Bhutan’s GMC to establish strategic crypto reserve

Bhutan’s Gelephu Mindfulness City (GMC), a special administrative region (SAR) within the Kingdom of Bhutan, plans to establish a strategic cryptocurrency reserve.

Bitcoin, Ether & BNB

That’s according to an announcement published by the new administrative region on Jan. 8. In that statement the GMC SAR outlined that it has the intention to “recognise digital assets such as Bitcoin (BTC), Ether (ETH) and BNB as part of its strategic reserves.” The SAR acknowledged that the move would result in it becoming one of the first jurisdictions to officially put in place the holding of digital assets as part of strategic reserves.

 

While it cited Bitcoin, Ether and BNB, the SAR outlined that it has the intention to recognize digital assets with large market capitalizations and deep liquidity. That requirement has been set out so that it can easily trade in and out of these assets without impacting asset prices on the open market.

 

The Kingdom of Bhutan is no stranger to cryptocurrency. It emerged in 2023, through court filings in the bankruptcies of crypto lenders Celsius and BlockFi, that Bhutan had cryptocurrency holdings managed by Druk Holding and Investments, the commercial arm of the Royal Government of Bhutan. 

 

An evolution of Bitcoin mining activity

Shortly afterwards, it was revealed that Bhutan had been mining Bitcoin since it was priced at $5,000. Crypto mining was deemed to be a good fit for the Kingdom, given its considerable hydroelectric resources. Bhutan has entered into partnerships with Singapore-headquartered crypto mining firm Bitdeer to jointly develop green digital asset mining operations.

 

Given this background, the SAR stated that adding crypto as part of a strategic reserve would be “an evolution of the jurisdiction’s involvement in bitcoin mining.”

 

Crypto rather than Bitcoin-only

Taking to the X social media platform, the BNB network project described the move as “a major milestone for blockchain adoption.” It added that the SAR’s inclusion of BNB suggests the existence of global trust in the BNB Chain ecosystem and belief in its utility.

 

Binance founder Changpeng Zhao (CZ) also chimed in, pointing out that the Bhutan GMC SAR isn’t just considering a Bitcoin reserve but one which includes crypto more broadly. CZ added that this demonstrates that Bhutan is open-minded and open to the consideration of cryptocurrencies beyond Bitcoin. The Binance founder said that this development “opens the door for BNB (and other crypto) to be included in other countries' National Strategic Reserves.”

 

He believes that this will be the first of many strategic crypto reserves to be established. “This is a smart move by the country to attract crypto companies, investments, and innovation,” he added.

 

The GMC SAR covers an area of 1,000 square kilometers, making it larger geographically than the city-state of Singapore. Its objective is to become a global leader in sustainable development, with a specific emphasis on holistic living, mindfulness and economic development. 

 

The Bhutanese authorities intend for GMC to become a gateway for tourists visiting the area and Bhutan more broadly. It’s also seen as an initiative which can garner further foreign direct investment.

 

According to data published by on-chain analytics firm Arkham Intelligence, the Kingdom of Bhutan holds 11,688 BTC ($1.1 billion) and 656 ETH ($2.18 million).

The news has been met with a mix of optimism and caution from Indonesian individuals. One Indonesian YouTuber expressed enthusiasm for the country’s XRP-friendly stance and voiced hope for XRP to eventually attain legal tender status. However, others, like Twitter user Pondok Indah, urged the government to focus on regulatory oversight and taxation rather than direct involvement in the crypto business.This development takes place in the broader context of Indonesia’s evolving crypto landscape. According to a 2022 research report titled “The 2022 Global Crypto Adoption Index: Emerging Markets Lead in Grassroots Adoption ‘’ by Chainalysis, Indonesia ranked at the top among the 20 countries analyzed in terms of peer-to-peer (P2P) exchange trade volume. The country has demonstrated its active participation in the crypto market, with Indodax, the largest Indonesian exchange, adding support for FLOKI, an up-and-coming cryptocurrency, back in April.That said, as we’ve seen in many other jurisdictions, the development of regulation and policy relative to digital assets has not been without its hiccups. Last month, the governor of Bali warned the foreign tourists that flock to the Indonesian island that there would be consequences for those that flouted Indonesian law and used crypto as a form of payment for goods and services.Indonesia’s recognition of the potential benefits of digital assets demonstrates a path forward for other nations to follow. Providing regulatory clarity with regard to digital assets bolsters investor confidence but also opens doors for innovation and financial inclusion. In taking this approach, the Southeast Asian country is setting the stage through which digital assets can contribute to economic growth and technological advancement.

However, he refrained from disclosing the specific stablecoin parties that MUFG is currently in discussions with.Stablecoins play a pivotal role within the cryptocurrency sector, serving as a reliable asset for investors to hold between trades involving more volatile tokens. These tokens are designed to maintain a consistent value, often pegged to $1, and are typically backed by reserves such as cash and bonds. CoinGecko data indicates that approximately $130 billion worth of stablecoins are presently in circulation.Stablecoin stabilityNevertheless, stablecoins have faced challenges in the past when it comes to maintaining their pegs, resulting in disruptions within crypto markets. Notably, TerraUSD, a token reliant on algorithms and trader incentives, experienced a significant crash in May 2022, leading to losses of at least $40 billion. In response to such incidents, regulators have intensified their scrutiny of stablecoins. The stablecoin law in Japan encourages the issuance of stablecoins that are fully backed by fiat cash in a corresponding currency.MUFG envisions leveraging its Progmat blockchain platform to issue security tokens on behalf of third parties, with no immediate plans to develop its own stablecoin, according to Saito. He further revealed that the bank is actively exploring stablecoin projects with entertainment firms, non-financial businesses, and a consortium of Japanese financial institutions. Furthermore, overseas financial groups have shown keen interest, and Saito believes that Japan has the potential to become a global hub for stablecoin issuance.Tether dominanceTether ($USDT) holds the position of the top global stablecoin, accounting for more than 60% of the sector’s market value, while Circle Internet Financial Ltd.’s USD Coin ($USDC) occupies the second spot. Any party intending to produce stablecoins within Japan would need to comply with the country’s legislation.Saito highlighted that the regulation’s provision allowing stablecoins to be denominated in various currencies, including the US dollar, opens up opportunities for the issuance of tokens intended for global use. He expressed his belief that this presents a significant opportunity for Japan.Prime Minister Fumio Kishida’s economic agenda, known as “New Capitalism,” includes a focus on supporting the growth of Web3 firms. While Japan has taken steps to relax certain cryptocurrency regulations, such as those pertaining to token listing and taxation, it continues to be perceived as a country with relatively strict regulations.
