list of the Financial Action Task Force since 2023. Countries who appear on the grey list are under considerably more scrutiny with regard to AML matters.

While another community member claimed that anywhere crypto regulation has been implemented, actual usage has declined, Tran maintained that regulation is inevitable and that “crypto doesn’t need to be lawless to be free.”

Last October, Vietnam set out its blockchain strategy, aspiring to the goal of achieving regional leadership in the sector by 2030. In March, the country’s Prime Minister, Pham Minh Chinh, requested that a legal framework for cryptocurrencies be established.

According to Chainalysis’ 2024 Global Crypto Adoption Index, Vietnam ranks fifth in the world.

Animoca Brands Holding $3.4B in Cash and Reserves

Animoca Brands Holding $3.4B in Cash and ReservesDigital entertainment, blockchain and gamification firm Animoca Brands provided an update on its financial position on Thursday, disclosing $3.4 billion in cash and assets as held on its balance sheet and in tokenized reserves as of April 30.Photo by regularguy.eth on UnsplashA financial breakdownThe Hong Kong-based Web3 firm published the interim financial report to its website. Breaking that down further, the company is holding $194 million in cash and stablecoin reserves. Additionally, $566 million is being held in liquid digital assets. This includes reserves of $SAND, the native token of the Ethereum-based Sandbox virtual metaverse.Beyond this, Animoca holds $2.7 billion in a varied portfolio of digital asset reserves, linked to its majority owned Web3 subsidiaries and portfolio companies. The firm outlined that it intends to release additional financial updates in the near future. That will include an audited financial statement for 2020. Furthermore, a summary statement of business activity for 2022 will be released, together with similar business highlights pertaining to Q1, 2023.Adjusting to changing market conditionsIt’s likely that Animoca took the decision to release this data at this point to bolster confidence in the company, off the back of a number of announcements that may have led some in the industry to question the overall financial health of the company.According to a report published in March by Reuters, Animoca Brands cut its target for its metaverse fund by 20% to $800 million. The scaling back was understood by many crypto sector commentators to be a reaction by the company due to changing market conditions within the crypto space. It was the second such adjustment the company made. In November 2022, the firm was working on the new fund, initially proposing a target of $2 billion. Once January came around, Animoca took the decision to scale that target back by half to $1 billion.Subsequent to reports of the fund scale-back being published, Animoca Brands CEO Yat Siu reacted, telling one crypto media outlet that “the claim that the Animoca Capital fund target was ‘cut’ from $2 billion to $1 billion is not correct, because $1 billion has always been within the range declared.”Playing down the news further, the company added: “There’s no doubt that the FTX and banking crises have had a serious impact on available venture capital, but fundraising for the Animoca Capital fund is in progress. When the raise is concluded, we will inform the market with the appropriate details, including the final size of this fund.”Siu stated that as the source of that report was an unnamed source, it was difficult to figure out the agenda of that person in broadcasting that claim.Animoca is perceived in the industry as a key player, particularly so when it comes to NFTs, blockchain-based gaming and the metaverse. The firm is classed as a Crypto Top 40 company by Forbes, while being a winner of Deloitte’s Technology Fast 50 award. Deloitte’s Technology Fast 50 program ranks fast growing companies based upon their percentage revenue growth over the course of three years.

BitMEX Chalks Up Two New Perp Contract Listings

BitMEX Chalks Up Two New Perp Contract ListingsSeychelles-based cryptocurrency exchange and derivative trading platform BitMEX announced recently that it has added perpetual contracts relative to two additional digital assets.A perpetual contract is a crypto futures contract without an expiry date. Just like with a more conventional futures contract, a perpetual contract is a derivative product, deriving its value from the underlying crypto asset.$SUI tokenTaking to Twitter, the company outlined that it has added perpetual contracts for the $SUI token. The contracts will be available in $SUI/USD and SUI/USDT pairings. Leverage relative to the contracts is being made available up to a maximum of 50x.$SUI is the native token of the Sui blockchain platform. Sui is a layer one blockchain which launched earlier this week. It’s a smart contract platform maintained via a network of permissionless validators. The blockchain network claims to offer a scalable network with ultra low latency. Such low latency can enable diverse use cases such as retail point of sale payment systems and gaming. The contract allows users to post bitcoin as collateral, earning or losing in bitcoin as the SUI/USD rate changes. Maximum risk limit is set at 50 bitcoin. Meanwhile maker and taker fees have been set for the product at 0.02% and 0.075% respectively. A base initial margin of 2% applies while base maintenance margin of 1% applies.$PEPE tokenOn Wednesday, BitMEX also launched perpetual contract products relative to the $PEPE token at 04:00 UTC. There are two listings, PEPE/USD and PEPE/USDT. Pepe coin is a meme token project, inspired by the Pepe the Frog meme. The origins of the cartoon character stem from the Boy’s Club comic in 2005. It later became an internet meme, and later still it was adopted as a meme within the crypto space. The token itself was launched in April, sky rocketing to a $502 million market capitalization since then, representing a 2,100% rise in the token’s unit price since its launch. As in the case of the $SUI token, $PEPE is also available to trade on BitMEX with leverage as high as 50x. In an interview with one crypto news publication, a representative of BitMEX commented on the launch as follows:“PEPE needs a Perp! Perpetual Contracts are the most traded product in crypto and offer all investors taking a long or short position on tokens with better liquidity and fewer network risks. At BitMEX, we offer Tether-margined and Bitcoin-margined perpetual contracts. We are proud to be the inventor of the Perpetual Swap and have long been a leading trading venue for crypto derivatives, offering uncompromised security, a reliable platform, and deep liquidity — as professional traders deserve.”Many commentators in the crypto space have repeatedly pointed to the high risks involved with leverage. In this instance 50x leverage is incredibly high risk, making the product suitable only for those traders that fully and thoroughly understand the risk that comes with such leveraged trading.Photo by Shubham Dhage on Unsplash
